5.0 A Final Word<strong>The</strong> <strong>Panel</strong> has recommended changes <strong>to</strong> legislation that will:Bring new life <strong>to</strong> <strong>the</strong> Meredith Principles.Provide for transparent use <strong>of</strong> authority and hold decision-makers andadministra<strong>to</strong>rs accountable.Avoid pitting stakeholders and administra<strong>to</strong>rs against each o<strong>the</strong>r.We have resisted establishing additional layers <strong>of</strong> bureaucracy or process <strong>to</strong> address some<strong>of</strong> <strong>the</strong> problems presented by stakeholders. <strong>The</strong> <strong>Panel</strong> challenges decision-makers andadministra<strong>to</strong>rs <strong>to</strong> prove us right in resisting this approach.<strong>The</strong> <strong>Panel</strong>’s recommendations for legislative change <strong>of</strong>ten flow from each o<strong>the</strong>r and work<strong>to</strong>ge<strong>the</strong>r. In many cases, <strong>the</strong> recommendations will need <strong>to</strong> work in concert <strong>to</strong> achieve<strong>the</strong> desired result.<strong>The</strong> <strong>Panel</strong> suggested an operational review be conducted immediately. We see thisoperational review as a way <strong>to</strong> enhance <strong>the</strong> results <strong>of</strong> our legislative review and complete<strong>the</strong> process for <strong>WCB</strong> renewal.When <strong>the</strong> <strong>Panel</strong> first came <strong>to</strong>ge<strong>the</strong>r, <strong>the</strong> one thing we all had in common was a desire <strong>to</strong>make a difference and improve <strong>the</strong> workers’ compensation and safety systems in <strong>the</strong>NWT and Nunavut. This commonality <strong>of</strong> purpose was reinforced during <strong>the</strong> course <strong>of</strong>our public consultation phase when we heard from stakeholders.We asked stakeholders <strong>to</strong> “<strong>Act</strong> <strong>Now</strong>” and provide us with <strong>the</strong>ir views about workers’compensation and safety legislation – and <strong>the</strong>y did. <strong>The</strong> <strong>Panel</strong> now asks <strong>the</strong> <strong>WCB</strong> Board<strong>of</strong> Direc<strong>to</strong>rs and <strong>the</strong> Ministers <strong>to</strong> “<strong>Act</strong> <strong>Now</strong>” in response <strong>to</strong> <strong>the</strong> suggestions andrecommendations contained in our report.<strong>WCB</strong> <strong>Legislative</strong> <strong>Review</strong> <strong>Panel</strong> <strong>Report</strong> Page 128 <strong>of</strong> 128December, 2001
