2003 Annual Report


The 2003 Fiscal Year was one of tremendous accomplishment for the <strong>Second</strong> <strong>Harvest</strong><br />

<strong>Heartland</strong> organization. I characterize this second and final year of the merger process<br />

as a period of capacity building and expansion, made necessary by the continued growth<br />

in hunger ~ demand was up 15% while supply declined by 10% in 2003.<br />

During the year, all of the final administrative details of the merger requirements were<br />

completed, allowing us to put the merger to bed and move forward with our future. To<br />

improve efficiencies and reduce overhead expenses, food bank inventory from the<br />

Golden Valley warehouse was combined into our Maplewood warehouse, and our northeast<br />

Minneapolis Service Center was opened to enhance customer service to <strong>Second</strong><br />

<strong>Harvest</strong> <strong>Heartland</strong>’s west metro agencies. Rounding out the Food Bank improvements were grant-funded technological<br />

upgrades which streamlined our internal systems and are improving our distribution processes.<br />

We more than tripled our food purchase program. Funding from a national legal settlement allowed us to purchase and<br />

distribute a greater variety of nutritious foods. We also increased the number of agencies we serve and<br />

implemented our healthy snacks program for agencies that fight child hunger.<br />

Another incredible undertaking toward building the capacity of our organization was the work on the strategic plan.<br />

The Board of Directors led the effort, with important input from staff and diverse sectors of the communities we serve.<br />

Clarity emerged from all the feedback and data when we focused on three distinct and all-inclusive goals. To deal with<br />

the increasing need for and decreasing supply of food, the first goal had to be obtaining and distributing more food. To<br />

improve efficiencies and customer service, and to ensure the future of <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong>, our second goal is to<br />

strengthen the organization. Finally, we addressed a clear community expectation that <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> will<br />

step forward as an advocate and spokesperson for the hungry and become an increasingly influential voice. The goals,<br />

objectives and values of the Strategic Plan are inserted in this <strong>report</strong>.<br />

The year's crowning achievement was the renovation of the offices and restructuring of the Maplewood warehouse.<br />

This nearly tripled our food storage capacity and transformed our workplace into a more functional and more enjoyable<br />

environment. We effectively utilized the expertise of many individuals and companies who provided pro-bono<br />

assistance to the huge project. We were able to secure financing without conducting a major capital campaign or diverting<br />

funds from our programs. We now have a modern and highly efficient facility that has the capacity to accommodate<br />

the growth we foresee in the coming years.<br />

You will find further successes of the <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> organization as you read through this Annual Report.<br />

The achievements are the result of dedicated work by so many people, groups and companies that it's simply not possible<br />

to thank everyone individually. But please know that your efforts and contributions have placed this organization<br />

in a strong position to face the upcoming challenges of meeting the rising need for our services. My sincere thanks go<br />

to all of our partners whose hard work and valuable contributions made it possible to feed so many people this year.<br />

largest at any kind of care and compassion is certainly saying something very significant.<br />

At <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong>, being bigger really is better for our communities and<br />

those in need. We know how to get the most out of the dollars and other donations we<br />

receive.<br />

The experience and expertise of our committed staff and volunteers brings important<br />

efficiencies to meet the growing demand for food for hungry people in Minnesota communities and beyond.<br />

There are many benefits to our size and strength. For example, <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> has not had to raise<br />

fees for the third year running because of how we do our work. This alone allows our food shelves and other customers<br />

to stretch their dollars even further at a time of increased need.<br />

Our strength and effectiveness means more people are helped, and isn't that what we all want? Hunger is a problem<br />

we can solve, but we need your help to make this possible.<br />

Fiscal Year 2003 Highlights<br />

In 2003 <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> went through a great organizational and physical transformation. The 2001 merger<br />

of the St. Paul and Minneapolis food banks created a much larger organization called <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong>.<br />

