PETITION FOR TRUE-UP OF <strong>FY</strong> 2004 TO <strong>FY</strong> 2011-12 &MYT PETITION FOR THE CONTROL PERIOD <strong>FY</strong> <strong>2013</strong>-<strong>14</strong> TO <strong>FY</strong> <strong>2015</strong>-<strong>16</strong>5. COMPLIANCE OF DIRECTIVESIn the <strong>Tariff</strong> Order <strong>for</strong> <strong>FY</strong> 2012-13, the Hon‟ble Commission had issued certain directives <strong>to</strong> PTCUL. Thetable below provides the compliance against each of directive:DirectiveCapital cost of transferred assets:The Commission further, directs PTCUL <strong>to</strong> makesincere and all out ef<strong>for</strong>ts <strong>for</strong> getting the TransferScheme finalized within the ensuing financial year.Electrical Inspec<strong>to</strong>r CertificateThe <strong>Petition</strong>er is also directed <strong>to</strong> capitalise theHT/EHT works only after obtaining clearance by theElectrical Inspec<strong>to</strong>r. The Commission has so farallowed capitalisation of the assets, right from thedate on which it was charged/capitalisedirrespective of the fact that clearances fromInspec<strong>to</strong>r have been received at a later date. The<strong>Petition</strong>er is hereby cautioned <strong>to</strong> take note of thesame, as the Commission from 01.04.2012 wouldbe recognising the capitalisation of any asset fromthe date of clearances obtained from the ElectricalInspec<strong>to</strong>r.REC- Old SchemeThe Commission directs the <strong>Petition</strong>er <strong>to</strong> expeditethe ef<strong>for</strong>t <strong>to</strong> get prior clearance of the ElectricalInspec<strong>to</strong>r be<strong>for</strong>e charging the project or capitalisingthe same.Other than SchemesStatus of ComplianceThe <strong>Petition</strong>er humbly submits that request hasbeen made by PTCUL <strong>to</strong> the State Government<strong>for</strong> finalisation of Transfer Scheme betweenUPCL and PTCUL.Since the finalization of transfer schemebetween Uttar Pradesh Power CorporationLimited (UPPCL) and UPCL was still underprogress, the transfer scheme between UPCL &PTCUL could not be finalized.By an order No. 117/I(2)/2011-05/19/2002 dated27th April 2012, the Govt of Uttarakhand hasapproved the value of GFA of Rs. 1058.18Crore taken by UPCL in its accounts as onNovember 9, 2001. (The copy of the same hasbeen endorsed <strong>to</strong> Hon‟ble <strong>UERC</strong> by the GoU).The transfer scheme between PTCUL andUPCL has been under finalization and shall besubmitted <strong>to</strong> the Hon‟ble Commission afterfinalization.The <strong>Petition</strong>er submits that it has submitted allelectrical inspec<strong>to</strong>r certificates <strong>to</strong> the Hon‟bleCommission and is undertaking all rigorousef<strong>for</strong>ts <strong>for</strong> obtaining the clearance from theelectrical inspec<strong>to</strong>r on time be<strong>for</strong>e energizationof the asset.It is submitted <strong>to</strong> the Hon‟ble Commission thatinstructions within PTCUL have been issuedregarding obtaining electrical inspec<strong>to</strong>rcertificate prior <strong>to</strong> the date of charging theproject or capitalising the same.PTCUL submits that the reconciliation work hasalready been completed and incorporated in thePower Transmission Corporation of Uttarakhand Ltd.
