CLOC1. CLOC1.1 Official LogoThe emblem for The World Games 2013 Cali logo is the ribbon. It represents theconstant joy and movement of Cali. Blue, red and green are the colors of our cityflag that enhances the glory, passion and strength that athletes will have in their soul,making our hearts vibrate with excitement.Blue, red and green are the colors of the air, water, fire and the land that gave usbirth. Yellow is the light of our sun, the gold that will light up our victories in eachcompetition. Black represents the great African heritage, a legacy of cultural diversity.This ribbon is carried away by the wind that embraces our mountains, formingspontaneously and naturally a pre-Colombian symbol that represents our LAND OFPRIDE.You can request The World Games 2013 Cali logo filling a form at www.theworldgames2013.com since January 2013. CLOC1.3 Anti-Doping Program1.3.1 Supervising Organization – According to IWGA (InternationalWorld Games Association) Anti-Doping rules, the IWGA isthe governing body to supervise anti-doping regulations.Upon accepting participation, each athlete of the InternationalFederation must comply with any and all testing requirements ofIWGA anti-doping standards. The final anti-doping program is atthe discretion of the IWGA Medical Commission.1.3.2 CLOC Responsibility – CLOC is responsible for following thestandards set forth by the World Anti-Doping Association (WADA),and must ensure that anti-doping tests are conductedproperly.1.3.3 COLDEPORTES Responsibility – CLOC has selectedCOLDEPORTES as being the party responsibleto conduct and implement anti-doping procedures. Theywill also provide the laboratory.1.3.4 Anti-Doping Control Center – In accordance with the IWGAMedical Commission, an anti-doping control center,or control centers will be established to make sure that allant-doping requirements are carried out and all standardsmet.1.3.5 IWGA Medical Commission – The IWGA MedicalCommission will actualize the anti-doping program. Accreditation2.1 Accreditation MilestonesJanuary 20, 2013February 1, 2013February 1, 2013May 31, 2013June 30, 2013July 15, 2013August 4, 2013Electronic Accreditation Package SentAccreditation System OpensAccreditation Data Accepted from IFsIF Deadline to send Accreditation DataIF Limited Access to AccreditationSystem OpenAccreditation Center OpensAccreditation System ClosesAn electronic package will be sent out to all IF Secretaries General on January 20,2013, that will contain an introduction letter, a formatted excel spreadsheet, relevantforms, and an instruction manual with detailed information about the system andprocess.CLOC’s accreditation department will start accepting accreditation data from theSecretaries General starting February 1 through June 30. Please make sure tosend the formatted spreadsheets prior to the deadline. Our team will upload all theinformation to the system provided to us on an ongoing basis during that timeline.This procedure was introduced and explained in our meeting in <strong>No</strong>vember.On June 1st, the accreditation system will open in order that each IF SecretaryGeneral can validate, edit, and make any revisions needed to their delegation. Youwill be provided with a link, username, and password in order to gain access. Thesystem will be open to you with limited features, and for a limited time period. It willclose on June 30th. Any exceptions to this process and these dates will be reviewedon a case by case basis.Production of the IACs (Identity Accreditation Card) will begin in June. All IACs willbe available for pickup from the Accreditation Center. When you arive at the airportin Cali, a volunteer and shuttle will be there to greet all delegates, and accompanythem to the accreditation center, a short ride away.8


ACCREDITATIONAt the center, you will be provided with your IAC by the accreditation staff. Pleasebe sure to keep your identification handy, as it will be required for you to receiveyour IAC.The accreditation center, and an alternative accreditation center will be open for thegames duration, July 25 to August 4, in case there is a need for a replacement IAC.Information about the alternative accreditation center will be detailed in <strong>Bulletin</strong> 3.The list of accreditation forms will be in bulletin <strong>No</strong> 3.2. 2 Extra Officials and Pre-PaymentExtra Officials are one of the three categories of people who must go through theaccreditation process, but are considered “Extra” becausethey exceed the number of persons an International Federation is allowed underthe contract between CLOC and IWGA.The International Federation is responsible for their meals, hotel accommodation,transportation, and an administrative fee to be paid to CLOC for the accreditedperiod in advance, USD $55.Please note: If payment is not confirmed by CLOC, the IAC will not be issued to theparty concerned.Two payment forms will be accepted, bank wire transfer and credit card(Visa, MasterCard). Payment deadlines are as follows:1. Online Accreditation for Extra Official (15/3/2013)2. 50% Guarantee Deposit (15/3/2013)3. Payment of Balance (15/5/2013)4. Replacement/Substitute Extra Official (15/5/2013)How Much and what is covered? Each International Federation needs to submitpayment for the Extra Official to CLOC. The fee below is calculated based on aPeso to dollar exchange rate as of October 2012. This real rate will be based onthe date that the fee is paid.CP $295.000= (approximately USD$ 162 per day)This includes a double occupancy room, 3 meals a day, ground transportation,airport shuttle, and an administrative fee.The process and instructions for extra official payment will be detailed in the letter9

