The American Refugee Committee works for the survival, 

health and well being of refugees, displaced people, and 

those at risk, enabling them to rebuild productive lives of 

dignity and purpose, striving always to respect their values. 

The Vision 

ARC insists on involving the people we serve in the planning 

and implementation of our efforts. This participatory 

approach is critical to the sustainability of our programs. 

Dear Supporters and Friends: 

The early years of the twenty-first century 

have certainly been challenging ones for the 

global community. Economic recession, 

terrorism, and infectious disease all figured 

prominently as the growing threats of our 

day. While these forces made us all feel a 

little less secure, they also raised our 

awareness of how interdependent we all are. 

Looking back on 2002, we are at once 

pleased by the financial stability of the 

American Refugee Committee, and troubled 

by the growing need for our services. Also, 

the importance of budgetary reserves and 

emergency response funds became very clear 

as the geopolitical events of the year unfolded. 

While many charities struggled amidst the 

economic recession of 2002, the American 

Refugee Committee performed better than the 

previous two years. A surplus of $222,486 

was placed into operating reserves, and other 

bills were paid off. Significantly, this surplus 

was driven by increased private financial 

contributions, up 25% over 2001. 

Unfortunately, the worldwide need for our 

services rose dramatically. More than 

3 million people fled Afghanistan for Pakistan 

in the early months of 2002. Thanks to the 

availability of private funding, ARC was able 

to respond quickly to the needs of these 

refugees, establishing a presence in a critical 

region. This quick action led to further 

opportunities to be of assistance to the 

struggling Afghan people in the region.

The American Refugee Committee operates 

programs in the African countries of Sudan, 

Rwanda, Guinea and Sierra Leone. 

People driven from their homes often live as refugees for many years. While they 

are displaced, ARC’s vital services provide them with health care, obstetric services, 

nutrition supplements, skills training, health education, income generation services, 

and literacy training. 

Refugee camps often become fairly stable 

communities, providing homes for 5,000 to 

35,000 people. Housing, while modest, gives 

residents the opportunity to live, work, and 

develop circles of friends. ARC works to 

ensure they have access to clean water and 

proper sanitation. 

In refugee camps, a 

small space is usually 

set aside for markets. 

There, people may 

buy a variety of 

essential goods, from 

shoes and childrens 

clothes to soap and 

cooking oils. ARC’s microlending program 

provides refugees with the capital to start 

individual small businesses. Kumba Thomas

the Telikoro refugee camp in Guinea with a 

$40 ARC loan. Today, 

she is able to send her 

five children to school 

with the revenue from 

her business. 

The majority of 

refugees in Africa are 

women and children. ARC’s health posts 

provide the medical care, immunizations, and 

feeding supplements that promote the healthy 

growth of these children. ARC also trains 

teams of birthing attendants and midwives to 

work within the community to promote 

prenatal health care. While talking to women 

in the community, local staff promote the 

other services ARC offers, including health 

education, literacy classes and microenterprise 

development. Promoting healthy parenting is 

a critical part of preventing disease. Mothers 

learn the basics of safe motherhood, such as 

nursing, nutrition, and illness prevention. ARC 

staff play a critical role in dispelling myths 

about child care, making mothers aware of the 

need for routine exams and immunizations. 

ARC’s unique reproductive health literacy 

classes utilize refugee staff and a curriculum 

that makes a lasting impact on the well-being 

of adults throughout the camp. In 2002, more 

than 20,000 refugees learned basic reading 

skills while learning about their reproductive 

systems. Through these classes, many of 

ARC’s students learn about reproductive

Sudan, Rwanda, Guinea and Sierra Leone 

health and HIV/AIDS for the first time in 

their lives. 

• In Sierra Leone, ARC granted nearly 5,500 

small business loans, promoting self-sufficiency 

in the camps. 

• In Rwanda, ARC cared for nearly 41,000 

patients at its health posts, where more than 

3,900 children were vaccinated against polio. 

• In Sudan, ARC staff cared for more than 

10,000 patients per month in its refugee health 

posts; more than 1,000 people per month were 

enrolled in reproductive health literacy classes. 

• In response to the Nyiragongo volcanic eruption 

in the Democratic Republic of Congo, ARC 

began a short-term program of emergency relief 

that assisted 4,680 displaced families.

For nearly ten years, the American Refugee 

Committee has been assisting refugees and 

displaced people in the Balkans. 

Programs began in Croatia in 1993 and later expanded to assist those affected 

by the wars in Bosnia and Kosovo. 

Today, most refugees and displaced people 

in the Balkans live in temporary housing or 

collective centers. 

Most of them are 

elderly, and many 

are still struggling to 

overcome the trauma 

they experienced. 

ARC provides them 

with legal help, 

ensuring that they receive the pension and 

benefits to which they are entitled. The next 

step is to assist them in the process of 

returning home. 

Returning home was once impossible for the 

many people in Bosnia and Kosovo whose 

homes were destroyed during the war. Since 

the crisis began, ARC has played a role in the 

reconstruction of more than 1,350 homes or 

apartment units, including more than 250 in

2002. ARC has also helped rebuild schools, 

hospitals, and businesses. 

When families are ready to return to their 

pre-war homes, ARC provides assistance 

through its internationally respected Regional 

Linkages program. By providing one-day bus 

trips, trained escorts, and community activities, 

this program helps different ethnic groups in 

a village reintegrate positively and peacefully. 

Children—some of the most vulnerable 

victims of ethnic conflict and war—are often 

the first to recover. In Bosnia and throughout 

the region, ARC has managed a variety of 

programs to encourage children of different 

ethnic groups to learn and play together. 

This kind of reintegration is critical to the 

Balkans, one of the most ethnically diverse 

regions in the world. 

