The Mission<br />
The <strong>American</strong> <strong>Refugee</strong> <strong>Committee</strong> works for the survival,<br />
health and well being of refugees, displaced people, and<br />
those at risk, enabling them to rebuild productive lives of<br />
dignity and purpose, striving always to respect their values.<br />
The Vision<br />
ARC insists on involving the people we serve in the planning<br />
and implementation of our efforts. This participatory<br />
approach is critical to the sustainability of our programs.<br />
Dear Supporters and Friends:<br />
The early years of the twenty-first century<br />
have certainly been challenging ones for the<br />
global community. Economic recession,<br />
terrorism, and infectious disease all figured<br />
prominently as the growing threats of our<br />
day. While these forces made us all feel a<br />
little less secure, they also raised our<br />
awareness of how interdependent we all are.<br />
Looking back on <strong>2002</strong>, we are at once<br />
pleased by the financial stability of the<br />
<strong>American</strong> <strong>Refugee</strong> <strong>Committee</strong>, and troubled<br />
by the growing need for our services. Also,<br />
the importance of budgetary reserves and<br />
emergency response funds became very clear<br />
as the geopolitical events of the year unfolded.<br />
While many charities struggled amidst the<br />
economic recession of <strong>2002</strong>, the <strong>American</strong><br />
<strong>Refugee</strong> <strong>Committee</strong> performed better than the<br />
previous two years. A surplus of $222,486<br />
was placed into operating reserves, and other<br />
bills were paid off. Significantly, this surplus<br />
was driven by increased private financial<br />
contributions, up 25% over 2001.<br />
Unfortunately, the worldwide need for our<br />
services rose dramatically. More than<br />
3 million people fled Afghanistan for Pakistan<br />
in the early months of <strong>2002</strong>. Thanks to the<br />
availability of private funding, ARC was able<br />
to respond quickly to the needs of these<br />
refugees, establishing a presence in a critical<br />
region. This quick action led to further<br />
opportunities to be of assistance to the<br />
struggling Afghan people in the region.<br />

AMERICAN REFUGEE COMMITTEE INTERNATIONAL<br />
The <strong>American</strong> <strong>Refugee</strong> <strong>Committee</strong> operates<br />
programs in the African countries of Sudan,<br />
Rwanda, Guinea and Sierra Leone.<br />
People driven from their homes often live as refugees for many years. While they<br />
are displaced, ARC’s vital services provide them with health care, obstetric services,<br />
nutrition supplements, skills training, health education, income generation services,<br />
and literacy training.<br />
<strong>Refugee</strong> camps often become fairly stable<br />
communities, providing homes for 5,000 to<br />
35,000 people. Housing, while modest, gives<br />
residents the opportunity to live, work, and<br />
develop circles of friends. ARC works to<br />
ensure they have access to clean water and<br />
proper sanitation.<br />
In refugee camps, a<br />
small space is usually<br />
set aside for markets.<br />
There, people may<br />
buy a variety of<br />
essential goods, from<br />
shoes and childrens<br />
clothes to soap and<br />
cooking oils. ARC’s microlending program<br />
provides refugees with the capital to start<br />
individual small businesses. Kumba Thomas<br />

she is able to send her<br />
five children to school<br />
with the revenue from<br />
her business.<br />
The majority of<br />
refugees in Africa are<br />
women and children. ARC’s health posts<br />
provide the medical care, immunizations, and<br />
feeding supplements that promote the healthy<br />
growth of these children. ARC also trains<br />
teams of birthing attendants and midwives to<br />
work within the community to promote<br />
prenatal health care. While talking to women<br />
in the community, local staff promote the<br />
other services ARC offers, including health<br />
education, literacy classes and microenterprise<br />
development. Promoting healthy parenting is<br />
a critical part of preventing disease. Mothers<br />
learn the basics of safe motherhood, such as<br />
nursing, nutrition, and illness prevention. ARC<br />
staff play a critical role in dispelling myths<br />
about child care, making mothers aware of the<br />
need for routine exams and immunizations.<br />
ARC’s unique reproductive health literacy<br />
classes utilize refugee staff and a curriculum<br />
that makes a lasting impact on the well-being<br />
of adults throughout the camp. In <strong>2002</strong>, more<br />
than 20,000 refugees learned basic reading<br />
skills while learning about their reproductive<br />
systems. Through these classes, many of<br />
ARC’s students learn about reproductive<br />

