This option willneed to be developed for Texas. Currently, the Virginia Department ofEnvironmental Quality and Minnesota Department of Agriculture providethese funding services. Further investigation to develop this program isrequired at the state or county.Agriculture Water Conservation Grants and LoansState agencies and political subdivisions of the state are eligible for thegrants and loans made available to political subdivisions of the state,institutions of higher education, interstate compact commissions, andnonprofit water supply corporations (Chapter 69 of Water Code). Banksand farm credit system may apply for link deposit funds to make loansavailable to individuals.Clean Water State Revolving Fund (CWSRF)The CWSRF provides funding for water quality projects that areassociated with wastewater treatment, nonpoint source pollution control,and watershed and estuary management. Economically Distressed Area ProgramThe TWDB provides grants, loans or a combination for water andwastewater services in areas of economic distress where current facilitiesare inadequate to meet residents’ minimum standards.Environmental Quality Incentives Program (EQIP)The Environmental Quality Incentives Program (EQIP), implemented bythe NRCS, offers financial and technical assistance for application ofstructural and management BMP’s on agricultural land.Drinking Water State Revolving FundThe Drinking Water State Revolving Fund (DWSRF) program awardscapitalization grants to states to provide low-cost loans to public watersupply systems for infrastructure needed to achieve or maintain SDWAcompliance. These loans and additional subsidies are available fordisadvantaged communities only.