ACCREDITATION2.4 Accreditation CenterThe accreditation center will provide services such as verification, delivery, and reissueof the IAC for Athletes, Officials, Extra Officials that are eligible for servicesbased on the IF Passport.They will also serve this purpose for any CLOC members, staff, and volunteers.The accreditation center will be located at the Centro de Convenciones Valle delPacifico. After you pass through customs and immigration, there will be signs andvolunteers outside the luggage pick-up area directing you to the shuttles that willtake you to the accreditation center. You should only let yourself be accompaniedwith official volunteers who will be recognizable by their IAC and uniform.There will be one main accreditation center and an additional onefor locals and eventualities which location will be confirmed in a later date.2.5 Entry VisaCLOC is currently working with governmental agencies to make passing throughcustoms and immigration easier whether you need a visa or not. Specific steps onclearing customs and immigration will be provided in the next bulletin and will beposted on the webpage of The World Games 2013 Cali. In the meantime, pleaserefer to Appendix A for a list of countries who are exempt from the Visa process, andthose countries which citizens need a visa in order to enter Colombia, as well as adirect link to the Ministry of Foreign Affairs’ website.Arrangements have been made so that one of the customs and immigration’s checkpoints will be designated for The World Games.13

PRESS AND MEDIA3. Important Dates4. Press and Media Work4.1 Press and Media Center – will be located in a strategic point of the city, near tothe hotels and venues. The center will be around 2000 square meters.The technical zone will include a studio, TOC (Technical Operation Center),and postproduction areas, as well as work space. The administrative zonewill include offices, meeting rooms, a reception area, production facilities, andgeneral logistics facilities.Specific details relating to the IBC (International Broadcast Center), MPC(Media and Press Center), host broadcaster and information about productionplanning will be provided in <strong>Bulletin</strong> 3.4.2 International Rights - IWGA has selected UFA Sports to handle all internatinalmedia and commercial rights for both The World Games 2013 Cali and TheWorld Games 2017 Wroclaw.IWGA will use UFA’s expertise in international sports marketing in order to sellcorporate sponsorship, strengthen brand identities, and maximize the visibilityof The World Games broadcast coverage.UFA Sports is an industry leader in sports marketing. Some of its clientsinclude FIFA, DFB ( (Deutscher Fußball-Bund /German Football Association),and other well recognized sports’ brands.4.3 Media Accreditation - Accreditation for journalists, photographers, and all othermedia will take place parallel to the standard accreditation process with a fewsmall diffe- rences. An online application will be available for the press/mediaorganization or individual. While the accreditation centeropens on July 15, IAC for local media (or upon special request) will be availablethrough an alternative distribution point before the center opens.The alternative distribution point will be used to produce and distributereplacement IACs as well.16

SERVICEStheworldgames2013.com.Any information needs to be screened, but we are willingto partner with all IFs involved in The Games.6 Services6.1 Accommodations6.1.1 Hotels – Arrangements have been made with 35 hotels to accommodate allathletes, delegates, and VIPs attending The World Games 2013 Cali. Theallocation of the hotels will be done by sport and discipline. In <strong>Bulletin</strong> <strong>No</strong>. 3,we will be announcing the names of the hotels assigned to each sport.6.1.2 Venue Proximity – Hotel selection will be prioritized by proximity to thevenue. This is done in keeping with IWGA guidelines in order to minimizetransportation time to and from the competition and training facilities.6.1.3 Allocation made by International Federations – The rooms will be reservedby the CLOC, but the IF will assign the rooms to anyone covered under theIF Passport. Due to the limitation of accommodations in Cali, rooms will be2 people per room with very few exceptions.6.1.4 What’s covered? – For all those staying under the CLOC – IWGA agreement,the room and the breakfast are the only items that are covered. Anythingsuch as mini-bar, pay per view television, telephone charges, and laundryare not covered under this agreement. Once you have been assigned ahotel, you can refer to their policy for details. This will be communicated toall hotels.6.2 Transportation6.2.1 International Arrival – When travelling from abroad, you can fly directly to Calior arrive to Bogotá or Medellin and take a flight to Cali from there.Cali’s airport is Alfonso Bonilla Aragon International Airport and it is locatedabout 30 minutes drive from Cali.6.2.2 The CLOC will be providing shuttles from the Airport to the accreditationcenter and hotels for all travelers covered under the IF Passport. The shuttlewill have no specific luggage and carry- on limitations, so if you follow theairline regulations you should be fine. Any additional items should be clearedwith the CLOC in advance.18


