(2) Orders and other instruments made and executed in thename <strong>of</strong> the governor shall be authenticated in such manner asmay be specified in rules to be made by the Governor, and thevalidity <strong>of</strong> an order or instrument which is so authenticated shallnot be called in question on the ground that it is not an order orinstrument made or executed by the Governor.(3) The Governor shall make rules for the more convenienttransaction <strong>of</strong> the business <strong>of</strong> the Government <strong>of</strong> the State, andfor the allocation among Ministers <strong>of</strong> the said business in so faras it is not business with respect to which the Governor is by orunder this <strong>Constitution</strong> required to act in his discretion.Article 167 Duties <strong>of</strong> Chief Minister as respects the furnishing<strong>of</strong> information to Governor, etc.It shall be the duty <strong>of</strong> the Chief Minister <strong>of</strong> each State -(a) to communicate to the Governor <strong>of</strong> the State all decision <strong>of</strong>the Council <strong>of</strong> Ministers relating to the administration <strong>of</strong> theaffairs <strong>of</strong> the State and proposals for legislation;(b) to furnish such information relating to the administration <strong>of</strong>the affairs <strong>of</strong> the State and proposals for legislation as theGovernor may call for; and(c) if the Governor so requires, to submit for the consideration<strong>of</strong> the Council <strong>of</strong> Ministers any matter <strong>of</strong> which a decision hasbeen taken by a Minister but which has not been considered bythe Council.Chapter III The State LegislatureArticle 168 <strong>Constitution</strong> <strong>of</strong> Legislatures in States(1) For every State there shall be a Legislature which shallconsist <strong>of</strong> the Governor, and -(a) in the States <strong>of</strong> Bihar, Maharashtra, Karnatatka, and UttarPradesh, two Houses;(b) in other States, one House.(2) Where there are two Houses <strong>of</strong> the Legislature <strong>of</strong> a State,one shall be known as the Legislative Council and the other asthe Legislative Assembly, and where there is only one House, itshall be known as the Legislative Assembly.Article 169 Abolition or creation <strong>of</strong> Legislative Councils inStates(1) Notwithstanding anything in article 168, Parliament may bylaw provide for the abolition <strong>of</strong> the Legislative Council <strong>of</strong> a Statehaving such a Council or for the creation <strong>of</strong> such a Council inas State having no such Council, if the Legislative Assembly <strong>of</strong>the State passes a resolution to that effect by a majority <strong>of</strong> thetotal membership <strong>of</strong> the Assembly and by a majority <strong>of</strong> not lessthan two-thirds <strong>of</strong> the members <strong>of</strong> the Assembly present andvoting.(2) Any law referred to in clause (1) shall contain suchprovisions for the amendment <strong>of</strong> this <strong>Constitution</strong> as may benecessary to give effect to the provisions <strong>of</strong> the law and mayalso contain such supplemental, incidental and consequentialprovisions as Parliament may deem necessary.(3) No such law as aforesaid shall be deemed to be anamendment <strong>of</strong> this <strong>Constitution</strong> for the purposes <strong>of</strong> article 368.
