11.1.3 Lower Guadalupe Water Supply Project for GBRA NeedsThe Lower Guadalupe Water Supply Project (LGWSP) for GBRA was introducedinto the 2006 South Central Texas Regional Water Plan (SCTRWP) to meet <strong>water</strong>supply needs for customers in Caldwell, Comal, Guadalupe, Hays, <strong>and</strong> KendallCounties. The strategy would deliver 36,710 ac-ft/ yr of available <strong>water</strong> throughunderutilized GBRA <strong>and</strong> Union Carbide Corporation <strong>water</strong> rights from theGuadalupe River.The original LGWSP is no longer considered a viable strategy <strong>and</strong> has beenremoved from the SCTRWP. However, a smaller scale project using the conceptsof the original LGWSP is considered a viable strategy for <strong>water</strong> supplydevelopment. The smaller project appears to have fewer potential participantsthan the original LGWSP.11.1.4 Lockhart ReservoirThe Lockhart Dam <strong>and</strong> Reservoir project as described in the 2006 Region LWater Plan would be located upstream from Lockhart on Plum Creek as a meansof meeting projected <strong>water</strong> needs. The Lockhart Reservoir was recommended tobe included <strong>and</strong> considered as an important economic development. However, theoriginal Lockhart Reservoir Project is no longer viable because the area where thedam was proposed is being used to mitigate loss of wetl<strong>and</strong>s associated with theconstruction of SH 130. A reconfigured Lockhart Reservoir Project may be viablebut this strategy is not currently being actively pursued.11.1.5 Recycled Water ProgramsThe Recycled Waters Program involves the expansion or development ofprograms that reclaim municipal <strong>water</strong> for non-potable uses.
