It does not cover <strong>the</strong>m when <strong>the</strong>y are doing thingsrelated <strong>to</strong> <strong>the</strong>ir harvesting activities after <strong>the</strong>y get back from <strong>the</strong> harvest. <strong>The</strong> program was first started <strong>to</strong> cover subsistence harvesters.<strong>The</strong> terri<strong>to</strong>rial governments pay <strong>the</strong> <strong>WCB</strong> all <strong>the</strong> costs <strong>of</strong> <strong>the</strong> Harvesters' Program. <strong>The</strong> harvesters’ YMIR ($24,000) has not been changedsince 1994.