Inventory from the two food banks was consolidated into the larger St. Paul warehouse, the leased warehouse in Golden<br />

Valley warehouse was closed and a smaller, more efficient Service Center was opened in north Minneapolis. And that<br />

was only the beginning!<br />

Working from a pro-bono feasibility study, we increased the operational capacity of the warehouse from 1,200 to 3,300<br />

pallet locations. This included more racks, a larger cooler-freezer and the addition of more docks and doors to increase<br />

the volume of products received and shipped at the same time. The reorganization and renovation was made possible<br />

by refinancing the St. Paul warehouse at a lower rate and capital improvement grants from local foundations.<br />

An additional grant from The Bush Foundation enabled <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> to acquire and install a computer<br />

network and software system designed especially for food banks. The software integrates our financial and inventory<br />

functions into a single database. With this software we can list warehouse inventory on the <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong><br />

website and update it daily. Partner agencies will begin to order products on-line in 2004, and this will improve customer<br />

service, eliminate many manual inventory functions and reduce the organization's operating costs.<br />

Also this year, the old and inefficiently designed single-story offices in our St. Paul headquarters were replaced with a<br />

modern two story office area at the west end of the building. An elevator and other improvements were installed to<br />

meet all disability and safety regulations. The result is an efficient, comfortable and modern office with a board and<br />

training room that presents a welcoming environment to visitors and employees alike. But, most importantly, this<br />

change effectively tripled our warehouse space.<br />

The Board began a year-long strategic planning process in 2003 to guide the organization into the future. Board, staff,<br />

partner agencies and other members of the community provided input. The process identified three strategic goals:<br />

More food, strong organization and influential voice. The plan was completed in 2004 and implementation is<br />

underway.<br />

Partnerships are critical to our mission. We increased the number of member agencies served from 762 to 849 in 2003.<br />

In addition, we strengthened our partnership with the five other <strong>Second</strong> <strong>Harvest</strong> food banks in Minnesota and with<br />

Minnesota Food Share. Other partnerships included the Sodexho Golf Classic, the Taste of the NFL and the<br />

ButterBall - events hosted by other organizations that raised money and visibility for hunger and <strong>Second</strong> <strong>Harvest</strong><br />

<strong>Heartland</strong>. The proceeds from food drives, fund drives and special event benefits enabled us to extend our service to<br />

more agencies and, through them, to more people.<br />

The Yamamoto Moss strategic marketing organization selected <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> as its nonprofit partner in<br />

their 2003 Community Building Program. Through this program, <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> received an award of<br />

nearly $100,000 in pro-bono research, brand strategy and design services. The result is a striking new logo that clearly<br />

identifies <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> through its letterhead, website, trucks and brochures.<br />

Individual relationships are also critical to our mission, and during 2003 <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> benefited from<br />

thousands of individual volunteers who packed food supplement boxes, painted our renovated facilities, provided guidance<br />

in identifying hunger data websites and in many other unique ways. And none of this would have been possible<br />

without our food and fund donors whose generosity provided over 2.7 million pounds of food and nearly two-thirds of<br />

our operating budget!<br />

Donation dollars work hard at <strong>Second</strong> <strong>Harvest</strong><br />

<strong>Heartland</strong>! Over 95% of our budget is applied<br />

directly to program expense, with just 3% allocated<br />

to general and administrative expense, and<br />

The Current State of Hunger in the <strong>Heartland</strong><br />

Hunger and food insecurity remain tragic paradoxes in a<br />

society that continues to produce surplus food. The<br />

USDA <strong>report</strong>s that the number of Americans who must<br />

choose between paying bills or buying food has risen for<br />

the third year in a row. More than 35 million Americans<br />

are still “food insecure” or face hunger. Of these, 13 million<br />

are children. Chronic food insecurity remains a stubborn<br />

fact of life for thousands of Minnesotans.<br />

Nationally and in Minnesota, families face stark choices<br />

between buying food and paying other living expenses. A<br />

study by America's <strong>Second</strong> <strong>Harvest</strong> found that 45% choose<br />

