and,Hhereas, the <strong>City</strong> Clerk published the tl.,ro above referred toresolutions in The <strong>Oxford</strong> Ea c :1e, a newspaper <strong>of</strong> , general circulationin The <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>, l1ississippi, the one passed m1 Harch7th, <strong>1950</strong> on October 5th, 12th, and 19th, and t.he one passed onOctober 3, <strong>1950</strong> on October 5th, 12t!1, and 19th, both i11 the year<strong>1950</strong>; and,Whereas, more than fifteen days hav.e elapsed since the firstpUblication <strong>of</strong> the t'VlO above referred to resolutions; and,Whereas, a majority <strong>of</strong> the o\mers <strong>of</strong> property owning morethan fifty per cent <strong>of</strong> the front footage <strong>of</strong> the property involvedand actually residing on property mmed by them and includedHi thin those parts <strong>of</strong> the streets and avenues orderr:d to be speciallypetitioned for said improvements, and no person appearedin person, by attorney, or by petition to object or protest thesaid special improvements; and,
