SUB-COMMITTEE ON SPACE TECHNOLOGY ANDAPPLICATIONS (<strong>SCOSA</strong>)OBJECTIVE:To formulate the framework for enhancing collaboration in spacetechnology and its applications and to implement programmes andprojects towards operationalisations of these technologies forsustainable development in the <strong>ASEAN</strong> region.


SUB-COMMITTEE ON SPACE TECHNOLOGY ANDAPPLICATIONS (<strong>SCOSA</strong>)1. Malaysian Remote Sensing Agency is currently the <strong>ASEAN</strong><strong>SCOSA</strong> Chairman from Jun 2008 until Jun 2011.2. PROGRESS ON THE IMPLEMENTATION OF THE PRIORITY INTEGRATIONSECTORS PROJECT - PISACTIVITY/PROJECT STAGE STATUS1. Rubber YieldPrediction byUsing RemoteSensing andGeographicInformationSystemsTechniques inSoutheast AsiaRegion(Thailand)Thailand will organise a Seminar in2010.The Member States will participatein the Seminar with their own coston airfare. Thailand will explore thepossibility of funding for the localcosts such as accommodation andwill confirm this matter by the endof January 2010.Pending


ACTIVITY/PROJECT STAGE STATUS2. Rice CropMonitoring andProductionPrediction(Viet Nam)The project proposal has receivedendorsement from the <strong>ASEAN</strong>Standing Committee (ASC).Thailand reported that since thelast Meeting of <strong>SCOSA</strong>, there wasno progress or feedback fromPakistan.PendingThe <strong>ASEAN</strong> Member Statesrequested <strong>ASEAN</strong> Secretariat tocontact Pakistan for the status ofthe project.


ACTIVITY/PROJECT STAGE STATUS5. <strong>ASEAN</strong> fromSpace Book II(Thailand)The project proposal has beencirculated to all Members throughthe <strong>ASEAN</strong> Secretariat. All Membersagreed to the project and Thailandwill finalise the project and seekfunding through <strong>ASEAN</strong> Secretariatfrom the <strong>ASEAN</strong> Science Fund(ASF).Pending


ACTIVITY/PROJECT STAGE STATUS1. Land-cover andClimate Change(Singapore)The preliminary draft proposal fromSingapore on the land-cover andclimate change. Members wererequested to express their interestand provide feedback on theproposal by end of November 2009.Based on the interest and feedback,Singapore will further refine anddevelop the proposal.New

Indonesia, 23 March 2009;b. Lao PDR, 23 April 2009;c. Philippines, 26 March 2009;d. Viet Nam, 11 July 2009; ande. Cambodia, 27 July 2009.The <strong>ASEAN</strong> Member Statesrequested ADRC to provide updateson the progress of the project in<strong>SCOSA</strong> Meetings.On-going


ACTIVITY/PROJECT STAGE STATUS2. <strong>ASEAN</strong>-Japan;<strong>ASEAN</strong>-JAXA/AIT;Sentinel Asia inDisasterManagementSentinel Asia STEP 2was initiated by JAXA/MEXT in 2007.The 1 st Joint Project Team Meeting(JPTM) was held in Kobe, 5 - 6 June2008.On-goingThe 2 nd JPTM of Sentinel Asia STEP2 was held in Bali, 15-17 July 2009which was attended by Cambodia,Indonesia, Lao PDR, Malaysia,Philippines, Thailand, Viet Nam andothers from Asia and the Pacificcountries.


COSA ContributionsCOSA activities are very relevant to the Committee of Science andTechnology (COST) Flagship programmes such the Climate Changeand Early Warning Systems for Disaster Risk Reduction.uring the 2004 Tsunami, remote sensing agencies of <strong>SCOSA</strong>contributed significantly to the mitigation and relief efforts. Also, theSentinel Asia and the ADRC projects are directly covering theaforementioned Flagship programmes.uring the 2009, Padang earthquake and Luzon Typhoons disasters,<strong>SCOSA</strong> members included Malaysia, Singapore and Thailand hadprovided relevant satellite data to the respective authorities of theaffected countries for their relief and mitigation efforts.