Sudan, Rwanda, Guinea and Sierra Leone<br />
health and HIV/AIDS for the first time in<br />
their lives.<br />
• In Sierra Leone, ARC granted nearly 5,500<br />
small business loans, promoting self-sufficiency<br />
in the camps.<br />
• In Rwanda, ARC cared for nearly 41,000<br />
patients at its health posts, where more than<br />
3,900 children were vaccinated against polio.<br />
• In Sudan, ARC staff cared for more than<br />
10,000 patients per month in its refugee health<br />
posts; more than 1,000 people per month were<br />
enrolled in reproductive health literacy classes.<br />
• In response to the Nyiragongo volcanic eruption<br />
in the Democratic Republic of Congo, ARC<br />
began a short-term program of emergency relief<br />
that assisted 4,680 displaced families.<br />

For nearly ten years, the <strong>American</strong> <strong>Refugee</strong><br />
<strong>Committee</strong> has been assisting refugees and<br />
displaced people in the Balkans.<br />
Programs began in Croatia in 1993 and later expanded to assist those affected<br />
by the wars in Bosnia and Kosovo.<br />
Today, most refugees and displaced people<br />
in the Balkans live in temporary housing or<br />
collective centers.<br />
Most of them are<br />
elderly, and many<br />
are still struggling to<br />
overcome the trauma<br />
they experienced.<br />
ARC provides them<br />
with legal help,<br />
ensuring that they receive the pension and<br />
benefits to which they are entitled. The next<br />
step is to assist them in the process of<br />
returning home.<br />
Returning home was once impossible for the<br />
many people in Bosnia and Kosovo whose<br />
homes were destroyed during the war. Since<br />
the crisis began, ARC has played a role in the<br />
reconstruction of more than 1,350 homes or<br />
apartment units, including more than 250 in<br />

<strong>2002</strong>. ARC has also helped rebuild schools,<br />
hospitals, and businesses.<br />
When families are ready to return to their<br />
pre-war homes, ARC provides assistance<br />
through its internationally respected Regional<br />
Linkages program. By providing one-day bus<br />
trips, trained escorts, and community activities,<br />
this program helps different ethnic groups in<br />
a village reintegrate positively and peacefully.<br />
Children—some of the most vulnerable<br />
victims of ethnic conflict and war—are often<br />
the first to recover. In Bosnia and throughout<br />
the region, ARC has managed a variety of<br />
programs to encourage children of different<br />
ethnic groups to learn and play together.<br />
This kind of reintegration is critical to the<br />
Balkans, one of the most ethnically diverse<br />
regions in the world.<br />
ARC also encourages people of various ethnic<br />
groups to work together. The income generation<br />
program extends small loans to businesses that<br />
employ members of different ethnic groups.<br />
As these businesses grow and prosper, they<br />
not only rebuild the economy of the region,<br />
but also help restore the fabric of society.<br />
Over the past 6 years, more then 2,000 loans<br />
have been granted to these small enterprises,<br />
most of which are still in business today.<br />

Croatia, Bosnia, Serbia, Montenegro, Kosovo and Macedonia<br />
• In Bosnia, ARC provided legal assistance to<br />
3,200 refugees and displaced people per month.<br />
• In Kosovo, ARC supported and rehabilitated five<br />
community centers, benefiting 1,220 Albanian<br />
and 4,728 Serbian residents.<br />
• ARC created or expanded 50 interethnic small<br />
businesses in 23 communities.<br />
• ARC’s Croatia activities were transitioned to<br />
Zvonmir, an organization created to carry out<br />
ARC’s mission under local leadership.<br />

Today nearly 300,000 refugees from Myanmar,<br />
formerly Burma, live as refugees in Thailand.<br />
Most are members of the Karen ethnic group,<br />
a persecuted minority in their homeland. For many years, they have lived in<br />
several large but well-organized refugee camps, located in some of Thailand’s<br />
densest rainforests.<br />
ARC began serving this population in 1992,<br />
when hundreds of thousands were driven out<br />
by Myanmar’s military. Today, ARC works in<br />
the three largest camps, operating health<br />
posts, training birthing attendants and medical<br />
staff, and offering health education and<br />
literacy training.<br />
The monsoon rains in the region frequently<br />
bring flooding—and an increased risk of<br />
infectious disease. By overseeing sanitation<br />
systems and maintaining clean water<br />
sources, ARC works to prevent deaths from<br />
cholera and diarrhreal diseases. Malaria is<br />
also a dangerous killer, particularly in<br />
children. ARC’s health posts help treat the<br />
early symptoms of malaria, while providing<br />
important information for avoiding the<br />
mosquito-borne illness.<br />

