That’s where the Indian <strong>in</strong>dustryshould f<strong>in</strong>d new markets, while export-oriented firms wouldneed to discover new markets that have rema<strong>in</strong>ed largelyunexplored thus far, he suggested.Dr Arv<strong>in</strong>d Virmani, Chief Economic Advisor, M<strong>in</strong>istry ofF<strong>in</strong>ance, said the country needs to move still faster on marketreforms, and fiscal policy has to address the demand problemof slowdown. In the short-term, <strong>this</strong> <strong>in</strong>crease <strong>in</strong> deficit isnecessary and can be brought down to comfortable levelsas soon as the economy picks up, he said.India Must Seize OpportunityEarlier, <strong>in</strong> the open<strong>in</strong>g session, Prof C K Prahalad,Management Guru, whose vision of ‘India@75’ has become<strong>CII</strong>’s aspirational agenda for a ‘developed’ India <strong>in</strong> 2022,said the restructur<strong>in</strong>g of global companies will changethe competitive landscape of <strong>in</strong>ternational markets <strong>in</strong> amanner that will also impact Indian companies. Volatilityand discont<strong>in</strong>uities offer Indian companies a level-play<strong>in</strong>gfield to compete globally, he noted.Susta<strong>in</strong>able development, <strong>in</strong>clusive growth, global markets,connectivity and social networks are the four forces that drivethe economic system, he said. A comb<strong>in</strong>ation of these forcespresents tremendous opportunities to Indian companiesto <strong>in</strong>novate and emerge competitive, while extend<strong>in</strong>g thebenefits of economic growth to those currently excludedand marg<strong>in</strong>alised. ‘The country needs many more TataNanos’ he said.Mr K V Kamath, then President, <strong>CII</strong>, observed that <strong>in</strong> theturbulent year of his leadership of the apex body, India’sreaction has mostly fluctuated between be<strong>in</strong>g fearful to be<strong>in</strong>gbuoyant ! manufactur<strong>in</strong>g servicesMSMEsEconomic Stimulus Package Work<strong>in</strong>g:<strong>CII</strong> SME SurveyIn wake of the present economic slowdown and thestimulus package announced by the Governmentof India, <strong>CII</strong> conducted a snap poll to analyse theimpact of various <strong>in</strong>itiatives, announced as part of thefirst and second stimulus packages on the Micro, Small& Medium Enterprises (MSMEs).The f<strong>in</strong>d<strong>in</strong>gs of the snap poll revealed that as part ofthe first stimulus package, the reduction <strong>in</strong> CENVATby 4%, followed by <strong>in</strong>terest rate cut of 0.5% for smalland 1% for micro enterprises by PSU banks, exportsupport by <strong>in</strong>terest subvention of 2%, reduction <strong>in</strong>lock-<strong>in</strong> period under the CreditGuarantee Scheme from 24 to18 months and additional planexpenditure of Rs 20,000 crores,will have a beneficial impact onthe MSMEs.Also as part of the first stimuluspackage, <strong>in</strong>itiatives such asMSME sector ref<strong>in</strong>ance facilityof Rs 7,000 crores, PSEs andgovernment departments to paypromptly to MSMEs, RBI stepsto ease liquidity by reduc<strong>in</strong>g repo, reverse repo andCRR, public sector banks agree<strong>in</strong>g to enhance work<strong>in</strong>gcapital by 20% payable <strong>in</strong> one year with six monthsmoratorium and extension of the Credit Guarantee fromRs 50 lakhs to Rs 1 crore, would immensely contributetowards eas<strong>in</strong>g the liquidity for the MSMEs.The snap pool also revealed that as part of the secondstimulus package, <strong>in</strong>itiatives such as restoration of DEPBrates prior to November 2008 till 31 December 2009,duty drawback benefits for certa<strong>in</strong> products like bicycles,agricultural hand tools, and specified category of yarnswith retrospective effect from 01/09/2008, assistance tostate governments to purchase buses for their urbantransport systems and accelerated depreciation of 50%for commercial vehicles purchased between 1-31 January2009 will have a beneficial impact for the MSMEs. Atthe same time, <strong>in</strong>itiatives such as the special monthlymeet<strong>in</strong>g of SLBC to look <strong>in</strong>to matters between MSMEsand banks not resolved with<strong>in</strong> a fortnight, enhancement<strong>in</strong> the guarantee cover under the Credit GuaranteeScheme from 50% to 85% for loans up to Rs 5 lakhsand Rs 5,000 crore RBI credit to EXIM Bank for preand post shipment credit, would also contribute towardseas<strong>in</strong>g liquidity for the MSMEs.Accord<strong>in</strong>g to Mr Chandrajit Banerjee, Director General, <strong>CII</strong>,the last few months have witnesseda series of <strong>in</strong>itiatives be<strong>in</strong>gannounced by the Governmentof India and the Reserve Bankof