SERVICES6.2.3 Venue Service – Shuttles are also being contracted in order to transportIF Passport holders between the hotels, venues, and the Cultural Plazain downtown Cali. As these shuttles are specifically for IF Passportholders, make sure you have your IAC with you, in order to avoid anyinconveniences. There will be an English speaking volunteer on eachshuttle in order to clarify any questions that you may have. Detailedinformation about airport, venue, hotel, and cultural plaza transportationservices will be provided in <strong>Bulletin</strong> <strong>No</strong>. 3.6.3 Service Volunteers – Volunteers will be found everywhere you can think ofwhile The World Games 2013 Cali is in progress. They will be at the airport,the hotels, the venues, and will be providing anything from translationservices to anti-doping assistance. They will be very visible by their uniformand IAC badge. In the next bulletin, we will provide a picture of the uniformand volunteer badge so that you can easily identify them upon your arrivalat the airport, hotel, or venue.6.4 Health Insurance/ First Aid / Medical Services/ FICS6.4.1 Medical Health Insurance Coverage - Proof of medical health insuranceis required under IWGA guidelines in order to be able to receive your IACcard, receive any of the services provided, or compete in any competitions.Purchase of a policy that covers all requirements will be made availablethrough a local provider, Suramericana S.A. The fee of this policy is USD$ 40 dollars. See appendix D.It is very important that every athlete carry the required and acceptedinsurance. It is also recommended to carry insurance purchased through alocal provider.This will save time, and paperwork, being reimbursed from a carrier notaccepted here in Colombia.6.4.2 First Aid Stations – First aid stations will be positioned throughout all thevenues where athletes will be competing. Stations will be manned with anambulance, a medic, 2 nurses, 2 stretcher personnel, and an ambulancedriver. Coordination has been made with local hospitals to accept anyinjured persons during The Games. Any medication administered toathletes will be strictly for emergency, and will be at the discretion of theFirst Aid personnel.19


TICKETINGThe Stands – First aid personnel will also be passing through all sections ofthe venue in case any emergency medical needs arise for spectators.At your Hotel – Hotels will have a list of ambulance providers in order to takeany injured parties to the closest hospital. A phone number for assistanceby a volunteer to aid with translation will be provided to the SecretariesGeneral in the case the emergency occurs outside of normal volunteeroperating hours (a volunteer will be on location at all hotels during normalvolunteer hours).6.4.3 Medical Services – The CLOC will provide First Aid and Emergency Medicalservices on site at the venue given that the attention needed is as a resultof competition related activity. On the off chance that the athlete or personneeds to be transmitted to, and treated by, a hospital, the athlete will beresponsible for his or her own expenses.6.4.4 FICS – The service by FICS during The World Games 2013 Cali will beavailable to athletes and delegates based on the agreement between FICS,IWGA, and CLOC.FICS supports WADA’s principles, does not perform any invasiveprocedures, and does not prescribe any prescription medication. Morespecific information about FICS services will be made available insubsequent bulletins.7. TicketingTicket prices and outlets are being negotiated at the moment, and moreinformation will be available soon through our website and <strong>Bulletin</strong> <strong>No</strong>. 3.8. Equipment8.1 With the exception of athletes personal equipment, the CLOC has purchasedequipment during thetest events, and is in the process of purchasing allrequired equipment for The World Games. Additional information will beavailable in bulletin 3.20


TOURISMDB Schenker and Sunrise Cargo are associated as the official freightforwarder and customs broker to The World Games 2013 Cali, Colombia.Complete services information in appendix C.9. Tourism9.1 Travel Partner - VIP Sportstravel, AG will be the exclusive travel partner ofThe World Games 2013 Cali. <strong>No</strong> other providers outside of Colombia willbe considered a travel partner company. Information about VIP Sportstravelpackages will be available at The World Games 2013 Cali homepage.9.2 Helpful HintsTourism in Cali is like in most big cities. There are some cultural differencesthat might be helpful to understand before you arrive. We will provide you witha series of “hints” that we think will be helpful during your stay here.•Taxis – There are a number of taxi services here in Cali that offer securedrivers. If you are staying at a hotel, they will most likely have a stand withpreferred taxis. If there isn’t a stand at your hotel, ask the front desk tocall one for you.
