4.4 Forms and Explanatory MaterialThe Council is committed to producing bilingual forms for useby the public, including accompanying explanations andinstructions. Such material will normally be published on thesame sheet or in the same document.Where staff insert information such as name or referencenumber on a form to be completed by a member of thepublic this should be done on both the English and Welshsections of the form.Very occasionally, and in a minority of cases where separateWelsh and English versions are considered more appropriate,both versions will be published and distributed simultaneouslyand will carry a message stating that the form is also availablein the other language. Such occasions may include:Forms which are highly technical in nature and formswhich are used infrequently, have low demand, orforms which are not widely distributed or formswhich are targeted at a small audience. Where thepreferred language of the individual recipient isknown, then the Welsh or English version, or both,may be issued as appropriate.4.5 Press ReleasesCouncil press releases and / or statements will be issued inEnglish to the English language media and in Welsh to theWelsh language media, with both versionsdistributed simultaneously.4.6 Advertising and PublicityWhere the Council publicises its services and activities, bymeans of public exhibitions, displays and public presentations,it will do so bilingually, together with any display material andany supporting material, such as advertisements, posters,publicity literature and videos.Local exhibitions, public information stands and displays maybe arranged from time to time by the Council's services,agents and / or third parties either working on behalf of theCouncil or where the Council works on their behalf. In suchcases, the presentation will be bilingual.Any literature, such as brochures, booklets and leafletsdesigned to promote, publicise or explain schemes, policies,procedures, legislation or services, will be produced bilingually.When the Council gives permission for other organisations tomount exhibitions on its premises, they will be made aware ofthe Council’s commitment to the Scheme and will beencouraged to use bilingual material.If the Council conducts a public advertising orpromotional campaign within Wales throughthe press, television, radio, cinema, posters,hoardings, electronic messages or publicaddress systems, it will do so bilingually.Welsh speakers must be given the sameopportunity to respond to surveys ormarket research conducted by the councilor its third party.Staff and others involved in planning,designing and conducting advertising,publicity or market research campaignsare aware of the requirements of theScheme and have been issued withguidance on its implementation.
