14.12 Implementation Recommendations for the CCRWQPPThe following elements are recommended for implementation in Caldwell Countyto assist in improvement of existing <strong>water</strong> quality in degraded streams <strong>and</strong> prevent<strong>water</strong> quality degradation of streams in the future:• Point Discharge Load Reductions• Storm<strong>water</strong> Filter Strips Along Streams• Water Quality Remediation Associated with Impervious CoverInstallation• OSSF Inspection <strong>and</strong> Certification14.12.1 Point Discharge Load ReductionsWaste<strong>water</strong> treatment plant discharges represent a continuous point source ofpollutants discharging into streams. Two practices can materially impact thepollutant discharge loading to streams. Producing “higher” quality of <strong>water</strong> fordischarge will reduce loading <strong>and</strong> implementing reuse of reclaimed <strong>water</strong> canreduce loading.Higher quality of discharge <strong>water</strong> refers to improving the treatment processeswithin a treatment plant to remove additional pollutants before the treated <strong>water</strong> isdischarged to the stream. The effluent pollutant limits for waste<strong>water</strong> treatmentplants are established in permits issued by the TCEQ <strong>and</strong> based on the quality ofthe discharge <strong>and</strong> its impact on the receiving <strong>water</strong>s. The permits consider theability of the stream to assimilate the pollutants discharged into it withoutlowering the <strong>water</strong> quality in the stream below the st<strong>and</strong>ards established for thereaches of stream below the outfall.The larger waste<strong>water</strong> treatment plants in the <strong>county</strong> are operated by the City ofLockhart <strong>and</strong> the City of Luling.
