MINUTE BOOK No. <strong>14</strong>, CITY OF OXFORDWhereas, the Board <strong>of</strong> Aldermeri, in pursuance <strong>of</strong> the will <strong>of</strong> the voters, or electors<strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>, Mississippi, did instruct, direct and authorize the Mayor <strong>of</strong> the <strong>City</strong><strong>of</strong> <strong>Oxford</strong>, Mississippi to execute a contract in substance that shown by the minutes <strong>of</strong> saidBoard, on Pages 87 through 94, on the 30th day <strong>of</strong> May, <strong>1950</strong>; and,Whereas, .R.X. Williams, Mayor <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>, Mississippi did execute saidcontract as so instructed, directed and authorized by said Board <strong>of</strong> Aldermen; and,Whereas, the Tennessee Valley Authority subsequently executed said contract andreturned it to the Mayor <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>, MiSSissippi as evidence <strong>of</strong> said execution and inearnest <strong>of</strong> its intentions; and,Wherea~, it is the purpose <strong>of</strong> the Mayor and Board <strong>of</strong> Aldermen <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>,Miss1ssippi to keep and preserve said contract as a guide to its 'relations with the TennesseeValley Authority and as a reference to the said <strong>City</strong>'s responsibilities, and rights andpriveleges thereunder; now, therefore, ' ,IJB~ and it is hereby ordered by the Mayor and Board <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>, Mississippithat said contract with the Tennessee Valley Authority be received, accepted, and approved.Be and it is hereby further ordered by the Mayor and Board <strong>of</strong> Aldermen <strong>of</strong> the <strong>City</strong><strong>of</strong> <strong>Oxford</strong>, Mississippi that the Clerk <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>, Mississippi be, and he is herebyinstructed to keep and safely hold said contract in the files <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>, Mississippi,subject to the use, reference and orders <strong>of</strong> the Mayor arid Board <strong>of</strong> Aldermen '<strong>of</strong> said Cit y.Alderman A. H. Avent seconded the motion that the resolution be adopted and spreadupon the minutes <strong>of</strong> this meeting.Mayor R. X. Williams put the motion to a yea and nay vote and all Aldermen presentvoted Yea. The Mayor thereupon declared the motion carried and the resolution adopted.* * * * * * * * * * * *The Mayor and Board <strong>of</strong> Aldermen took up for'consideration the*matter <strong>of</strong> the estimate <strong>of</strong> the <strong>City</strong> Engineer <strong>of</strong> the probable cost <strong>of</strong> the construction<strong>of</strong> a SUbstation and the erection <strong>of</strong> a transmission line from theTennessee Valley Authroity's substation to the nEJ'W' city substation, and <strong>of</strong>Jmaking necessary extensions and improvements to the present distribution,system to the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>, and also took up for consideration the giving ,<strong>of</strong> notice <strong>of</strong> sale <strong>of</strong> bonds to finance such cost. Alderman T. E. Combsdffered and moved the adoption <strong>of</strong> the following resolution:'t'A RESOLUTION APPROVING THE TEliATIVE ESTIHATE OF THECITY ENGINEER OF THE APPROXIMATE COST OF CONSTRUCTIONOF A SUBSTATION AND THE ERECTION OF A TRANSMISSIONLINE FROM THE TENNESSEE VALIEY AUTHORITY'S SUBSTATIONTO THE NEW CITY SUBSTATION, AND TO MAKE NECESSARYEXTENSIONS AND IMPROVEMENTS TO THE PRESENT DISTRIBUTIONSYSTEM OF THE CITY OF OXFORD, DECLARING THE INl'ENTIONTO ISSUE ELECTRIC PlANT REVENUE BONDS IN THE AMOUNT OF$75,000.00, AND DIRECTUIG PUBUCATION OF THE NOTICE OFSALE OF SAID BONDS OF SAID CITY TO RINANCE SUCH COSTS.WHEREAS, on the 7th day <strong>of</strong> April, <strong>1950</strong>, the Mayor 'and Board <strong>of</strong>Aldermen <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>, Mississippi, adopted a resolution declaring,their intention to issue electric plant revenue bonds <strong>of</strong> said <strong>City</strong> in themaximum amount <strong>of</strong> $75,000.00, for the construction <strong>of</strong> a substation and theerection <strong>of</strong> a transmission line from the Tennessee Valley Authority's sub-station to the new <strong>City</strong> Substation, and to make necessary and proper extensionsand improvements in the present distribution system <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Oxford</strong>; andWHEREAS, the <strong>City</strong> Engineer <strong>of</strong> said <strong>City</strong> has prepared an estimateI ,.JiiI~<strong>of</strong> the approximate cost <strong>of</strong> said improvements and construction to be done by
