With theestablishment of the National Council of Teach<strong>er</strong> Edu<strong>ca</strong>tion (NCTE) during the Nineties, Schoolshave been forc<strong>ed</strong> to appoint only such teach<strong>er</strong>s who have obtain<strong>ed</strong> B.Ed. degree. Those teach<strong>er</strong>s whodid not have a B.Ed. degree are requir<strong>ed</strong> to acquire it. Th<strong>er</strong>e is a great rush for acquiring the B.Ed.degree in all parts of the <strong>co</strong>untry.The pap<strong>er</strong> focuses on the quality aspect of the B.Ed. programme off<strong>er</strong><strong>ed</strong> <strong>by</strong> Dis<strong>tan</strong><strong>ce</strong> Edu<strong>ca</strong>tion modeand self-financ<strong>ed</strong> mode. It examines learn<strong>er</strong>s’ pref<strong>er</strong>en<strong>ce</strong> for Dis<strong>tan</strong><strong>ce</strong> Edu<strong>ca</strong>tion mode of IGNOU vsthe self-financ<strong>ed</strong> B.Ed. programme. It also examines the views of changing s<strong>ce</strong>ne of gov<strong>er</strong>nmentfinanc<strong>ed</strong> B.Ed. <strong>ed</strong>u<strong>ca</strong>tion to self-financ<strong>ed</strong> B.Ed. <strong>ed</strong>u<strong>ca</strong>tion (both <strong>co</strong>nventional mode). The re<strong>ce</strong>ntem<strong>er</strong>gen<strong>ce</strong> of this change may have many dimensions like: availability of opportunity, qualitat<strong>iv</strong>e<strong>ed</strong>u<strong>ca</strong>tion, preventing the flow of money drain to oth<strong>er</strong> states <strong>by</strong> providing the chan<strong>ce</strong> to learn<strong>er</strong>swithin the state etc. The pap<strong>er</strong> attempts to det<strong>er</strong>mine the views of learn<strong>er</strong>s of both the modes vis-à-visthe quality aspect. The norms, eligibility for admission in B.Ed. programme have been <strong>dis</strong>cuss<strong>ed</strong>. Thequestionnaire was develop<strong>ed</strong> with a view to know the attitudes, opinions and exp<strong>er</strong>ien<strong>ce</strong>s of thelearn<strong>er</strong>s of both the systems, specifi<strong>ca</strong>lly with ref<strong>er</strong>en<strong>ce</strong> to quality aspect. The quality aspect <strong>co</strong>nsistsof many dimensions like the <strong>co</strong>ntent of the stu<strong>dy</strong> mat<strong>er</strong>ial, a<strong>ca</strong>demic approach of the system, del<strong>iv</strong><strong>er</strong>yof the programme, examinations, etc.This pap<strong>er</strong> has intension to focus on the <strong>co</strong><strong>mparat</strong><strong>iv</strong>e s<strong>ce</strong>ne of B.Ed. programme of two systemsselffinanc<strong>ed</strong> <strong>co</strong>nventional system and <strong>dis</strong><strong>tan</strong><strong>ce</strong> <strong>ed</strong>u<strong>ca</strong>tion system- in the state of Gujarat. Indiansociety is one wh<strong>er</strong>e right from Guru-shishya parampara to the <strong>er</strong>a of Independent India, fa<strong>ce</strong> to fa<strong>ce</strong><strong>ed</strong>u<strong>ca</strong>tion has rul<strong>ed</strong> the culture. The novel ideas of learning through <strong>dis</strong><strong>tan</strong><strong>ce</strong> and supportingfinancially one’s own <strong>ed</strong>u<strong>ca</strong>tion pro<strong>ce</strong>ss are new /fresh to the society.Article 41 of our Constitution indi<strong>ca</strong>tes that “the State shall, within the limits of its e<strong>co</strong>nomic <strong>ca</strong>pacityand development, make effect<strong>iv</strong>e provision for securing the right to work, to <strong>ed</strong>u<strong>ca</strong>tion and to publi<strong>ca</strong>ssis<strong>tan</strong><strong>ce</strong> in <strong>ca</strong>ses of unemployment, old age, sickness and <strong>dis</strong>ablement and in oth<strong>er</strong> <strong>ca</strong>ses ofundes<strong>er</strong>v<strong>ed</strong> want.” It implies that the State should allo<strong>ca</strong>te more resour<strong>ce</strong>s to <strong>ed</strong>u<strong>ca</strong>tion.Sin<strong>ce</strong> the dawn of the planning <strong>er</strong>a in India, high<strong>er</strong> <strong>ed</strong>u<strong>ca</strong>tion has been heavily subsidiz<strong>ed</strong> <strong>by</strong> the Stateand it is only with the new <strong>ed</strong>u<strong>ca</strong>tion policy 1986) that debate for pr<strong>iv</strong>atization of high<strong>er</strong> <strong>ed</strong>u<strong>ca</strong>tion hasstart<strong>ed</strong>.‘In India, the gov<strong>er</strong>nment tabl<strong>ed</strong> “The Pr<strong>iv</strong>ate Un<strong>iv</strong><strong>er</strong>sities (Establishment and Regulation) Bill of1995” in the Rajya Sabha in August 1995. The Bill provid<strong>ed</strong> for the establishment and in<strong>co</strong>rporationof self financing un<strong>iv</strong><strong>er</strong>sities and for regulation of their functioning and for matt<strong>er</strong>s <strong>co</strong>nnect<strong>ed</strong>th<strong>er</strong>ewith or incidental th<strong>er</strong>eto.
