It was common knowledgethat, due to the growth of the SFFMA,the 807 Stark Street building was nolonger adequate space for theAssociation. Through the Board’sleadership, we entered into a real estatecontract with VFIS to purchase theiroffice building at 4450 Frontier Trail.This building provides an additional1,000 square feet of space for the office.As part of the purchase of the newbuilding, it of course, was necessary tosell the current building. We placed iton the market and within three weekshad a contract. After several counteroffers, we have signed a sales contract,accepted earnest money and have thecontract filed with the Title Company.We realize that the move maypossibly cause some interruption ofservice during the last week of <strong>October</strong>.We ask your patience and we plan to beback up and running within no morethan two days. SFFMA President R. D. ‘Bo’ WelbornContinuing the Legacyof the Maroon CoatBy Helen L. Johnson6Passing the legacy on to grandsons Josh and AdamSeemingly insignificant things in our lives cancause a major difference in this journey we calllife. Such is the case for Bo Welborn, when at age19, he came upon a grass fire as he was returninghome from squirrel hunting. An elderly man wastangled in a barbed wire fence, so Bo stopped tohelp him, stayed and assisted the old gentlemanTEXAS FIREMEN OCTOBER <strong>2004</strong>in putting out the fire with burlap sacks. Thatwas the beginning of his fire service career as theman suggested to him that he join the SilsbeeVolunteer <strong>Fire</strong> Department.Bo did just that. The next week he attendedhis first fire meeting and after a month ofattending meetings, Silsbee voted him in thedepartment as one of four new young volunteerfirefighters. Thirty-five years later, Bo Welbornis at the top of his fire service career.After only one year in the Silsbee VFD, his firechief introduced him to the SFFMA. Aftermeeting Blonde Rucker, Mason Lankford,Elsworth Greer and Hal Hood, Bo made a wisedecision to watch these SFFMA leaders and grewto respect them in their leadership role in the fireservice. The “maroon coats” became a symbol ofhow he wanted to pattern his leadership style andhis involvement in the fire service. After 30years of “watching the maroon coats”, it was timefor him “to run for my maroon coat”.In speaking with President Welborn, he isquick to point to the people in his life whomentored him and allowed him to become all thathe could be in the fire service. His first mentorwas the Silsbee <strong>Fire</strong> Chief, John Busby. Bo states“Chief Busby taught me the foundation tobuilding a lifetime love of the fire service.” Headded “Chief Busby drove me to my first A&M<strong>Fire</strong> School. He took the time to show me aroundand introduced me to everyone he knew beforedropping me off at the dorms. I was honored toreturn his kindness when I, as Silsbee <strong>Fire</strong> Chief,drove Chief Busby back to A&M <strong>Fire</strong> School toreceive his 50th year award as an Instructor.”Chief Welborn’s second mentor, who had agreat influence on his life, is retired Beaumont<strong>Fire</strong> Chief C.A. ‘Pete’ Shelton, who was Bo’s chiefas a career firefighter. Chief Shelton showed Bothe importance of leadership, especially how tolead through example. With Chief Shelton’sexample, Bo learned that there was more work inthe fire service than just fighting fires and seeingthe work that Chief Shelton had done with all fire


organizations led Bo to realize that hecould do the same thing if he set his mindto it. Bo considers it a great honor to serveon the <strong>Fire</strong> Museum Board and to be a partof the naming and dedication of the C.A.‘Pete’ Shelton Plaza located at the <strong>Fire</strong>Museum. Bo states “Chief Shelton gaveme the confidence I needed to become afire chief and ultimately the leadership toserve as the President of the SFFMA.”As Bo took the gavel at the <strong>2004</strong>Convention in Corpus Christi, he camewith a goal of continuing to secure thefinancial future of the association.High on his list of priorities is thecompletion of the real estate projectand paying off the new building.Establishing E-Commerce for the SFFMAis also a high priority in his administration. Hislegislative flagship issue in the 2005 Session is towork with the Pension Commission to provideadequate funding for that Agency. Otherpriorities include providing volunteers withincentives and better utilization of grant fundsgiven to fire departments and to open up thelines of communication with every aspect ofthe SFFMA.Leading by example as he works with firefighters ina dump truck extricationChief Welborn’s training philosophy at work at the Beaumont <strong>Fire</strong> FieldA strong belief held by President Welborn isthat a volunteer is only as good as his family willallow him or her to be. He considers himself tobe extremely fortunate to have a dedicatedfamily to stand along side him in the fire service.