India, as part of the stimuluspackage, and supplemented withannouncements by the IndianBanks Association, for theMSMEs. Hundredsof millions of people could suffer from hunger, watershortages and coastal flood<strong>in</strong>g as the world warms.By enabl<strong>in</strong>g large-scale <strong>in</strong>frastructure <strong>in</strong>vestments andtechnological <strong>in</strong>novation, a global deal on climatechange could help br<strong>in</strong>g the world economy back ontrack, lay<strong>in</strong>g the foundation for quicker recovery andfuture prosperity. The costs of stabiliz<strong>in</strong>g the climatesystem could be relatively low, perhaps just 1 - 2% ofglobal GDP. This amount would slow economic growthby only a few months by 2030 - a modest <strong>in</strong>vestmentcompared to the cost of not act<strong>in</strong>g. However, <strong>this</strong> lowcostscenario requires that action be taken quickly andthat effective <strong>in</strong>stitutions and technologies be put <strong>in</strong>toplace on a global scale.While the bus<strong>in</strong>ess world acknowledges the challengesof climate change it needs to assess its preparednessand respond accord<strong>in</strong>gly. India’s National Action Planon Climate Change (NAPCC) provides a frameworkfor <strong>in</strong>dustry to shape its active response along with thecreation of bus<strong>in</strong>ess opportunities. By work<strong>in</strong>g with thegovernment it will not only play its role as a partner todevelopment, it will also be able to demonstrate its owncompetitive edge, ultimately enabl<strong>in</strong>g the desired paceof economic growth.While countries, companies and communities cont<strong>in</strong>ueto grapple with re-th<strong>in</strong>k<strong>in</strong>g strategies, the imperativego<strong>in</strong>g forward will be to “connect the dots” <strong>in</strong> order tounderstand the relation between <strong>issue</strong>s, <strong>in</strong>terests and<strong>in</strong>stitutions <strong>in</strong> order to catalyse solutions for the longterm. The need, therefore, is to give impetus to timely,measurable and verifiable bus<strong>in</strong>ess responses to therisks and opportunities posed by climate change.The <strong>CII</strong>-ITC Centre of Excellence for Susta<strong>in</strong>ableDevelopment organised a Sem<strong>in</strong>ar on Bus<strong>in</strong>essResponses to Climate Change on 16 March <strong>in</strong> NewDelhi. The Sem<strong>in</strong>ar was supported by WWF India,the Department of Science & Technology, M<strong>in</strong>istry ofScience & Technology, and the M<strong>in</strong>istry of New &Renewable Energy. The sem<strong>in</strong>ar focused on the threemost significant missions of NAPCC, i.e.: Energy, Waterand Green India.Mr. Shyam Saran, Prime M<strong>in</strong>ister of India’s Special Envoyon Climate Change, who was the Chief Guest, saidthat climate change and the development imperativeare <strong>in</strong>separable, and the world should work along toachieve susta<strong>in</strong>ability. The onus to adopt environmentallyfriendly technologies should not completely lie on thedevelop<strong>in</strong>g world. Science suggests the current climatechange is due to accumulated emissions of over 200years of <strong>in</strong>dustrialization. The world, therefore, shouldwork together to achieve susta<strong>in</strong>ability.He outl<strong>in</strong>ed practices like IPR and trade competitivenessas major obstacles for environmentally friendly technologyadoption. Position<strong>in</strong>g India’s NAPCC as a new strategyfor susta<strong>in</strong>able development, Mr. Saran highlighted thatthe <strong>issue</strong> of climate change, particularly for India, isclosely l<strong>in</strong>ked to development. qualitytowards excellenceFood Safety, Quality & NutritionProgramme for School Meal OrganisersA capacity build<strong>in</strong>gprogramme helped develop35 noon-meal organisers asmaster tra<strong>in</strong>ers and changeagents <strong>in</strong> Tamil Nadu<strong>CII</strong>-IQ, <strong>in</strong> its endeavor towards capacity build<strong>in</strong>g<strong>in</strong> Food Safety and Quality among mid-daymeal organisers of schools, created yet anotherlandmark. Its Education and Food Desks, with the supportof the Department of Social Welfare and Noon-MealPprogramme, Tamil Nadu, conducted an 8 day-capacitybuild<strong>in</strong>g programme for 35 noon-meal organisers <strong>in</strong>government schools from 10 zones of Chennai.The programme was <strong>in</strong>augurated on 25 February byMr. K. Manivasan, Commisioner, Department of SocialWelfare, Tamil Nadu and was conducted <strong>in</strong> 2 phases;25-28 February and 11-14 March.The programme helped develop 35 noon-meal organisersas master tra<strong>in</strong>ers and change agents to br<strong>in</strong>g abouta radical