Strengthening Capacities in Kosovo to Address<strong>Environment</strong>al Hot SpotsArtana/Novo Brdo MineStan Tërg/Stari Trg MineProject Manager: Agron Bektashi


Current situation: Artana/Novo Brdo Mine• The lead and zinc mine at Artana/Novo Brdo is located approximately 30 km east of the KishnicaProcessing Plant .Processing Plant is serving as the treatment facility for the Artana/Novo BrdoMine• Mining activity has taken place since Roman times• This mine is reported to contain an in-situ resource of 2,670,000 tones at a grade of 4.40 %Pb, 4.90 % Zn, 137 g/t Ag and 1.1 g/t Au• Two large tailings impoundments are located at the embankments of the Krivareka River:Tailings No1 and Tailings No2• The mass of Tailings No.1 is estimated to be 0.4 mill. t, approx 2 ha• The mass of Tailings No.2 is estimated to be 1.6 mill. t, approx 2.8 ha• The tailings are air-exposed and uncovered. They are subject to strong erosion by surfacerunoff.• At both dump locations, the material has slumped into the stream bed, and addedconsiderably to the pollution of the river.• Contributing to the contamination are the seepage of the tailings water, the dischargeespecially in terms of solid particle loadings, but also probably the acidity and dissolvedmetals.

Current Situation: Stan Terg/Stari Trg• The lead and zinc mine at Stan Terg/Stari Trg is located on one side of the narrow valleyof the Trepca River. The main mine and shaft is located about 2 km northeast of theTuneli Pare/Prvi Tunel Processing Plant• Significant tailings impoundment with 11 mill t, covering area 20 ha, named ZharkovPotok is located about 2.5 kilometres southwest of the Processing Plant.• A possible source of environmental problems is metal loading (Pb, Zn, Cd, and As)• <strong>Environment</strong>al hazards associated with the tailings impoundment include:‣ contamination of groundwater due to seepage and further downhill from theimpoundment by metals leaching from the tailings‣ contamination of sediments and surface water from tailings materials eroding fromthe tailings impoundments‣ contamination of air by dust blown from the tailings during high wind events in dryweather periods‣ contamination of agricultural soil by deposition of suspended dust from tailingsimpoundments‣ contamination of residential soil by deposition of suspended dust form tailingsimpoundments‣ contamination of surface water and sediments from contaminated groundwaterdischarging to streams

Monitoring•Monitoring: state of the project; collecting information in a planned, organized androutine way.•Project doc as base for monitoring•Deliverables from monitoring include:‣written status reports (weekly, monthly and quarterly)‣updates to lists of action items, risks, problems, and issues‣updates to the plan and schedule, to reflect actual progress‣comparisons of actual costs to budgeted costs, as well as the cost/benefit analysisused when starting the project‣review and process requests for changes to the plan‣initiates and monitors corrective actions when necessary•Regular meetings; email, hard copies filed in project notebook•Bringing all information together so that it can answer questions such as:‣how well are we doing?‣are we doing the right things?‣what difference are we making?


Public AwarenessActivity 2• Strengthen the mechanism of good governance and policyintegration• Implementation of environmental policy on local and regionallevel• Benefits of good environmental management• Target groups: MESP, MEM, Trepça Group of Mines, Publicinstitutions (HMIK, PHIK), NGO• Tools: Workshops, seminars, trainings, media campaign (TVDoc, radio shows, newspaper, round tables etc..)


Activity 3Mobilizing of capacities a at local and national level• Involvement of domestic expert in the project activities• Market survey of professional environmental services in Kosovo• Improvement of availability of the gathered and processed datato the general public.• Target groups: Individuals, NGO, private sectors, public sectors• Creation of sustainable development network-database ofExperts (CV and other relevant data)• Database will be available to local/national authorities.
