3.9.3 Authority <strong>to</strong> Make Investments<strong>The</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs has <strong>the</strong> exclusive authority (Subsection 60(1)) <strong>to</strong> makeinvestments. Subsection 60(2) limits that authority <strong>to</strong> specific types <strong>of</strong> investments.Some stakeholders were concerned that <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs may be directed <strong>to</strong>make investments by Government.<strong>The</strong> <strong>Panel</strong> believes that <strong>the</strong> <strong>Act</strong>s preserve <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs’ independence <strong>to</strong>make investment decisions without any undue influence or direction.3.10 Access <strong>to</strong> InformationOne <strong>of</strong> <strong>the</strong> general <strong>the</strong>mes arising from <strong>the</strong> public consultation process was transparency.<strong>The</strong> <strong>Panel</strong> views easy access <strong>to</strong> information held by <strong>the</strong> <strong>WCB</strong> as an important way <strong>to</strong>promote transparent administration <strong>of</strong> <strong>the</strong> <strong>Act</strong>s. It should be clear that <strong>the</strong> <strong>Panel</strong>’s supportfor transparency does not extend <strong>to</strong> unauthorized access <strong>to</strong> or disclosure <strong>of</strong> stakeholderfiles or records.3.10.1 Access <strong>to</strong> <strong>WCB</strong> DocumentsMany stakeholders <strong>to</strong>ld us about problems <strong>the</strong>y had in gaining access <strong>to</strong> information heldby <strong>the</strong> <strong>WCB</strong>. Some were interested in seeing <strong>the</strong> procedures used by <strong>WCB</strong>administration <strong>to</strong> implement <strong>the</strong> <strong>Act</strong>s or <strong>the</strong> policies <strong>of</strong> <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs and<strong>the</strong> minutes <strong>of</strong> Board meetings.<strong>The</strong> <strong>WCB</strong> has provided electronic access <strong>to</strong> <strong>the</strong> <strong>Act</strong>s and policies <strong>of</strong> <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong>Direc<strong>to</strong>rs, as well as o<strong>the</strong>r information, on <strong>the</strong> <strong>WCB</strong> website.
