Respondents <strong>to</strong> <strong>the</strong> Stakeholder Questionnaire provided various opinions. <strong>The</strong>re was noclear majority <strong>of</strong> opinion.<strong>The</strong> <strong>Panel</strong> feels <strong>the</strong> interjurisdictional make-up <strong>of</strong> <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs is best left<strong>to</strong> <strong>the</strong> 2 Governments.3.3.4 Appointment <strong>of</strong> ChairpersonThis is an outstanding issue from previous reviews. Subsection 2(2) states that <strong>the</strong> NWTMinister will designate a chairperson from among <strong>the</strong> members <strong>of</strong> <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong>Direc<strong>to</strong>rs.A significant majority <strong>of</strong> respondents <strong>to</strong> <strong>the</strong> Stakeholder Questionnaire thought <strong>the</strong>Minister should have advice before appointing <strong>the</strong> Chairperson. <strong>The</strong> source <strong>of</strong> that adviceincluded <strong>the</strong> Nunavut Minister, <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs, and/or representatives <strong>of</strong>workers, employers, and injured workers.<strong>The</strong> <strong>Panel</strong> agreed that <strong>the</strong> NWT Minister should be required <strong>to</strong> seek advice before making<strong>the</strong> appointment.<strong>The</strong> <strong>Panel</strong> considered 2 approaches:i) <strong>The</strong> NWT Minister could appoint <strong>the</strong> chairperson on <strong>the</strong> advice <strong>of</strong> <strong>the</strong> NunavutMinister.ii) <strong>The</strong> NWT Minister could appoint <strong>the</strong> chairperson on <strong>the</strong> advice <strong>of</strong> <strong>the</strong> <strong>WCB</strong>Board <strong>of</strong> Direc<strong>to</strong>rs and representatives <strong>of</strong> workers and employers.<strong>The</strong> <strong>Panel</strong> concluded that stakeholders have already provided <strong>the</strong> Ministers with adviceabout <strong>the</strong> appointment <strong>of</strong> members <strong>of</strong> <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs.
