Thus, hisanalysis focused on <strong>the</strong> changes in <strong>the</strong> composition of <strong>the</strong>population, not in <strong>the</strong> size of <strong>the</strong> population. (Id. at 62.) Toevaluate changes in <strong>the</strong> composition of Irving’s populationbetween 2000 and 2006, he compared <strong>the</strong> Hispanic andnon-Hispanic share of CVAP for Irving as reported in <strong>the</strong>2000 Census and <strong>the</strong> 2006 ACS. He found that <strong>the</strong> dataexamined indicated major changes-with an increase in<strong>to</strong>tal Hispanic population in Irving from 31.2% in 2000 <strong>to</strong>41.7% in 2006. He also determined that <strong>the</strong> annual growthrate for Irving’s HCVAP between 2000 <strong>to</strong> 2006 was 4.4%and <strong>the</strong> average annual rate for non-Hispanic CVAP was-2.2%. He <strong>the</strong>refore concluded that <strong>the</strong> 2000 Census datawas no longer valid and determined that <strong>the</strong> 2006 ACSdata far more accurately reflected current demographicconditions.Mr. Ely <strong>the</strong>n prepared estimates of <strong>the</strong> 2008Hispanic and non-Hispanic percentages of CVAP for usein constructing his illustrative districts. (Id. at 62.) Todo this, Mr. Ely computed growth rates for each of <strong>the</strong>component populations based on <strong>the</strong> 2000 Census and2006 ACS city-wide data (4.4% for HCVAP and -2.2%for non-Hispanic CVAP). He used city-wide figures forethnicity and age, and Census tract level information forcitizenship status. (PL’s Ex. 1, at 7.) He <strong>the</strong>n extrapolatedthat growth rate until 2008, which was applied <strong>to</strong> <strong>the</strong>illustrative districts <strong>to</strong> arrive at an estimated percentageof HCVAP in <strong>the</strong> illustrative district in 2008. (Id. at 8.)Mr. Ely did not use 2006 ACS data <strong>to</strong> estimate <strong>the</strong>actual, current population in <strong>the</strong> illustrative districts. In
