And this electionseason seems to be no different. In 2007, there was a modest(around 2 cents) reduction, but that was it. We absolutely need toreduce property taxes to a level that is comparable to surroundingcounties. Tax rates that are almost double of the neighboringcounties are a tremendous burden to home owners and a hindranceto new home buyers. Recent studies have shown, andcensus data supports it, that high tax rates are causing a majorexodus from the city. This trend must be stopped. We need toattract people back to the city to support moving this tax rate to60% of current levels. We need to incentivize the purchase of vacant/blightedproperties. We need to reassess the zoning of someresidential areas and move them to retail/business zoning so wecan add to the withering tax base. While on the surface, this is not necessarily bad, thearrangement does bring up the question of accountability. Thatoutside management company,Veolia, has monopolized much of the transportation, water, andenergy needs. Its company subsidiaries reach into bus lines, cabcompanies, as well as water facilities. I find this troubling in thefact that there is little public knowledge of this fact, with evenless oversight. Antitrust laws have long been a tradition of theUnited States, and the arrangement that <strong>Baltimore</strong> has with thiscompany could easily turn into a violation of these. I would supporta complete review and public discourse of the contracts theany outside company has with <strong>Baltimore</strong> City. The opportunityfor such a large, foreign based company to stifle American jobs,innovation, and cost reduction is simply too great to leave tofaith. While I have reservations of a single large company owninga monopoly, I do believe that private ownership has its place inthe transportation market. Private ownership, with public oversight,has the ability to move quicker in the fulfilling the needs oftransportation. The public model has proven over the years to bemired in political fodder that simply slows the process. I believethat private, for profit, companies have proven time and timeagain that they can deliver a better product, in a more timely fashion,at their own profit risk. While I am not in favor of increasingtaxes, I also see few areas we could reduce the tax burdenwithout drastically effecting the quality of City services. Manymayoral candidates have talked about immediately reducing Cityproperty taxes, but I do not support this approach. While comparativelyhigher property taxes are a long-term impediment topopulation retention, to take immediate action would be a burdenon City finances, jeopardizing the services and schools – whichwould further hinder families from moving in to the City. Instead, Iwould support policies that promote drawing in more people tolive in <strong>Baltimore</strong>, redevelopment that grows our tax base, andwork hard on retaining the families we have.
