Governing bodies will be encouraged toconform to or to adopt the Council's Welsh LanguageScheme, and to make use of translation facilities as achargeable facility provided by the Council to meet therequirements of the Scheme.The way in which a service is delivered to the public variesaccording to its nature and size. Some services are providedfrom the Council's main office centres, whilst others operatethrough local offices, depots, centres, residentialestablishments, libraries, leisure centres and other workplaces.The Council has developed four “one-stop shops” orOne4All Centres. There are plans to increase the number ofOne4All Centres to six.Some local services are provided by other publicorganisations. The Council works in partnership with suchorganisations, or may have some responsibilities for theirwork. Through its relationship with theseorganisations, the Council will encourage, enable,facilitate or support the use of Welsh by publicising itsScheme and offering advice and assistance.Whilst it may not be practicable currently to providefor all public services to be fully available in Welsh,especially some specialist and technical services, theintention is to provide as comprehensive a service aspossible. Council staff who do not speak Welsh willbe provided with information on the services thatare available and how they can be accessed. All staffwill be made aware of the Scheme, thecommitments contained within it, and the systems,procedures and services in place to meet thosecommitments.2.3. Services Delivered on Behalf of the Council by othersi.e. “Third Party” AgreementsThe Council will ensure that all organisations carrying outservices on its behalf will comply with this Scheme. Any newagreement or arrangement concerned with the provision ofservices for the public in Wales entered into with a third partymust conform with the Council’s terms and this includes(without limitation) services which are contracted out.The Council will ensure, through its contracting arrangements,that agencies or contractors implement any relevant elementsof the Scheme when dealing with the public. When a serviceis put out to contract, relevant Welsh language aspects will bedetailed in the service specification and appropriate steps willbe taken to ensure that the contractor is able to carry themout and has subsequently carried them out.In letting any new contract for the delivery of services,Directors will be responsible for ensuring that the agency orcompany that undertakes the work on the Council's behalfcomplies with the requirements of the Scheme.This will be achieved by including relevant details of theScheme's requirements in tender documents, contractspecifications agreements and conditions and, whereappropriate, method statements.Bilingual service needs are to be specified explicitly, and inappropriate practical detail, in contract documentation.Specifications that are limited to only general statements areunacceptable, because they breach the requirements of theAuthority’s Welsh Language Scheme and therefore therequirements of the 1993 Welsh Language Act.Examples of good practice include:• offering the public/service user a choice oflanguage in their dealings with thecontractor by letter or form, over thetelephone, or face to face• responding to letters in the languageused by the public/service user• issuing bilingual material• publishing or erecting bilingual noticesor erecting bilingual signs.Provision will be made to monitor thecompliance of contractors, agents andother third parties with the Scheme,through the use of standardmonitoring arrangements, includingobtaining regular performancereports from contractors andagents.
