2. <strong>The</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs is urged <strong>to</strong> consider <strong>the</strong> submissions <strong>of</strong> stakeholdersrelated <strong>to</strong> chronic pain, occupational stress, workplace harassment, and alcohol abuseand make a decision on <strong>the</strong>ir compensability.Recommendations: 3.6.2 System <strong>of</strong> Financial Compensation1. <strong>The</strong> legislation should be changed <strong>to</strong> make wage loss <strong>the</strong> basis for temporary,ongoing, and permanent financial compensation.2. <strong>The</strong> legislation should be changed <strong>to</strong> include financial payment for permanent partialor <strong>to</strong>tal impairment or disability. Consideration should be given <strong>to</strong> lump sumpayments. See also Recommendation 3.6.8, Commutations.Recommendations: 3.6.3 Year’s Maximum Insurable Remuneration (YMIR)1. <strong>The</strong> legislation should be changed <strong>to</strong> enable <strong>the</strong> Minister <strong>to</strong> prescribe <strong>the</strong> amount <strong>of</strong>YMIR by regulation, on <strong>the</strong> advice <strong>of</strong> <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs.2. <strong>The</strong> legislation should be changed <strong>to</strong> define a year’s minimum insurable remunerationand enable <strong>the</strong> Minister <strong>to</strong> prescribe this amount by regulation, on <strong>the</strong> advice <strong>of</strong> <strong>the</strong><strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs.3. It is suggested that <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs review <strong>the</strong> current YMIR with aview <strong>to</strong> ensuring that it fairly reflects <strong>the</strong> <strong>of</strong> wages in <strong>the</strong> NWT/Nunavut.Recommendations: 3.6.4 Special Purpose Financial Compensation1. <strong>The</strong> legislation should be changed <strong>to</strong> direct <strong>the</strong> <strong>WCB</strong> <strong>to</strong> provide financialcompensation for clothing allowances, death, and funeral expenses and quality <strong>of</strong> lifepayments <strong>to</strong> normalize <strong>the</strong> daily life <strong>of</strong> injured workers. <strong>The</strong> details <strong>of</strong> <strong>the</strong> types andamounts <strong>of</strong> compensation should be established by <strong>the</strong> <strong>WCB</strong> Board <strong>of</strong> Direc<strong>to</strong>rs inpolicy.2.
