It was also raised during the Panel’s consultation phase.The Acts provide for terms up to 5 years. Members may be reappointed.The legislation in other jurisdictions provides for terms of 1 up to 5 years; most providefor reappointment of members, and two jurisdictions specify the maximum length ofservice.The majority of respondents to the Stakeholder Questionnaire thought the term formembers of the WCB Board of Directors should be set in legislation, with approximatelyhalf suggesting 3 years.The Panel believes that the continuity and stability of the WCB Board of Directors needsto be balanced with the introduction of fresh ideas and leadership.Recommendations: 3.3.6 WCB Board Members’ Term of Office1. The legislation should be changed to appoint members of the WCB Board ofDirectors for a term up to 3 years. The Panel urges the Minister to consider staggeredterms to provide continuity and stability on the WCB Board of Directors.2. The legislation should be changed to enable the reappointment of members of theWCB Board of Directors to a maximum of 6 consecutive years of service. members may be reappointed to the WCB Board of Directors after a 1 year break inservice.3.3.7 Remuneration of the WCB Board of DirectorsThe Acts provide that the Minister sets the remuneration for members of the WCB Boardof Directors, including the Chairperson. The Minister is not obliged to publicly disclosehis decision on remuneration. This lack of disclosure was raised as a concern during thePanel’s public hearings.The Panel agrees the Minister should set the remuneration for WCB Board members. Thepractice in the vast majority of other jurisdictions is to publicly disclose the amount ofremuneration paid to members of boards of directors. Given its concern abouttransparency, the Panel agrees with the approach in other jurisdictions and the advicereceived during the public hearings.The Panel did not see a Vice-Chairperson having any additional role on the WCB Boardof Directors unless they were acting for the Chairperson (Section 3.3.5, Vice-Chairpersonfor the WCB Board of Directors). Therefore, the Panel does not see a difference in theremuneration for the position of Vice-Chairperson.The Panel noted that the legislation does not require the Minister to publicly disclose theremuneration for members of the Appeals Tribunal. In keeping with the Panel’s positionfor public disclosure of the remuneration paid to the Chairperson and WCB Board ofDirectors’ members, the Panel believes the same approach should be applied to theAppeals Tribunal.Recommendations: 3.3.7 Remuneration of the WCB Board of Directors1.
