other moneys taken by the Court shall form part of that Fund.Article 147 InterpretationIn this Chapter and in Chapter V of Part VI, references to anysubstantial question of law as to the interpretation of thisConstitution shall be construed as including references to anysubstantial question of law as to the interpretation of theGovernment of India Act, 1935 (including any enactmentamending or supplementing that Act), or of any Order inCouncil or order made thereunder, or of the IndianIndependence Act, 1947, or of any order made thereunder.Chapter V Comptroller and Auditor-General of IndiaArticle 148 Comptroller and Auditor-General of India(1) There shall be a Comptroller and Auditor-General of Indiawho shall be appointed by the President by warrant under hishand and seal and shall only be removed from office in likemanner and on the like grounds as a Judge of the SupremeCourt.(2) Every person appointed to be the Comptroller andAuditor-General of India shall, before he enters upon his office,make and subscribe before the President, or some personappointed in that behalf by him, an oath or affirmationaccording to the form set out for the purpose in the ThirdSchedule.(3) The salary and other conditions of service of theComptroller and Auditor-General shall be such as may bedetermined by Parliament by law and, until they are sodetermined, shall be as specified in the Second Schedule:Provided that neither the salary of a Comptroller andAuditor-General nor his rights in respect of leave of absence,pension or age of retirement shall be varied to his disadvantageafter his appointment.(4) The Controller and Auditor-General shall not be eligible forfurther office either under the Government of India or under theGovernment of any State after he has ceased to hold his office.(5) Subject to the provisions of this Constitution and of any lawmade by Parliament, the conditions of service of personsserving in the Indian Audit and Accounts Department and theadministrative powers of the Comptroller and Auditor-Generalshall be such as may be prescribed by rules made by thePresident after consultation with the Comptroller andAuditor-General.(6) The administrative expenses of the office of the Comptrollerand Auditor-General, including all salaries, allowances andpensions payable to or in respect of persons serving in thatoffice, shall be charged upon the Consolidated Fund of India.Article 149 Duties and powers of the Comptroller andAuditor-GeneralThe Comptroller and Auditor-General shall perform such dutiesand exercise such powers in relation to the accounts of theUnion and of the States and of any other authority or body asmay be prescribed by or under any law made by Parliamentand, until provision in that behalf is so made, shall perform
such duties and exercise such powers in relation to theaccounts of the Union and of the States as were conferred onor exercisable by the Auditor-General of India immediatelybefore the commencement of this Constitution in relation to theaccounts of the Dominion of India and of the Provincesrespectively.Article 150 Form of accounts of the Union and of the StatesThe accounts of the Union and of the States shall be kept insuch form as the President may, on the advice of theComptroller and Auditor-General of India, prescribe.Article 151 Audit reports(1) The reports of the Comptroller and Auditor-General of Indiarelating to the accounts of the Union Shall be submitted to thePresident, who shall cause them to be laid before each Houseof Parliament.(2) The report of the Comptroller and Auditor-General of Indiarelating to the accounts of a State shall be submitted to theGovernor of the State, who shall cause them to be laid beforethe Legislature of the State.
