AUTOMATIC WAREHOUSEBut the nerve centre of the Company is the automatic warehouse with its two trasloelevators,located in a 18 meters high and 90 meters long tower. Inside there are 24,000 trays, dividedalong two corridors, that can contain up to 100,000 references. of renter households age 85 and older areexperiencing this cost burden.The shortage of rental housing was a majorhighlight of a 2002 congressional housingcommission report, A Quiet Crisis in America, 127which found that persons age 65 and olderreceiving some form of rental assistancewere outnumbered by those with unmethousing needs (those who had a serioushousing cost problem or whose unit hadsevere physical problems) by a factor of six.And an AARP report on Section 202 Housing(a subsidy program tailored specifically tovery-low-income, older renters) found thatthere were nine applicants waiting for eachvacancy that occurred in a given year. 128Clearly, the need for affordable housingsolutions for older renters is critical.Despite the fact that most homeownersage 50 and older either own their home freeand clear or have a relatively low mortgagebalance, more than one of every fivehomeowners age 50 and older pays morethan 30 percent of income for housing-relatedcosts. The problem is that housing costs gofar beyond the monthly mortgage paymentto include the cost of utilities, insurance,property taxes, maintenance and repair, andmodifications to maintain independence. Yet,despite well-documented problems, manycommunities are struggling to protect andexpand their stock of affordable housing forpersons of all ages.The Government RoleFederal, state, and local governments have useda variety of methods to promote affordablerental housing; often, these methods reflectthe changing political philosophies over thepast 60 years. For instance, in the 1930s,public housing was the key federal programfor rental housing. In the 1950s and 1960s, thefederal government promoted subsidizedmortgages for private developers to build orrehabilitate multifamily housing for low- andmoderate-income families. In the 1970s and1980s, direct rental assistance to low-incometenants (via “certificates” or “vouchers”)became the dominant philosophy. In the1990s, low-income housing tax credits andblock grants to state and local governmentsbecame the primary tools.Today’s subsidized rental housing is apatchwork of disparate programs, whichcreates problems in coordinating housingpolicy for diverse needs. For instance, manyproperties that serve older persons areexperiencing a growing need for supportiveservices as the residents age, but delivery ofthose services varies from program to program.On the other hand, the advantage to differentapproaches has been the involvement ofa wide variety of entities (including federal,state, and local governments, nonprofitgroups, and for-profit developers), eachof which brings different resources andexpertise to the field of affordable housing.60 Beyond 50.05: A Report to the Nation on Livable Communities Creating Environments for Successful Aging
