Glossary and DefinitionsExclusivejurisdiction:Friedman Report:Fully Funded:IndustrialClassifications:MeredithPrinciples:Ministers:Natural justice:Means that a decision cannot be reviewed, questioned, or changedby a court of law or anyone else. Exclusive jurisdiction appliesonly when the WCB or Appeals Tribunal are making decisionswithin the authority given to them under the Workers’Compensation Acts and applying the principles of natural justice.Means the Final Report of the Review Committee of the Workers’Compensation Board Appeal Systems chaired by SamuelFriedman, QC, commissioned by the Minister responsible for theWorkers’ Compensation Board of Alberta.Means that the “present value” (a financial calculation) of theWCB’s assets, such as money in the bank and investments, equalan actuarial evaluation (a financial calculation) of it liabilities, suchas current and future compensation payments owing to injuredworkers and the cost of administration.Industrial classification is a way of grouping similar industries oroccupations together. Glossary and DefinitionsNet annualremuneration:Panel:StakeholderQuestionnaire:Stakeholders:Surplus/Deficit:Means the annual income of an injured worker from theiremployment, including wages, overtime, bonuses, and somefinancial benefits, less statutory deductions like income tax,Canada Pension Plan contributions, and Employment Insurancepremiums.The Panel means the WCB Legislative Review Panel appointed bythe Ministers to review workers’ compensation and safetylegislation and present a report to the Ministers.The Stakeholder Questionnaire was prepared by the WCBLegislative Review Panel and sent to workers, injured workers,employers and other interested stakeholders to find out whatstakeholders think about workers’ compensation and safety issues.Stakeholders are primarily workers, injured workers andemployers. Stakeholders also include the dependants of injuredworkers and interested members of the public like unions andemployer associations.Means the difference between the “present value” (a financialcalculation) of the WCB’s assets, such as money in the bank andinvestments, and an actuarial evaluation (a financial calculation) ofit liabilities, such as current and future compensation paymentsowing to injured workers and the cost of administration. Theamount of a surplus is the amount by which assets exceedliabilities.