change <strong>in</strong> the overall attitude of the noonmealorganisers across the state. The highly <strong>in</strong>teractivesessions facilitated understand<strong>in</strong>g of Food Safety andQuality and Personal Safety and other aspects ofimplementation related to stakeholders associated withthe Noon-Meal programme. The subsequent action planis to cascade the learn<strong>in</strong>gs to around 42,000 noonmealcentres which cater to students from Class I to Xacross Tamil Nadu!The importance and implementation aspects ofestablish<strong>in</strong>g food safety policies, fire safety, food safetyand nutrition, food preparation while reta<strong>in</strong><strong>in</strong>g nutritivevalue, personal hygiene, teamwork, leadership and theskills required for master tra<strong>in</strong>ers were covered throughenthusiastic group exercises, discussions, team activities,team presentations, team games and power po<strong>in</strong>tpresentations, <strong>in</strong>clud<strong>in</strong>g real life cases captured throughphotographs, pictorials and video clipp<strong>in</strong>gs.It was the first of its k<strong>in</strong>d programme <strong>in</strong> <strong>this</strong> area ofcapacity build<strong>in</strong>g and received a highly positive responseand feedback from the participants. Indian producers of consumer goods mayalso be us<strong>in</strong>g <strong>this</strong> chemical. The EC is temporarilybann<strong>in</strong>g the use of DMF <strong>in</strong> consumer productsuntil a permanent solution under REACH can beestablished.A notification <strong>in</strong> the form of a Commission Decision<strong>in</strong> <strong>this</strong> regard is be<strong>in</strong>g drafted. The EC has, therefore,advised that no consumer product made available <strong>in</strong>EU market, <strong>in</strong>clud<strong>in</strong>g imports, should conta<strong>in</strong> DMF.The absence of DMF <strong>in</strong> consumer products shouldmean a maximum concentration of 0.1 mg/kg. Themeasure would be effective from 1 May 2009.As part of the package, the composition of the newvehicle tax would partially be based on the Co2emission of the vehicles. Accord<strong>in</strong>g to the legislation,which comes <strong>in</strong>to effect on 1 July, 2009, all new carswill be taxed accord<strong>in</strong>g to a comb<strong>in</strong>ation of both Co2emissions per kilometre travelled as well as the eng<strong>in</strong>esize of the vehicle.As per the regulation, until year 2011, there would be abasic free allowance of 120 grams of Co2 per kilometre(for which no Co2 vehicle tax would be levied). Beyond<strong>this</strong> limit, Co2 vehicle tax would be Euro 2 per gram ofCo2 emitted by the vehicle per kilometre. Further, thebasic free allowance would be reduced to 110 gramsof Co2 per kilometre <strong>in</strong> 2012 and 2013 and thereafterto 95 grams of Co2 per kilometre from 2014 onwards.The vehicle tax would also depend on the eng<strong>in</strong>e sizeof the vehicle. The vehicle base tax here would be Euro2 per every 100 cubic metres of vehicle cubic capacityfor petrol-driven cars and Euro 9.50 per every cubicmetres of vehicle cubic capacity for diesel cars.The new legislation br<strong>in</strong>gs Germany <strong>in</strong>to l<strong>in</strong>e with agrow<strong>in</strong>g European Union consensus on the virtues ofemissions-based automobile tax rules. Ltd. Mr Godrej, said that to dealeffectively with the global downturn, it was essential to reestablishtrade f<strong>in</strong>ance and capital flows. He said that themeasures taken by India were only <strong>in</strong> response to thosetaken by others. He po<strong>in</strong>ted out that people protectionismwas a big concern, especially with the movement ofprofessionals such as software eng<strong>in</strong>eers.Mr Mart<strong>in</strong> Broughton, President, Confederation of BritishIndustry, said that it was important that bus<strong>in</strong>ess had avoice <strong>in</strong> these debates and decisions.The four major areas of bus<strong>in</strong>ess <strong>in</strong>terests, as reportedto Prime M<strong>in</strong>ister Brown were:Protectionism & the Doha Round: Agreement tocomplete the Doha round quickly would be the bestsignal aga<strong>in</strong>st protectionism. Until then, a legally b<strong>in</strong>d<strong>in</strong>gstandstill commitment from the G20 to ma<strong>in</strong>ta<strong>in</strong> tariffs ata maximum of exist<strong>in</strong>g applied rates would be a visiblesign of commitment to open markets. Participants wereextremely concerned that 17 of the G20 countries have<strong>in</strong>troduced some form of trade or <strong>in</strong>vestment protections<strong>in</strong>ce the Wash<strong>in</strong>gton commitment. eportcountries should look beyond the WTO-consistentmeasures when exam<strong>in</strong><strong>in</strong>g