“They have given me the strength to continue inmy life’s dream of that maroon coat,” he states.Bo and Sarah have been married for 35 years andare blessed with a beautiful daughter, Keisha anda son-in-law, Greg Bertling, who is the son theynever had. Added blessings are two grandsons,Josh and Adam. Josh serves along with his ‘PapaBear’ as <strong>State</strong> Mascot of the SFFMA. GrandsonAdam is Mascot of the East Texas District. Bo’sclose-knit family offers support to him and in turn,he hopes to show his grandsons the sameleadership lessons his mentors showed to him.As Bo reflects on his goals and his passion forthe fire service, he states that training is thecornerstone of the fire service and that “withouttraining, a department cannot move forward.Training allows a department to protect theircommunity and protect the firefighters frominjury and death.” He believes strongly thatfirefighters are a brother and sisterhood and weneed to protect our “family members withquality training.”When asked what he does for fun, he enjoyshunting and being around animals. When heretires again, he wants to raise South African BoreGoats on a farm and let his grandsons drive himaround in an old jeep. Sarah adds that “my fun isthe fire service”…and it appears that she justmight be right. Helen L. HISTORYThe <strong>Fire</strong>men’s MonumentADedication of Monument on July 7, 1896ustin: During the construction of County, and polished the huge granitethe present Capitol, on March 28, 1883, blocks in his workshop in San Antonio.Governor John Ireland approved an actpassed by the legislature “to permit the<strong>State</strong> <strong>Fire</strong>men’s Association to erect amonument within the Capitol grounds.”The law required the monument to costat least $5,000 and “that the names ofonly those firemen who have lost theirlives in discharge of their duty asfiremen shall have their namesengraved on said monument.”The <strong>Fire</strong>men’s Association did noterect the monument at the time,probably because of the construction ofthe Capitol, and in February 1895 thelegislature amended the 1883 act toprovide for the selection of a site for themonument. Jaeggli & Martin ofBrenham contracted to build themonument and Frank Teich of SanAntonio became the subcontractor forthe project. Teich cut the gray granitefrom quarry near Llano in LlanoBy May 1896, work had begun to erectthe monument of the Capitol grounds.By late June, the monument wasnearly completed, and the <strong>Fire</strong>men’sAssociation was planning a dedicationceremony. After completion of themonument on June 30, it was “veiled”in sheeting and unveiled on theafternoon of July 7, 1896 during astatewide meeting of the <strong>Fire</strong>men’sAssociation in Austin.In place of the bronze statue ofa fireman holding a baby on themonument today, the <strong>Fire</strong>men’sMonument originally had a tallobelisk (an upright four-sided usuallymonolithic pillar that graduallytapers as it raises and terminates ina pyramid) topped by a granite statueof a firemen holding a large fire hose.The obelisk and original granite statuecontinued on page 378 TEXAS FIREMEN OCTOBER <strong>2004</strong>The Monument today


HISTORYThe Office of the <strong>Fire</strong>fighter’s Pension Commissioner1937 - <strong>2004</strong>Commissioner Lisa Ivie MillerThe Office of the <strong>Fire</strong> Fighters’Pension Commissioner was created in1937 by House Bill No. 258, whichestablished the <strong>Fire</strong>men’s Relief andRetirement Fund Act, in Article 6243.e,V.T.C.S.The Act mandates that a firefighters’retirement system and trust fund beestablished in each municipality that hasa paid or part-paid fire departmentwhich, (1) is not covered by the TexasMunicipal Retirement System; (2) is notcovered by another state law providingretirement benefits for fire departmentpersonnel; (3) does not have in effect aprogram providing retirement benefitsfor the fire department personnel thatwas established by charter or ordinance,or a municipality that has a departmentthat exists exclusively of volunteers.Under the original Act, the Governorappointed the <strong>Fire</strong>Fighters’ PensionCommissioner, subject to a two-yearterm beginning on July 1 of eachodd numbered year. The appointeewas selected by the Governor from alist of nominees submitted by the<strong>State</strong> <strong>Fire</strong>men’s and <strong>Fire</strong> Marshals’Association of Texas.The original <strong>Fire</strong>men’s Relief andRetirement Fund Act was rewritten in1989 by acts of the 71st Legislature andwas recodified as the Texas Local<strong>Fire</strong>Fighters’ Retirement Act (TLFFRA).Under the Act, the Commissioner’soffice maintains all of the records for theTLFFRA departments; provides adviceconcerning interpretation of the statuteand local plans; confirms retirement,disability and refund amounts; andserves as an administrator and judge inhearings before the <strong>State</strong> Office ofAdministrative Hearings in disputeddecisions made at the local boardlevel. There are 37 paid departments,three part-paid and 84 volunteerdepartments participating underthis statute. Fund assets of thesedepartments total near $1 billion as ofyear-end 2002. These funds are heldlocally with a local pension boardestablishing local plans as provided inthe statute with the assistance of anapproved contract actuary.In 1977, the 65th Legislature passedSenate Bill 411 creating the Texas<strong>State</strong>wide Volunteer <strong>Fire</strong>Fighters’Retirement Act (TSVFFRA), a retirementsystem for volunteer firefighters. Thelegislation added to the authority of theCommissioner and provided for asix-member <strong>State</strong> Board of Trustees toadminister the Fund.The <strong>State</strong> Board of Trusteesadministers the Fund by hiring acontract actuary, accountant, attorney,investment consultant and investmentmanagers. The Board also contractswith a custodial bank and computerconsultant. Working with a consultantand actuary, the Board establishes theasset allocation and the investmentpolicies for the Fund and hires andoversees investment managers to investthe assets of the Fund in accordancewith the Board’s Investment Policy.The TSVFFRA statute allows localdepartments to participate at variousfinancial contribution levels beginningat the minimum allowable of $12 per firefighter per month to any level above thatamount approved by the localgoverning entity. The retirement is sixtimesthe average monthly contributionrate. The most substantial benefit is theline-of-duty death benefit of $60,000.The plan also has an on-duty disabilityand off-duty death and disabilitybenefit. This plan currently has 17,016vested and non-vested members, 4,760active and 2,171 beneficiaries.In 1991, as a result of SunsetLegislation, two major changes occurredin the statutes. Under the TLFFRA law,the legislature added the Texas <strong>State</strong>Association of <strong>Fire</strong>Fighter’s as anominating association to the Governorfor the Commissioner’s appointment,and under the TSVFFRA statute, threeadditional members were added to the<strong>State</strong> Board of Trustees.In 1997, the 75th Legislatureamended the <strong>State</strong>wide Volunteer<strong>Fire</strong>Fighters’ Retirement Act toallow volunteer emergency medicalservice departments, and “auxiliaryfirefighters” who receive somecompensation to participate in theretirement system. Fill the Boot....Fundraising for Volunteer <strong>Fire</strong> DepartmentsBy Lisa PetersonThe most common answer to thequestion of “Does your departmentdo fundraising?” at the SFFMA <strong>2004</strong>Conference in Corpus Christ was,“Yes! And we are always looking forsomething new!”Communities served by volunteerdepartments depend on them foremergencies ranging from fires andemergency medical incidents to naturaldisasters and pet rescues. Volunteeringin the <strong>Fire</strong> and EMS service is one ofthe most demanding and timeconsuming volunteer activities today.At least two-thirds of America’s firedepartments remain under-staffedand are in need of new equipment andtraining, according to the InternationalAssociation of <strong>Fire</strong>Fighters (March,<strong>2004</strong>).Fundraising has become a necessityfor many volunteer and paid firedepartments. What constitutes asuccessful fundraiser? Seasonedveterans would say the one that makesthe most money with the least amountof work! Once they find an event thatworks well within their community,many departments make it an annualaffair. Although the most commonfundraisers among fire departments areBBQ dinners, bake sales, bingo andraffles, many departments also flippancakes, write annual support letters,sponsor a street dance, man a booth at acommunity fair or pose as Santa forchildren’s photos during the holidays.