PETITION FOR TRUE-UP OF <strong>FY</strong> 2004 TO <strong>FY</strong> 2011-12 &MYT PETITION FOR THE CONTROL PERIOD <strong>FY</strong> <strong>2013</strong>-<strong>14</strong> TO <strong>FY</strong> <strong>2015</strong>-<strong>16</strong>The Commission, there<strong>for</strong>e, once again directs the<strong>Petition</strong>er <strong>to</strong> devise and develop, in consultationwith the beneficiary, a suitable infrastructure andmechanism, <strong>for</strong> collection and collation ofin<strong>for</strong>mation required <strong>for</strong> calculation of voltage-wiselosses in various parts and availability, inaccordance with the Regulations and submit areport thereon within a period of three months fromthis Order.Guarantee Fee ComputationThe <strong>Petition</strong>er is, hereby, directed <strong>to</strong> expedite itsef<strong>for</strong>t <strong>to</strong> get the approval from the GoU on chargingguarantee fee only on the outstanding loan amountand not on the sanctioned loan amount and,accordingly, submit the guarantee fee computed onthe outstanding loans of the approved schemes inaccordance with the Accounting Standard in the<strong>Multi</strong> <strong>Year</strong> <strong>Tariff</strong> <strong>Petition</strong> <strong>for</strong> the first Control Period.It is submitted that PTCUL has communicatedthe matter regarding payment of guarantee feeon the outstanding loan amount instead ofsanctioned loan amount vide a letter <strong>to</strong> the GoUas per the directive of the Commission.Response against the same is awaited.Frequent Grid FailuresPara 10.2 of the Transmission and bulk supplylicence stipulates as under:“The Licensee shall notify the Commission as soonas possible of any Major Incident affecting any par<strong>to</strong>f the Transmission 18 System which has occurredand within two months of the date of such MajorIncident:a. submit a report giving full details of the facts ofthe incident and its cause. The Commission at itsown discretion may require the submission of thereport <strong>to</strong> be prepared by an independent person atthe expense of the Licensee; andb. in the event the report under sub-paragraph (a)is likely <strong>to</strong> take more than 15 days from the date ofthe Major Incident, the Licensee shall within 15days from such date of the incident submit apreliminary report with such details which theLicensee can reasonably furnish and state reasonsas <strong>to</strong> why the Licensee requires more than 15 days<strong>for</strong> giving full report of such incident;c. give copies of the report <strong>to</strong> the Commission and<strong>to</strong> all parties involved in the major incident as theCommission may direct.”However, it has been observed that the <strong>Petition</strong>erhas not submitted such reports <strong>to</strong> the Commission.Hence, in compliance with the conditions of licence,PTCUL is directed <strong>to</strong> take a note of the abovecondition and submit a report <strong>to</strong> the Commissionwithin 15 days in the event of any “Major Incident”.PTCUL submits that in line with the directive ofthe Hon‟ble Commission, it would submit thegrid failure report as per IEGC/<strong>UERC</strong> Grid Code2007 <strong>to</strong> the Hon‟ble Commission within 15 daysafter any major incident.Power Transmission Corporation of Uttarakhand Ltd.
