In this context, job creation is a positive impact, even though it will only providerelief in the short term. Recruitment is likely to be a sensitive issue, and must be handledcarefully, since it could lead to social unrest if the processes were deemed as unfair orexclusive. The site being extended will have a positive impact on the financial well-being ofthe existing re-claimers (Alternative 1 and 2 to a larger extent than alternative 3).It is recommended that local contractors be used where possible to enhance the benefits tothe local economy. The construction phase will have a socio-economic impact ofMODERATE positive significance.Health and NuisanceDuring the construction phase, an increase in noise and traffic will be experienced which willbe a nuisance to residents living close by, and therefore represent a cumulative impact. Anincrease in traffic volume can lead to delays for travellers making use of public transport ortheir own motor vehicles. The drivers may become impatient and more accidents and roadrage may take place. Additionally, depending on the approved alternative there will be anincrease in nuisance to the surrounding land users. The extent of the nuisance is dependenton the alternative approved. Should alternative 1 be approved there will be no bufferdistance between the surround land users and the site construction activities and thereforethere will be a high impact. Should alternative 3 be approved there will be minimal changeduring construction as opposed to the existing operations and therefore the additional impactwill be low.TrafficDuring the construction phase there will be an increase in the presence of heavyconstruction vehicles. This is likely to lead to the further deterioration of roads around thesite. The roads around the site are currently in a very poor condition and additional heavytraffic will increase the problem. An increase in traffic poses a risk for the safety ofpedestrians. Most people in the area around the site travel by foot and some of theyoungsters are in the habit of jumping on the vehicles going to the waste disposal site. Sincethere is already traffic in the area, this will be a cumulative impact.There will be a moderate impact to the roads as a result of an increase in heavy vehiclesand an increased impact to pedestrians.CrimeDuring the construction phase there is likely to be construction material on the site and therewill be construction activities in progress at the end of each day.