<strong>Fire</strong> Prevention Week (Oct 3-9, <strong>2004</strong>)is a very popular time for fundraisersand a good way to increase publicawareness of fire safety. Manydepartments throughout Texas combinetheir fundraisers with the chance toDella Williamsteach home fire safety and demonstratefirefighting equipment. Whether givingclassroom lectures at schools andcommunity centers or selling BBQdinners during a street dance,firefighters seldom miss the opportunityto educate people about fire safety.This year, fire departments canchoose another fundraiser that isdesigned to help firefighters raise fundsfor their fire departments, whileproviding their constituents with aneffective, easily deployed, inexpensiveway to protect their homes fromstovetop grease fires.The fundraising program is called<strong>Fire</strong>Stop America (FSA), and providesfire service personnel one of the easiest,quickest ways to not only raise fundsbut also to help prevent the untolddollars worth of damage resulting fromresidential stovetop fires. TEXAS FOREST SERVICEThe last time the West Texas town ofWater Valley purchased a new fire truckwas in 1948. Since then, it has relied ondonations and used vehicles. But all thatchanged in the summer of 2003 whenthe Water Valley VFD received fundingfrom the Texas Forest Service. Throughthe Rural Volunteer <strong>Fire</strong> DepartmentAssistance Program, Water Valleyreceived a grant for $54,000 to go towardthe purchase of a new brush truck.“Getting this grant and purchasingthe truck has cut our response time inhalf,” said J.C. Schovajsa, Water ValleyVFD Chief. “Somebody called in a fireon the highway, and we were actuallypassing people with our red lightsflashing. We’ve never been able to dothat before.”In two years of existence, the RuralVolunteer <strong>Fire</strong> Department AssistanceProgram has exceeded expectations andfire departments from across the stateare finding out what it can do for them.As the program continues, the TexasForest Service is hoping to see moredepartments build their fire fightingcapacities.Since its inception in September 2002,more than 2,600 requests have beenfunded, and $30 million worth oftrucks, equipment, personal protectiveclothing and training have beenawarded to volunteer fire departmentsacross the state.“Requests for over $113 million inassistance have been submitted,” saidJoe Fox, program manager with theTexas Forest Service in College Station.“These requests clearly indicate that theVolunteer <strong>Fire</strong> Departments Benefitting fromTexas Forest Service Grant ProgramHWY 219 VFD-8 <strong>Fire</strong> and Rescue sets purchasedwith a grant from the Rural Volunteer <strong>Fire</strong>Department Assistance Program.program addresses an unmet need ofthe state’s volunteer fire departments.”The items funded by the program aswell as specifications for trucks andother equipment are a result of asurvey conducted by the Texas ForestService of every eligible fire departmentin the state.The program was enactedby House Bill 2604 duringthe 77th legislature in 2001,and provides $15 millionannually. Volunteer firedepartments apply forcost-share grants for watertankers,small and largebrush trucks, truck chassis,slip-on units, structural andwildland personal protectiveclothing, fire and rescueequipment and computers.The program also offersVFD’s the opportunity toreceive 100-percent trainingtuition reimbursement. Todate, more than 3,700students have taken advantageof the training grants.“We encourage fire departments toapply for the training tuition grants,”said Texas Forest Service TrainingCoordinator Bruce Woods. “Not onlydo we want every VFD in Texas to havethe opportunity to have new trucks andequipment, but we want them to havethe best training available. This grantprogram makes it possible for a lot ofdepartments who couldn’t otherwiseafford the cost of training to attend someof the best schools in the country—righthere in Texas.”Undoubtedly, the most soughtaftergrants are for new trucks, andhundreds of trucks are beingfunded through the program. Todate, 473 new tankers, brushtrucks and truck chassis andslip-on units have been purchased.LaRue-New York VFD ChiefJohn T. McMakin says they wereable to increase their fire fightingcapacities because of the program.“Because of the grant for theslip-on unit our department receivedlast year, we were able to increase thefire fighting capabilities of the truckbeyond just a brush truck. Withincreased tank volume we went to apoly tank and larger pump capacity; wewere also able to build extracompartments for more tools andGiddings VFD - The tanker is built on a <strong>2004</strong> Peterbilt 330 chassis. Itwas built by S&S <strong>Fire</strong> Apparatus in Fairmount, IN. The truck is poweredby a 330 HP Cummins diesel and an Eaton Fuller 10 speedtransmission. It is equipped with a 3,000 gallon tank and a 750 GPMmidship pump. A 3,000 gallon portable tank and all the fittings and toolsto make it NFPA 1901 compliant. The lighting system is L.E.D. byWhelen. Update<strong>Fire</strong> Museum of TexasDuring the summer months the museum had 3,724visitors. In addition to having visitors from throughout Texasand the United <strong>State</strong>s we also had visitors from Mexico,Japan, Israel, China, Germany, India, England andAustralia.In July, the <strong>Fire</strong> Museum held its 4 th Annual <strong>Fire</strong> SafetySummer Camp