II~MINUTE BOOK No. <strong>14</strong>, CITY OF OXFORDF-----"OEMENT - MERIDIANMiss Gene Lowery and a group representing various club3 appeared before the Mayor andBoard <strong>of</strong> Aldermen in behalf <strong>of</strong> the Park Commission with the request that said Mayorand Board increase the budget for the Park Commission for the year 1951-1952. After acareful consideration <strong>of</strong> the matter, Alderman B. O. Elliott made a motion that theRecreation Program not be included in the 1951-1952 budget. This motion was secondedby Alderman H. S. Sisk and Alderman Ben J. Hilbun and passed unanimously.**********************Mr. Will Lewis, President, School Board <strong>of</strong> Trustees, read to the Mayor and the Board<strong>of</strong> Aldermen a report by the Citizens' Committee on the expansion <strong>of</strong> the school program.After a careful consideration <strong>of</strong> this report, Alderman B. O. Elliott made a motion thatthe Mayor and Board <strong>of</strong> Aldermen extend to said committee and to the School Board avote <strong>of</strong> thanks for their efforts in making this report possible. This motion wasseconded by Alderman H. S. Sisk and passed unanimously.**********************The Mayor and Board <strong>of</strong> Alderman took up for consideration a certainresolution adopted by the Board <strong>of</strong> Trustees <strong>of</strong> the <strong>Oxford</strong> Municipal SeparateSchool District on the 4th 4a'7 <strong>of</strong> September, 1951requesting the Mayor andBoard <strong>of</strong> Aldermen <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong> to call an election ona proposal toissue bonds <strong>of</strong> said District in the amount <strong>of</strong> $473,000.00 for the improvement<strong>of</strong> school facilities fo11owing a discussion <strong>of</strong> the subject Alderman Ben JackHilbun <strong>of</strong>fered and moved the adoption <strong>of</strong> the following resclution:A RESOLUTION DECLARING THE INTENTION OF THE MAYOR AND BOARDOF ALDERMEN OF THE CITY OF OXFORD, MISSISSIPPI TO ISSUE THEBONDS OF THE OXFORD MUNICIPAL SEPARATE SCHOOL DISTRICT IN THEAMOUNT OF $473,000.00 FOR THE PURPOSE OF PROVIDING FOR THEIMPROVEMENT OF SCHOOL FACILITIES IN SAID DISTRICT, AND CALLINGAND PROVIDING FOR THE HULDING OF AN ELECTION THEREON.Whereas, on the 4th day <strong>of</strong> September, 1951, the Board <strong>of</strong> Trustees <strong>of</strong> the<strong>Oxford</strong> Municipal Separate School District <strong>of</strong> Lafayette County, Mississippi didadopt acertain resolution requesting the Mayor and Board <strong>of</strong> Aldermen to ca11an election to determine whether or not the bonds <strong>of</strong> said District shall beissued in the amount <strong>of</strong> $473,000.00 for the following purposes;A. Erecting, repairing, equipping, remodelling and enlargingschool buildings and related facilities, includingaudi torimns, lunch rooms, vocational training building ,libraries and purchasing land therefor;B. Establishing and equipping school athletic fields and necessaryfacilities connected therewith, and purchasing land therefor; andC. Providing necessary water, light, heating and sewerage facilitiesfor school buildings and purchasing land therefor; andWhereas, under the laws <strong>of</strong> the State <strong>of</strong> Mississippi the said Mayorand Board <strong>of</strong> Aldermen are authorized and empowered to call an election on theaforesaid proposition, and to issue such bonds in the event that the proposalfor the issuance there<strong>of</strong> be assented to by 3/5ths <strong>of</strong> the qualified electors<strong>of</strong> the District voting on such proposition at such election, and providingthat the amount <strong>of</strong> such indebtedness, when added to all <strong>of</strong> the outstandingbonded indebtedness <strong>of</strong> the district, shall not exceed 15 per centum <strong>of</strong> allassessed value <strong>of</strong> the taxable property within the district according to thelast completed assessment for taxation; and