between heating and groceries, 36% choose between housing<br />

and food and 30% between medical bills and eating.<br />

Chronic hunger and food insecurity impact the health and<br />

development of the young and old alike and impose future<br />

social costs on all sectors of society.<br />

Despite signs of an economic rebound, unemployment<br />

remains high. Nearly 150,000 Minnesotans - about 5% of<br />

the population - are still seeking work. Necessity has<br />

forced many others to accept lower wage jobs, while<br />

underemployment has depleted savings accounts. Food<br />

shelf demand increased by 15% in 2003.<br />

Among the most accurate indicators of food insecurity in<br />

Minnesota are the number of applications for the federally-funded<br />

Food Support (aka "food stamp") program.<br />

Between March, 2001 and September, 2003, the<br />

statewide number of new Food Support applications<br />

increased 10.2%. Unfortunately, these numbers blur spots<br />

of intense local need.<br />

Between March, 2001 and September 2003, 37 of 41<br />

Minnesota counties served by <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong><br />

saw an increase in new Food Support applications. In 31<br />

counties the rate of increase exceeded the state average of<br />

10.2% with the largest increases in Carver (50.7%),<br />

McLeod (41.5%) and Scott (35.4%) counties. New applications<br />

in the Metro area ranged from 4.6% in Hennepin and<br />

Ramsey counties while all suburban counties posted dou-<br />

ble digit increases. Unfortunately, less than a third of eligible<br />

rural Minnesotans benefit from Food Support.<br />

Although rural counties recently posted increases in new<br />

applications, the low participation rate is linked to a lack of<br />

local information and outreach, pervasive misperception<br />

that it is “welfare” and a cumbersome application process.<br />

Low Food Support participation has hurt Minnesota in<br />

several ways. First, people who need food assistance do<br />

not get it. <strong>Second</strong>, chronic child hunger and poor nutrition<br />

contributes to learning difficulties and poor health,<br />

and poor nutrition among seniors contributes to health<br />

problems. Both are costly in the long run. Third, local<br />

communities do not benefit from the $193.6 million of<br />

unused federal Food Support allocation. The USDA estimates<br />

that each dollar of Food Support can generate an<br />

additional $9 of economic activity. The cumulative effect<br />

is that the complete use of the state's Food Support allocation<br />

could generate an additional $1.7 billion in local economic<br />

activity.<br />

Most of the Minnesotans who struggle to secure enough<br />

food are in highly vulnerable groups - seniors, children and<br />

low-wage working families. Their resources and circumstances<br />

do not offer many options for single-handedly bettering<br />

their condition. The paradox of hunger in a society<br />

with surplus food is an unacceptable economic and<br />

social condition. It will remain a serious threat for many<br />

Minnesotans until there is widespread public awareness of<br />

hunger and a willingness to do something about it.<br />

There are both enough food and sufficient financial<br />

resources to help Minnesotans who need food assistance.<br />

The challenge is to raise public awareness to the point that<br />

resources and effort are focused on addressing the effects<br />

and causes of hunger. <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> is committed<br />

to providing food to meet a growing emergency,<br />

providing resources and support to local hunger relief<br />

agencies, and seeking to engage citizens and organizations<br />

in constructive efforts to eliminate hunger in this land of<br />

surplus.


