matter which the President, or, as the case may be, theGovernor <strong>of</strong> the State, may refer to them:Provided that the President as respects the all-<strong>India</strong> servicesand also as respects other services and posts in connectionwith the affairs <strong>of</strong> the Union, and the Governor, as respectsother services and posts in connection with the affairs <strong>of</strong> aState, may make regulations specifying the matters in whicheither generally, or in any particular class <strong>of</strong> case or in anyparticular circumstances, it shall not be necessary for a PublicService Commission to be consulted.(4) Nothing in clause (3) shall require a Public ServiceCommission to be consulted as respects the manner in whichany provision referred to in clause (4) <strong>of</strong> article 16 may bemade or as respects the manner in which effect may be givento the provisions <strong>of</strong> article 335.(5) All regulations made under the proviso the clause (3) by thePresident or the Governor <strong>of</strong> a State shall be laid for not lessthan fourteen days before each House <strong>of</strong> Parliament or theHouse or each House <strong>of</strong> the Legislature <strong>of</strong> the State, as thecase may be, as soon as possible after they are made, andshall be subject to such modifications, whether by way <strong>of</strong> repealor amendment, as both Houses <strong>of</strong> Parliament or the House orboth Houses <strong>of</strong> the Legislature <strong>of</strong> the State may make duringthe session in which they are so laid.Article 321 Power to extend functions <strong>of</strong> Public ServiceCommissionsAn Act made by Parliament or, as the case may be, theLegislature <strong>of</strong> a State may provide for the exercise <strong>of</strong> additionalfunctions by the Union Public Service Commission or the StatePublic Service Commission as respects the services <strong>of</strong> theUnion or the State and also as respects the services <strong>of</strong> anylocal authority or other body corporate constituted by law or <strong>of</strong>any public institution.Article 322 Expenses <strong>of</strong> Public Service CommissionsThe expenses <strong>of</strong> the Union or a State Public ServiceCommission, including any salaries, allowances and pensionspayable to or in respect <strong>of</strong> the members or staff <strong>of</strong> theCommission, shall be charged on the Consolidated Fund <strong>of</strong><strong>India</strong>, as the case may be, the Consolidated Fund <strong>of</strong> the State.Article 323 Reports <strong>of</strong> Public Service Commissions(1) It shall be the duty <strong>of</strong> the Union Commission to presentannually to the President a report as to the work done by theCommission and on receipt <strong>of</strong> such report the President shallcause a copy there<strong>of</strong> together with a memorandum explaining,as respects the cases, if any, where the advice <strong>of</strong> theCommission was not accepted, the reasons for suchnon-acceptance to be laid before each House <strong>of</strong> Parliament.(2) It shall be the duty <strong>of</strong> a State Commission to presentannually to the Governor <strong>of</strong> the State a report as to the workdone by the Commission, and it shall be the duty <strong>of</strong> a JointCommission to present annually to the Governor <strong>of</strong> each <strong>of</strong> theStates the needs <strong>of</strong> which are served by the Joint Commissiona report as to the work done by the Commission in relation to
