court, additional district judge, joint district judge, assistantdistrict judge, chief judge <strong>of</strong> a small cause court, chiefpresidency magistrate, additional chief presidency magistrate,sessions judge, additional sessions judge and assistantsessions judge;(b) the expression "judicial service" means a service consistingexclusively <strong>of</strong> persons intended to fill the post <strong>of</strong> district judgeand other civil judicial posts inferior to the post <strong>of</strong> district judge.Article 237 Application <strong>of</strong> the provisions <strong>of</strong> this Chapter tocertain class or classes <strong>of</strong> magistratesThe Governor may by public notification direct that theforegoing provisions <strong>of</strong> this Chapter and any rules madethereunder shall with effect from such date as may be fixed byhim in that behalf apply in relation to any class or classes <strong>of</strong>magistrates in the State as they apply in relation to personsappointed to the judicial service <strong>of</strong> the State subject to suchexceptions and modifications as may be specified in thenotification.Part VII The States in Part B <strong>of</strong> the First Schedule{ This part has been repealed by the seventh amendment in1956. }Part VIII The Union TerritoriesArticle 239 Administration <strong>of</strong> Union territories(1) Save as otherwise provided by Parliament by law, everyUnion territory shall be administered by the President acting, tosuch extent as he thinks fit, through an administrator to beappointed by him with such designation as he may specify.(2) Notwithstanding anything contained in Part VI, the Presidentmay appoint the Governor <strong>of</strong> a State as the administrator <strong>of</strong> anadjoining Union territory, and where a Governor is soappointed, he shall exercise his functions as such administratorindependently <strong>of</strong> his Council <strong>of</strong> Ministers.Article 239A Creation <strong>of</strong> local Legislatures or Council <strong>of</strong>Ministers or both for certain Union territories(1) Parliament may by law create for the Union territory <strong>of</strong>Pondicherry -(a) a body, whether elected or partly nominated and partlyelected, to function as a Legislature for the Union territory, or(b) a Council <strong>of</strong> Ministers,or both with such constitution, powers and functions, in eachcase, as may be specified in the law.(2) Any such law as is referred to in clause (1) shall not bedeemed to be an amendment <strong>of</strong> this <strong>Constitution</strong> for thepurposes <strong>of</strong> article 368 notwithstanding that it contains anyprovision which amends or has the effect <strong>of</strong> amending this<strong>Constitution</strong>.Article 239AA Special provisions with respect to Delhi(1) As from the date <strong>of</strong> commencement <strong>of</strong> the <strong>Constitution</strong>(Sixty ninth Amendment) Act, 1991, the Union territory <strong>of</strong> Delhi
