There may be contracts or arrangements of short duration,and for a specific task or activity, where it is not practicable torequire full compliance with the Scheme. Relevant aspects ofthe Scheme will be included in these circumstances. TheCouncil will monitor any such contracts or arrangements, toensure that as full compliance as possible with the Scheme isachieved in all cases.Written guidance has been issued to staff on theprocedures to be followed when preparing contractsand when dealing with contractors and agents.2.4 PartnershipsThe Council works in partnership with public bodies,organisations from the voluntary sector and other agencies.There are 5 main strategic partnerships in Rhondda Cynon Tafwhich are linked to the Council’s 10 year Community Planvision “A Better Life” 2004 - 2014• Community Safety Partnership• Health Social Care and Well Being• Living Space Partnership• Economic Regeneration Partnership• Learning for Growth Partnership – Bro DysgHowever, there are in excess of 100 partnerships both formaland informal with not only the public sector but also theprivate and voluntary sectors as well as the public. The Councilworks on many levels when working with others:(i) When the Council is the strategic and financial leaderwithin a partnership, it will ensure that the public serviceprovision is compliant with the Welsh Language Scheme,e.g. the Strategic Renewal Partnership to deal withConvergence funding and other strategic regenerationinitiatives.(ii) When the Council joins a partnership in which anotherbody is leading, the Council’s input to the partnershipwill comply with the Welsh Language Scheme and theCouncil will encourage other parties to comply, e.g. theLocal Community Partnerships.(iii) When the Council is a partner in aconsortium, it will encourage the consortiumto adopt a bilingual policy. When actingpublicly in the name of the consortium, theCouncil will act in accordance with its WelshLanguage Scheme, e.g. the Welsh PurchasingConsortium, the Better Life Consortium.(iv) When the Council joins or forms apartnership, it will ask prospective partnersabout their Welsh Language Schemes,Language policies or the means by whichthey will operate bilingually. Within anypartnership, the Council will offer adviceand support to the other partnerorganisations.The Council will prepare guidance for officerswho are involved in partnership working,outlining the Council’s responsibilities inaccordance with the language scheme andstating how officers should apply therequirements of the language scheme tothe partnership’s work.2.5 GrantsThe Council invites applicants for grants to outline in theirapplication how they propose to reflect the bilingual nature ofthe community in the activity for which they are seekingassistance. When administering funding and grants fororganisations, the Council should consider: including Welshlanguage criteria on application forms together withrecommendations as to what activities could be providedbilinguallyi ensuring that organisations consider the need to assist andpromote the Welsh languageii if organisations hold publicevents and activities for thepublic, they must ensure theyare bilingual as far as ispracticableiii ensuring that the grantscheme complies with theCouncil’s LanguageScheme