ARC also encourages people of various ethnic 

groups to work together. The income generation 

program extends small loans to businesses that 

employ members of different ethnic groups. 

As these businesses grow and prosper, they 

not only rebuild the economy of the region, 

but also help restore the fabric of society. 

Over the past 6 years, more then 2,000 loans 

have been granted to these small enterprises, 

most of which are still in business today. 



Croatia, Bosnia, Serbia, Montenegro, Kosovo and Macedonia 

• In Bosnia, ARC provided legal assistance to 

3,200 refugees and displaced people per month. 

• In Kosovo, ARC supported and rehabilitated five 

community centers, benefiting 1,220 Albanian 

and 4,728 Serbian residents. 

• ARC created or expanded 50 interethnic small 

businesses in 23 communities. 

• ARC’s Croatia activities were transitioned to 

Zvonmir, an organization created to carry out 

ARC’s mission under local leadership.

Today nearly 300,000 refugees from Myanmar, 

formerly Burma, live as refugees in Thailand. 

Most are members of the Karen ethnic group, 

a persecuted minority in their homeland. For many years, they have lived in 

several large but well-organized refugee camps, located in some of Thailand’s 

densest rainforests. 

ARC began serving this population in 1992, 

when hundreds of thousands were driven out 

by Myanmar’s military. Today, ARC works in 

the three largest camps, operating health 

posts, training birthing attendants and medical 

staff, and offering health education and 

literacy training. 

The monsoon rains in the region frequently 

bring flooding—and an increased risk of 

infectious disease. By overseeing sanitation 

systems and maintaining clean water 

sources, ARC works to prevent deaths from 

cholera and diarrhreal diseases. Malaria is 

also a dangerous killer, particularly in 

children. ARC’s health posts help treat the 

early symptoms of malaria, while providing 

important information for avoiding the 

mosquito-borne illness.

One of ARC’s critical roles is to provide 

comprehensive post-natal care—including 

immunizations. ARC’s staff vaccinate against 

measles, polio, 

hepatitis B, 

and whooping 

cough, while 

maintaining a 

close watch on 

a child’s growth and development. As with 

all ARCs programs, refugees and local people 

are trained to provide most of these services. 

Years from now, this strategy will provide the 

Karen people with the capacity to provide 

their own care, in their own cultural context. 

ARC’s reproductive health literacy classes 

train both men and women to read while 

helping them better understand their own 

reproductive health. In addition, the classes 

provide critical information on HIV/AIDS 

prevention, safe motherhood, and family 

planning. All information is presented with 

great sensitivity to the unique values and 

traditions of the Karen people. 

The future of the 

Karen people lies in 

its children. ARC’s 

programs strive to 

provide them with 

opportunities to grow, 

learn and thrive, 

despite their refugee 

status. While there is little hope that these 

children will return to Myanmar in the near 

future, ARC staff in Thailand work to provide 

them with a safe home in which they may 

enjoy their childhood. 



Thailand 

• In the Nu Po and Don Yang refugee camps, 

ARC provided 95% of camp children under five 

years of age with basic health services. 

• ARC reduced the number of active tuberculosis 

cases in these camps by one-half. 

• ARC made clean water sources available for 

all camp residents.

More than 3 million people fled Afghanistan 

in late 2001 and early 2002, in response to 

the Coalition Forces military campaign 

against the Taliban regime. Months later, when those refugees were ready to return 

home, ARC was there to help. ARC began its operations in Pakistan by providing 

basic health care and emergency obstetric services to refugees in the Muhammad 

Khail refugee camp in Baluchistan, near Quetta. 

More than 40,000 Afghans live in the camp, 

with many waiting to move in as others leave. 

By mid-summer 2002, ARC expanded health 

services to another camp in the region. 

Prior to returning home, Afghan refugees are 

required to undergo health screenings. ARC 

helps them recover from minor illnesses, 

provides their children with immunizations, 

and gives pre-natal and post-natal care to new 

mothers. ARC staff also provides nutrition 

supplements to malnourished children. 

When funding increased in late 2002, 

ARC began training birthing attendants and 

midwives, and diagnosing and treating 

sexually transmitted diseases. The training and 

utilization of local staff is a central part of 

ARC’s philosophy: to build the capacity of 

refugees to care for their own needs.

ARC’s services were critical to the survival 

of children as they returned to poor health 

conditions within Afghanistan. For many 

children, this medical attention was their only 

opportunity to receive treatment for chronic 

ailments such as respiratory tract infections. 

Perhaps more importantly, the children that 

ARC vaccinated for whooping cough and 

measles were protected from the outbreak of 

disease that plagued Afghanistan in early 2002. 

Many Afghan refugees were unable or 

unwilling to make the trip 

home. These refugees 

remain in the camps in 

Pakistan. Some of them 

have lived outside 

Afghanistan for decades; 

many children have spent 

their entire lives as refugees. For them, ARC 

offers the health care services that are critical 

to survival when living in areas beset by 

poverty and instability. 

Illiteracy is common among Afghan refugees, 

making ARC’s health education programs 

particularly important. These classes provided 

thousands of people with life-saving 

information on HIV/AIDS, safe motherhood, 

and child nutrition. 



Pakistan 

• ARC provided medical care to 11,601 returning 

Afghan refugees who passed through its 

repatriation centers in Quetta, Pakistan. 

• ARC staff educated more than 2,000 refugees 

on HIV/AIDS prevention. 

• In the Muhammad Khail refugee camp, ARC 

began providing emergency obstetric services, 

labor and delivery care, and outpatient 

gynecology services.

The American Refugee Committee was 

founded in 1979 to help Cambodian refugees 

on the Thai border. During its early years, ARC 

pioneered the treatment of tuberculosis in 

displaced people and provided thousands
