PLAN AMENDMENTS OR TERMINATIONThe City reserves the right to amend the Plan. However, all ordinances proposing changes to Planprovisions must be referred to the Board for review. The Board has 30 days to review the ordinance andsubmit its recommendations to the City Council.Upon termination of the Plan or complete discontinuance of contributions to the Plan, each employee willbecome vested in the benefits that have accrued.
