other moneys taken by the Court shall form part <strong>of</strong> that Fund.Article 147 InterpretationIn this Chapter and in Chapter V <strong>of</strong> Part VI, references to anysubstantial question <strong>of</strong> law as to the interpretation <strong>of</strong> this<strong>Constitution</strong> shall be construed as including references to anysubstantial question <strong>of</strong> law as to the interpretation <strong>of</strong> theGovernment <strong>of</strong> <strong>India</strong> Act, 1935 (including any enactmentamending or supplementing that Act), or <strong>of</strong> any Order inCouncil or order made thereunder, or <strong>of</strong> the <strong>India</strong>nIndependence Act, 1947, or <strong>of</strong> any order made thereunder.Chapter V Comptroller and Auditor-<strong>General</strong> <strong>of</strong> <strong>India</strong>Article 148 Comptroller and Auditor-<strong>General</strong> <strong>of</strong> <strong>India</strong>(1) There shall be a Comptroller and Auditor-<strong>General</strong> <strong>of</strong> <strong>India</strong>who shall be appointed by the President by warrant under hishand and seal and shall only be removed from <strong>of</strong>fice in likemanner and on the like grounds as a Judge <strong>of</strong> the SupremeCourt.(2) Every person appointed to be the Comptroller andAuditor-<strong>General</strong> <strong>of</strong> <strong>India</strong> shall, before he enters upon his <strong>of</strong>fice,make and subscribe before the President, or some personappointed in that behalf by him, an oath or affirmationaccording to the form set out for the purpose in the ThirdSchedule.(3) The salary and other conditions <strong>of</strong> service <strong>of</strong> theComptroller and Auditor-<strong>General</strong> shall be such as may bedetermined by Parliament by law and, until they are sodetermined, shall be as specified in the Second Schedule:Provided that neither the salary <strong>of</strong> a Comptroller andAuditor-<strong>General</strong> nor his rights in respect <strong>of</strong> leave <strong>of</strong> absence,pension or age <strong>of</strong> retirement shall be varied to his disadvantageafter his appointment.(4) The Controller and Auditor-<strong>General</strong> shall not be eligible forfurther <strong>of</strong>fice either under the Government <strong>of</strong> <strong>India</strong> or under theGovernment <strong>of</strong> any State after he has ceased to hold his <strong>of</strong>fice.(5) Subject to the provisions <strong>of</strong> this <strong>Constitution</strong> and <strong>of</strong> any lawmade by Parliament, the conditions <strong>of</strong> service <strong>of</strong> personsserving in the <strong>India</strong>n Audit and Accounts Department and theadministrative powers <strong>of</strong> the Comptroller and Auditor-<strong>General</strong>shall be such as may be prescribed by rules made by thePresident after consultation with the Comptroller andAuditor-<strong>General</strong>.(6) The administrative expenses <strong>of</strong> the <strong>of</strong>fice <strong>of</strong> the Comptrollerand Auditor-<strong>General</strong>, including all salaries, allowances andpensions payable to or in respect <strong>of</strong> persons serving in that<strong>of</strong>fice, shall be charged upon the Consolidated Fund <strong>of</strong> <strong>India</strong>.Article 149 Duties and powers <strong>of</strong> the Comptroller andAuditor-<strong>General</strong>The Comptroller and Auditor-<strong>General</strong> shall perform such dutiesand exercise such powers in relation to the accounts <strong>of</strong> theUnion and <strong>of</strong> the States and <strong>of</strong> any other authority or body asmay be prescribed by or under any law made by Parliamentand, until provision in that behalf is so made, shall perform
