STAKEHOLDER QUESTIONNAIRE AND SUMMARY OF RESPONSESAdditional Comments Better controls <strong>to</strong> s<strong>to</strong>p employee abuse <strong>of</strong> <strong>the</strong> system. All companies should pay <strong>the</strong> same rate for <strong>WCB</strong>. Special recognition awards <strong>of</strong>a significant nature can be given <strong>to</strong> <strong>the</strong> employees and owners <strong>of</strong> great companies with excellent safety records that aren't "fudged." Employers and workers own <strong>the</strong> fund. Carefulness must be used <strong>to</strong> define parameters <strong>of</strong> revenues from investment vs. methodology <strong>of</strong>repayment <strong>to</strong> stakeholders. Only governments' who are <strong>the</strong> big contribu<strong>to</strong>rs, should appoint Board members and Chair. Pension income should increase if injuries become worse, ei<strong>the</strong>r due <strong>to</strong> age or loss <strong>of</strong> job because <strong>of</strong> shortage <strong>of</strong> work. <strong>WCB</strong> should be responsible for <strong>WCB</strong>, and Safety should be a separate division. Let us not forget that in our unique environment we are mainly comprised <strong>of</strong> small businesses. Let us not burden <strong>the</strong>m with <strong>to</strong>o muchred tape and administrative nightmares. In this way <strong>the</strong>y fully wish <strong>to</strong> participate with <strong>WCB</strong> instead <strong>of</strong> trying <strong>to</strong> find ways around it.It is a very difficult program itself right now. Most small businesses find it confusing. Ano<strong>the</strong>r thing <strong>to</strong> keep in mind is workers injuredwho do not reside permanently in <strong>the</strong> NWT or Nunavut. Cost <strong>of</strong> living is cheaper, and some type <strong>of</strong> accounting <strong>of</strong> this should becalculated in when deciding <strong>the</strong>ir compensation packages. Should <strong>the</strong>y receive a higher level <strong>of</strong> compensation than what <strong>the</strong>y receivedin <strong>the</strong>ir own province or terri<strong>to</strong>ry? I think not. Communication with o<strong>the</strong>r <strong>WCB</strong> jurisdictions should be upgraded. Currently, in myopinion, <strong>the</strong>re is no communication or even partnership with <strong>the</strong>m when <strong>the</strong>re should be. Question #3: if <strong>the</strong> <strong>WCB</strong> is given authority <strong>to</strong> lay charges, what about charging <strong>the</strong> <strong>WCB</strong> and staff when <strong>the</strong>y don’t follow <strong>the</strong> acts? Question #12: no need for <strong>the</strong> review committee if an independent medical panel was formed. I feel that with <strong>the</strong> establishment <strong>of</strong> an independent medical panel and <strong>the</strong> removal <strong>of</strong> <strong>the</strong> Medical Advisor, <strong>the</strong> role <strong>of</strong> <strong>WCB</strong> should bethat <strong>of</strong> records keeper and retraining. Also <strong>WCB</strong> could concentrate on more safety courses, etc. In <strong>to</strong>day’s workplace more and moremedical injuries are repetitive injuries. Why not form a medical panel or a medical examination every three <strong>to</strong> four years <strong>to</strong> detect <strong>the</strong>injury, like what is done for pr<strong>of</strong>essional truck drivers. This in turn might catch <strong>the</strong> injury before it becomes serious. This, I think,would be a benefit <strong>to</strong> everyone. This test could be done on carpenters, electricians, mechanics, etc. (also computer people). I think thatif more time was spent on training for safety, <strong>the</strong>se courses could be put in place by <strong>WCB</strong>. This would give <strong>the</strong> new people entering in<strong>to</strong>construction or mining fields an insight on what <strong>to</strong> watch for and how protect <strong>the</strong>mselves from injury. Safety <strong>of</strong>ficers should haveexperience in <strong>the</strong> fields which <strong>the</strong>y are overseeing, not just go and take a course and you’re a ‘safety man.’ <strong>The</strong> Canadian Red Cross has been <strong>of</strong>fering First Aid <strong>to</strong> Canadians for over thirty years and has been <strong>of</strong>fering first aid training <strong>to</strong> <strong>the</strong>NWT and Nunavut for over ten years. During that time Canadian Red Cross has:• trained over 3300 people in Nunavut and <strong>the</strong> Northwest Terri<strong>to</strong>ries in <strong>the</strong> last two years;• certified and trained over 25 Standard First Aid Instruc<strong>to</strong>rs in <strong>the</strong> NWT and Nunavut;• authorized 7 businesses <strong>to</strong> <strong>of</strong>fer Red Cross First Aid training in Nunavut;• authorized 10 businesses <strong>to</strong> <strong>of</strong>fer Red Cross First Aid training in <strong>the</strong> Northwest Terri<strong>to</strong>ries;Appendix C Page C30 <strong>of</strong> C33<strong>WCB</strong> <strong>Legislative</strong> <strong>Review</strong> <strong>Panel</strong> <strong>Report</strong> December, 2001