program. Children between the ages of4 - 10 participate in this event filled two week program. Therewere firefighter demonstrations every day, including a visitfrom Casey the dalmatian and Jerry Lee, the department’sarson dog. Everything had a fire safety and fire relatedtheme, including the arts and crafts they created and all ofthe snacks they made. The children also sang fire safety songsand the older kids created their own fire safety skits that wereperformed on the last day of camp.The <strong>Fire</strong> Museum is gearing up for several activitiesthis fall. For the fifth year, the museum is teaming upwith Dupont to host a fire safety event for area schools<strong>October</strong> 5 & 6. Approximately 2,000 K-1st grade schoolchildren will participate from schools throughout southeastTexas. The 8 th Annual Flamin’ Hot Car Show, sponsored byBeaumont Professional <strong>Fire</strong>fighter’s Local #399, will takeplace on November 13 on the grounds of the <strong>Fire</strong> Museum.There is also a brand new addition to the car show this year!Pumper Races! For this first year there will only be 3-manand 3-Ladies team races and registration will be $10 per teambefore the day of the event or $15 per team the day of theevent. We train firstresponders how to protect themselves and the public in theevent of a pipeline emergency until a pipelinerepresentative arrives on the scene to control the situation.We also deliver public awareness programs to educatebystanders as to the basic safety precautions to be observedduring a pipeline emergency.During this past year the Foundation has completed a26 week training period for Texas DPS Troopers in Austin asa part of their biannual in-service continuing education. Wehave also put into full swing our Texas School Bus Drivertraining program. By the completion of this program we willhave presented this program to 40,000 school bus drivers.Our “Dig Safely” excavator program is designed toprevent damage to our Nation’s pipeline system andenvironmental damage through improper digging orexcavating.We were honored to be a part of the SFFMA conventionprogram in Corpus Christi this summer. Ninety-sixfirefighters from around the state were in attendance and itwas standing room only. Thanks to all who attended.A new initiative for the Foundation is the “Model PipelineSafety County” program. This program makes use of the libraryof safety literature, videos, and safety brochures thathave been developed by the Foundation. For countieswishing to participate, the Foundation will make available awide range of certified training and public awarenessprograms to benefit the entire county. These programsinclude; public awareness meetings for civic groups,presentations at high schools, awareness programs forschool superintendents and faculty, student transportationbus driver training, presentations to county commissionersand training for county road work crews, certified trainingfor firefighters, police, sheriffs’ officers, dispatchers, andDPS officers. We also offer our “Dig Safely” program to allexcavators and will make our “Dig Safely” quick referencecards available to heavy equipment and farm implementdealers in the county.Kaufman County, being our home County, will be the kickoff county for this new program. Onthe base of the sculpture is stamped“MFD by W.H. Mullins, Salem, Ohio,J. Segesman, Sculptor.” According tonewspaper articles from the AustinDaily <strong>State</strong>sman, dated July 7, 1896, “thefiremen will with much pomp and gloryunveil the monument in the Capitolground which has been constructedunder the personal supervision of thefiremen’s committee. These ceremonieswill be most imposing in everyparticular, and a chorus of 600 voicesaccompanied by a brass band andunder the leadership of ProfessorBesserer will render some appropriatemusic. 106 fire companies werepresent.” In another article dated July8, 1896: “The firemen’s monument,which was unveiled and presented tothe firemen yesterday, in conception,material and design is certainly anadmirable work of art. It is of graygranite, 50 feet 2 inches in height, andstands on a pedestal composed of fourbases, the first base being 12 feet square,the second 9 feet square, the third 7x6,and fourth base 6x6, the four basestogether forming a pedestal about 6 feet6 inches in height. On the third sectionof the base on the east side is engraved,‘Erected by the <strong>State</strong> <strong>Fire</strong>men’sAssociation of Texas, and on the westside is the figure ‘1896’. On a cap abovethe inscriptions, there are on the foursides engraved, a hose carriage, engine,hook and ladder and crossed trumpets.”To add names of firefighters whohave fallen in the line of duty, contactthe <strong>State</strong> Preservation Board (SPB) inwriting of the request.