One of ARC’s critical roles is to provide<br />
comprehensive post-natal care—including<br />
immunizations. ARC’s staff vaccinate against<br />
measles, polio,<br />
hepatitis B,<br />
and whooping<br />
cough, while<br />
maintaining a<br />
close watch on<br />
a child’s growth and development. As with<br />
all ARCs programs, refugees and local people<br />
are trained to provide most of these services.<br />
Years from now, this strategy will provide the<br />
Karen people with the capacity to provide<br />
their own care, in their own cultural context.<br />
ARC’s reproductive health literacy classes<br />
train both men and women to read while<br />
helping them better understand their own<br />
reproductive health. In addition, the classes<br />
provide critical information on HIV/AIDS<br />
prevention, safe motherhood, and family<br />
planning. All information is presented with<br />
great sensitivity to the unique values and<br />
traditions of the Karen people.<br />
The future of the<br />
Karen people lies in<br />
its children. ARC’s<br />
programs strive to<br />
provide them with<br />
opportunities to grow,<br />
learn and thrive,<br />
despite their refugee<br />
status. While there is little hope that these<br />
children will return to Myanmar in the near<br />
future, ARC staff in Thailand work to provide<br />
them with a safe home in which they may<br />
enjoy their childhood.<br />

Thailand<br />
• In the Nu Po and Don Yang refugee camps,<br />
ARC provided 95% of camp children under five<br />
years of age with basic health services.<br />
• ARC reduced the number of active tuberculosis<br />
cases in these camps by one-half.<br />
• ARC made clean water sources available for<br />
all camp residents.<br />

More than 3 million people fled Afghanistan<br />
in late 2001 and early <strong>2002</strong>, in response to<br />
the Coalition Forces military campaign<br />
against the Taliban regime. Months later, when those refugees were ready to return<br />
home, ARC was there to help. ARC began its operations in Pakistan by providing<br />
basic health care and emergency obstetric services to refugees in the Muhammad<br />
Khail refugee camp in Baluchistan, near Quetta.<br />
More than 40,000 Afghans live in the camp,<br />
with many waiting to move in as others leave.<br />
By mid-summer <strong>2002</strong>, ARC expanded health<br />
services to another camp in the region.<br />
Prior to returning home, Afghan refugees are<br />
required to undergo health screenings. ARC<br />
helps them recover from minor illnesses,<br />
provides their children with immunizations,<br />
and gives pre-natal and post-natal care to new<br />
mothers. ARC staff also provides nutrition<br />
supplements to malnourished children.<br />
When funding increased in late <strong>2002</strong>,<br />
ARC began training birthing attendants and<br />
midwives, and diagnosing and treating<br />
sexually transmitted diseases. The training and<br />
utilization of local staff is a central part of<br />
ARC’s philosophy: to build the capacity of<br />
refugees to care for their own needs.<br />

ARC’s services were critical to the survival<br />
of children as they returned to poor health<br />
conditions within Afghanistan. For many<br />
children, this medical attention was their only<br />
opportunity to receive treatment for chronic<br />
ailments such as respiratory tract infections.<br />
Perhaps more importantly, the children that<br />
ARC vaccinated for whooping cough and<br />
measles were protected from the outbreak of<br />
disease that plagued Afghanistan in early <strong>2002</strong>.<br />
Many Afghan refugees were unable or<br />
unwilling to make the trip<br />
home. These refugees<br />
remain in the camps in<br />
Pakistan. Some of them<br />
have lived outside<br />
Afghanistan for decades;<br />
many children have spent<br />
their entire lives as refugees. For them, ARC<br />
offers the health care services that are critical<br />
to survival when living in areas beset by<br />
poverty and instability.<br />
Illiteracy is common among Afghan refugees,<br />
making ARC’s health education programs<br />
particularly important. These classes provided<br />
thousands of people with life-saving<br />
information on HIV/AIDS, safe motherhood,<br />
and child nutrition.<br />

Pakistan<br />
• ARC provided medical care to 11,601 returning<br />
Afghan refugees who passed through its<br />
repatriation centers in Quetta, Pakistan.<br />
• ARC staff educated more than 2,000 refugees<br />
on HIV/AIDS prevention.<br />
• In the Muhammad Khail refugee camp, ARC<br />
began providing emergency obstetric services,<br />
labor and delivery care, and outpatient<br />
gynecology services.<br />

<strong>2002</strong> ANNUAL REPORT<br />
The <strong>American</strong> <strong>Refugee</strong> <strong>Committee</strong> was<br />
founded in 1979 to help Cambodian refugees<br />
on the Thai border. During its early years, ARC<br />
pioneered the treatment of tuberculosis in<br />
displaced people and provided thousands<br />
of people with basic medical training.<br />

goes toward rebuilding the lives of refugees<br />
