Glossary and DefinitionsExclusivejurisdiction:Friedman <strong>Report</strong>:Fully Funded:IndustrialClassifications:MeredithPrinciples:Ministers:Natural justice:Means that a decision cannot be reviewed, questioned, or changedby a court <strong>of</strong> law or anyone else. Exclusive jurisdiction appliesonly when <strong>the</strong> <strong>WCB</strong> or Appeals Tribunal are making decisionswithin <strong>the</strong> authority given <strong>to</strong> <strong>the</strong>m under <strong>the</strong> Workers’Compensation <strong>Act</strong>s and applying <strong>the</strong> principles <strong>of</strong> natural justice.Means <strong>the</strong> Final <strong>Report</strong> <strong>of</strong> <strong>the</strong> <strong>Review</strong> Committee <strong>of</strong> <strong>the</strong> Workers’Compensation Board Appeal Systems chaired by SamuelFriedman, QC, commissioned by <strong>the</strong> Minister responsible for <strong>the</strong>Workers’ Compensation Board <strong>of</strong> Alberta.Means that <strong>the</strong> “present value” (a financial calculation) <strong>of</strong> <strong>the</strong><strong>WCB</strong>’s assets, such as money in <strong>the</strong> bank and investments, equalan actuarial evaluation (a financial calculation) <strong>of</strong> it liabilities, suchas current and future compensation payments owing <strong>to</strong> injuredworkers and <strong>the</strong> cost <strong>of</strong> administration.Industrial classification is a way <strong>of</strong> grouping similar industries oroccupations <strong>to</strong>ge<strong>the</strong>r. Industrial classifications have 2 levels: aclass like construction and subclasses like general construction ormechanical installation and servicing.Means <strong>the</strong> principles contained in a report about workers’compensation legislation written by Sir William Meredith andpresented <strong>to</strong> <strong>the</strong> Lieutenant Governor <strong>of</strong> Ontario in 1913. <strong>The</strong>seprinciples are <strong>the</strong> basis for Canadian workers’ compensationsystems.<strong>The</strong> Ministers mean <strong>the</strong> Cabinet members in <strong>the</strong> NWT andNunavut Governments who have been assigned responsibility for<strong>the</strong> Workers’ Compensation and Safety <strong>Act</strong>s and General SafetyRegulations.Essentially means fairness, including <strong>the</strong> right <strong>to</strong> know what factsor evidence will be placed before decision-makers; <strong>the</strong> right <strong>to</strong> beheard by decision-makers; and <strong>the</strong> right <strong>to</strong> impartial decisionmakers.Appendix APage A2 <strong>of</strong> A4<strong>WCB</strong> <strong>Legislative</strong> <strong>Review</strong> <strong>Panel</strong> <strong>Report</strong> December, 2001