trade, <strong>in</strong>vestment, capital andpeople protectionism. A proposal for a jo<strong>in</strong>t technicaltask force was made to monitor protectionist action.The bus<strong>in</strong>ess participants also felt that Russia’s accessionto WTO should be fast-tracked.Trade F<strong>in</strong>ance, Capital Flows & Multilateral Institutions:Capital flows to emerg<strong>in</strong>g markets have dropped from$929bn (2007) to $165bn (2008) and were currentlynegative. As much as 90% of global trade needs credit,<strong>in</strong>surance or guarantees, which export credit agenciesare the best vehicles to provide. There was a need toconsider a role for the IFC, which could <strong>in</strong>clude fund<strong>in</strong>gof export credit agencies. More bilateral and multilateralco-operation was needed on trade f<strong>in</strong>ance.The IBRD as well as the IMF had a role <strong>in</strong> restor<strong>in</strong>g<strong>in</strong>ternational capital flows. The capital adequacyrequirements of BASEL II had led to dry<strong>in</strong>g up of lettersof credit. Local regulators could address <strong>this</strong> <strong>issue</strong>.Multilateral <strong>in</strong>stitutions and the IFIs need more fund<strong>in</strong>g,and a major revision to their governance, vot<strong>in</strong>garrangements and roles.Fiscal & Monetary Stimulus: Action has already beentaken but the results and impact are still to come. Thelatest IMF revised global growth forecast, down from+0.5% to – 0.6%, is alarm<strong>in</strong>g.The structural imbalances that partially caused thecrisis cannot be ignored and the maximum stimuluseffect should come from high sur<strong>plus</strong> countries. If usedproperly, there would be a high multiplier effect.There needs to be an exit strategy for government<strong>in</strong>volvement <strong>in</strong> the economy. A jo<strong>in</strong>t bus<strong>in</strong>ess-governmenttask force could exam<strong>in</strong>e these <strong>issue</strong>s.F<strong>in</strong>ancial Stability & RegulationThe bus<strong>in</strong>ess participants felt that the crisis had not yetbeen universally elim<strong>in</strong>ated. Systemic <strong>issue</strong>s still exist,as, for example, <strong>in</strong> eastern Europe. The core <strong>issue</strong>was confidence. Bus<strong>in</strong>ess participants believed that allf<strong>in</strong>ancial markets should be regulated, however, it wasa question of better regulation and not necessarily moreor burdensome regulation. There was greater need fortransparency, measurement of results, and <strong>in</strong>ternationalregulatory co-operation.Participants stressed the necessity of reviv<strong>in</strong>g the lettersof credit and felt governments and bus<strong>in</strong>ess should worktogether to achieve <strong>this</strong>.Overall, the leaders at the G-20 Bus<strong>in</strong>ess Summit wantedto see the supply of credit turned on aga<strong>in</strong> to get theglobal economy mov<strong>in</strong>g, for governments to help getpeople spend<strong>in</strong>g, to keep markets open and to makesure such a crisis cannot happen aga<strong>in</strong>.Lord Mandelson, Secretary of State for Bus<strong>in</strong>ess, saidthe level of expectation from bus<strong>in</strong>ess leaders whoalso represented their bus<strong>in</strong>ess communities had beenmade clear to the British Prime M<strong>in</strong>ister. Confidencewas the key po<strong>in</strong>t and <strong>this</strong> could be better deliveredthrough small, practical steps rather than throughpolitical grandstand<strong>in</strong>g and statements that are notadhered to.The Bus<strong>in</strong>ess Summit ended on a positive note with Mr.Brown say<strong>in</strong>g that it was important to show confidence <strong>in</strong>the future and to take decisions today that matter. He wasencouraged by the strong anti-protectionist statementsfrom bus<strong>in</strong>ess leaders. He also believed that the Doharound’s completion was vital to global trade.The Prime M<strong>in</strong>ister said that countries had taken differentapproaches to restor<strong>in</strong>g confidence. There were threecommon objectives: the identification and isolation oftoxic assets, underp<strong>in</strong>n<strong>in</strong>g banks where necessary andgett<strong>in</strong>g credit mov<strong>in</strong>g aga<strong>in</strong>. There was agreement onthe need for <strong>in</strong>ternational f<strong>in</strong>ancial co-operation <strong>in</strong> theF<strong>in</strong>ancial Stability Forum and it could have a larger role<strong>in</strong> future. Cross border supervision would be achievedthrough colleges of supervisors.Significant stimulus packages had been put <strong>in</strong> place bysome countries. But co-operation was needed.The IFIs had been established <strong>in</strong> the 1940s for differentreasons to today.
