<strong>The</strong> <strong>Panel</strong> heard from some stakeholders that <strong>the</strong> YMIR for harvesters has not changed inseveral years and is considered <strong>to</strong>o low. <strong>The</strong> <strong>Panel</strong> also heard that some stakeholdersthought coverage for harvesters should be extended <strong>to</strong> include preparations for harvestingactivities and post-harvesting activities.<strong>The</strong> respondents <strong>to</strong> <strong>the</strong> Stakeholder Questionnaire were split on whe<strong>the</strong>r <strong>the</strong> <strong>WCB</strong> shouldcontinue <strong>to</strong> administer this program. A significant number thought <strong>the</strong> governmentdepartment responsible for harvesters should administer <strong>the</strong> program. <strong>The</strong> majority <strong>of</strong>respondents thought <strong>the</strong> YMIR for harvesters is <strong>to</strong>o low.Whe<strong>the</strong>r <strong>the</strong> program is administered by <strong>the</strong> <strong>WCB</strong> or not, <strong>the</strong> <strong>Panel</strong> believes that <strong>the</strong>recommendations made for <strong>the</strong> general workers’ compensation system should apply <strong>to</strong><strong>the</strong> harvesters’ program as long as it remains a compensation program.Recommendation: 3.6.12 Harvesters1. <strong>The</strong> legislation should be changed <strong>to</strong> enable <strong>the</strong> Ministers responsible for <strong>the</strong> <strong>WCB</strong>and/or <strong>the</strong> Ministers responsible for harvesters <strong>to</strong> prescribe <strong>the</strong> harvesters’ YMIR inregulation.3.7 AssessmentsAssessments are monies paid by employers <strong>to</strong> <strong>the</strong> <strong>WCB</strong>. <strong>The</strong> amount paid by anemployer depends on <strong>the</strong>ir type <strong>of</strong> work or industry (i.e. industrial classification) and <strong>the</strong>assessment rate for that industrial classification. Assessment rates are set on <strong>the</strong> basis <strong>of</strong><strong>the</strong> “hazard” posed by <strong>the</strong> industry (or <strong>the</strong> employer). Different types <strong>of</strong> industries maybe divided in<strong>to</strong> classes or sub-classes.
