APPENDIX KWhereas the parties to this compact, the cities of Lockhart, Luling, Martindale,Niederwald, Uhl<strong>and</strong> <strong>and</strong> the Guadalupe-Blanco River Authority (GBRA) all function inCaldwell County <strong>and</strong>Whereas all parties share the responsibility to:1. To promote the development, use, <strong>and</strong> conservation of the <strong>water</strong> resources inthe <strong>county</strong>2. To plan for the welfare of all local governments <strong>and</strong> make it possible for allcommunities to utilize public works services3. To promote <strong>and</strong> implement feasible conservation measures established4. To balance development in the region <strong>and</strong> promote sustainable designs5. To develop <strong>water</strong> quality management measures that will ensure the future use<strong>and</strong> quality of ground<strong>water</strong> <strong>and</strong> surface <strong>water</strong>6. To minimizing reliance on On-Site Sewage Facilities (OSSFs)7. To develop inter local agreements <strong>and</strong> cooperation for the purpose ofdeveloping <strong>water</strong> <strong>and</strong> waste<strong>water</strong> facilities to serve the future population ofCaldwell<strong>and</strong> whereas all parties recognize that much of the future <strong>water</strong> <strong>and</strong> waste<strong>water</strong>infrastructure in Caldwell will have to be provided initially by the private sector in newdevelopments, <strong>and</strong> whereas all parties underst<strong>and</strong> that the common interests will beserved by adopting a uniform approach, the parties jointly enter into this compact. Thekey elements to the compact are:1. The parties recognize that protection of the <strong>water</strong> resources in Caldwell willrequire a <strong>regional</strong> cooperative effort. The overutilization of natural resources isnot a sustainable practice <strong>and</strong> conservation <strong>and</strong> reuse measures practices will beimplemented.2. The parties agree jointly to participate, to the extent desired, in the review of newproposed projects <strong>and</strong> plans, <strong>and</strong> in special studies involving rates or other issues.Development of a Good Neighbor Policy to share ideas <strong>and</strong> plan conservation ofresources on a <strong>regional</strong> basis will provide benefits to the region as a whole.3. The parties will develop <strong>and</strong> agree on specific conditions that will determine thenumber of housing units needed for a central waste<strong>water</strong> system, but as an initialtarget agree that OSSFs would not be appropriate for developments of 10 or morehomes.4. The parties believe that domestic waste<strong>water</strong> treatment is an important publicservice, with the potential to affect citizens outside of the immediate project area.The parties also recognize that proper operation <strong>and</strong> maintenance of waste<strong>water</strong>infrastructure is essential to the public welfare. Because it is important to thepublic, the parties agree that central waste<strong>water</strong> facility operations should be apublic function, <strong>and</strong> that future waste<strong>water</strong> facilities in Caldwell County should