Program Highlights<br />

Food Bank ~ Through a major renovation, the storage<br />

capacity of the Food Bank was raised from approximately<br />

1,200 to 3,300 pallet locations. Inventory was combined<br />

in one location and the Food Bank served both internal<br />

programs and member agencies for a total organizational<br />

product distribution of over 27 million pounds to nearly<br />

850 nonprofit service agencies.<br />

Repack and Product Recovery ~ These Food Bank<br />

operations were relocated to a more convenient and costeffective<br />

site in northeast Minneapolis, the <strong>Second</strong><br />

<strong>Harvest</strong> <strong>Heartland</strong> Service Center. In the Product<br />

Recovery Room, miscellaneous donated grocery products<br />

are inspected and sorted. In the Repack Room, bulk containers<br />

of donated food are packaged into sizes for family<br />

use and canned products are accurately labeled for distribution.<br />

Nearly 1.4 million pounds of groceries were<br />

processed by volunteers in these two operations in 2003.<br />

Produce Program ~ <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> continually<br />

strives to provide partner agencies with a variety<br />

of nutritional foods that will help balance the diets of<br />

those in need. Our Produce Program received nearly 3<br />

million pounds of donated fruits and vegetables during the<br />

year and distributed these highly nutritious products to<br />

both agencies and individuals throughout our service area.<br />

Purchase Program ~ The <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong><br />

purchase program is a revolving fund that pays for products<br />

which supplement the donated food we provide agencies.<br />

We acquire high demand items that are not donated<br />

in sufficient quantities. Refrigerated products, highly<br />

nutritious foods, ethnic preferences and household nonfood<br />

products are all part of the purchase program's acquisitions.<br />

This program supplied over 400,000 pounds of<br />

products during the fiscal year. In addition, we received<br />

$107,000 in court ordered restitution that enabled us to<br />

increase our food purchase program.<br />

MN Hunger Fighters ~ This program originated with<br />

more than $1 million received as a settlement in a national<br />

class action suit. These funds were designated for the<br />

purchase of food including $80,000 earmarked for the<br />

purchase of lactose-free milk - a significant need in populations<br />

of color. This program provided more than<br />

311,000 pounds of product so far.<br />

Twelve Baskets ~ The Twelve Baskets food recovery<br />

program improved its tracking processes, reorganized its<br />

pick-up and delivery routes for greater efficiencies and<br />

added both more donors and more receiving agencies.<br />

The program currently has more than 600 local prepared<br />

food donors and 51 agencies that receive the rescued products.<br />

Twelve Baskets distributed more than 1.2 million<br />

pounds of food last year.<br />

The Supplemental Nutrition Programs ~ The<br />

Supplemental Nutrition Programs for mothers and children<br />

and for seniors created efficiencies that enabled the<br />

program to serve an additional 1,500 individuals.<br />

Reorganization also included construction of a new covered<br />

drive-through pick-up area for efficiency as well as<br />

the safety and comfort of users.<br />

The Kitchen of Opportunities ~ The Kitchen began<br />

fulfilling meal orders for Metro Meals on Wheels on a fee<br />

for service basis and a business plan was designed to help<br />

make Kitchen operations financially self-supporting. The<br />

Kitchen has begun providing prepared food for other<br />

<strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> programs and nonprofit community<br />

organizations.<br />

Child Hunger ~ Child Hunger Initiatives were<br />

launched in partnership with community organizations.<br />

<strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> collaborates with more than<br />

150 social service organizations that provide nutritious<br />

snacks and meals during the summer and to after-school<br />

enrichment programs. Last summer, a pilot program provided<br />

7,500 meals for students in need between the end of<br />

summer school and the beginning of fall term. Also this<br />

fiscal year, <strong>Second</strong> <strong>Harvest</strong> <strong>Heartland</strong> launched its eighth<br />

Kids Cafe at The Cookie Cart in north Minneapolis.<br />

Minnesota Hunger 101 ~ We began a program of<br />

hunger education and advocacy based on factual information<br />

about hunger in Minnesota. With grants from the<br />

Minneapolis Foundation and MAZON, we have formed<br />

partnerships with Minnesota's faith-based groups to conduct<br />

a pilot hunger education and training program before<br />

expanding the program in 2005. In addition, we have<br />

enhanced the advocacy and educational components of all<br />

programs, particularly those that serve children and<br />

seniors.<br />
