NORTH QUEENSLAND BULK PORTS CORPORATION LIMITED1.0 OVERVIEW NORTH QUEENSLAND BULK PORTS CORPORATIONLIMITED<strong>North</strong> <strong>Queensland</strong> <strong>Bulk</strong> <strong>Port</strong>s <strong>Corporation</strong> Limited (NQBP) is the port authority for the <strong>Port</strong> of<strong>Weipa</strong> and four other ports throughout the state. In 2010-11, NQBP ports collectively handledalmost 130 million tonnes throughput, making a vital contribution to the export performance of<strong>Queensland</strong> and Australia.NQBP trading ports handle bulk shipments of coal, bauxite, grain, petroleum, sugar/sugarproducts and molasses, as well as live cattle and general cargo.<strong>Weipa</strong>Figure 1 NQBP <strong>Port</strong>s with <strong>Weipa</strong> highlighted<strong>Port</strong> of <strong>Weipa</strong> <strong>Port</strong> <strong>Handbook</strong> Page 1 of 20Revised June 2012


NORTH QUEENSLAND BULK PORTS CORPORATION LIMITED2.0 THE PORT OF WEIPA2.1 DescriptionLocated on the north-west coast of Cape York Peninsula, the <strong>Port</strong> of <strong>Weipa</strong>’s main activity isthe export of bauxite (aluminium ore) from the Rio Tinto Alcan (RTA) mine.There are four berths located at the <strong>Port</strong> of <strong>Weipa</strong>:Lorim Point East Wharf – managed by RTA for bauxite export;Lorim Point West Wharf – managed by RTA for bauxite export;Evans Landing Wharf – managed for RTA by Shell for import of fuel and oil; andHumbug Point Wharf – managed for RTA by Perkins Gulf Freight Services for import ofgeneral cargo.Maritime Safety <strong>Queensland</strong> (MSQ) provides pilotage and NQBP undertakes regular dredgingto maintain the shipping channels.2.2 FacilitiesOperated by RTA, the commercial facilities at <strong>Weipa</strong> consist of onshore bauxite handling,processing and stockpiling facilities and conveyors running to Lorim Point East and WestWharves for shiploading.RTA refurbished the Lorim Point West Wharf and constructed a second shiploader in 2005 onthis wharf resulting in an increase of its shiploading capacity.Other port facilities include Humbug Point Wharf which handles imports of general cargo andEvans Landing Wharf which is the centre for fuel imports. There are also berths for tugsoperated by Svitzer Australasia that are located on the inside of the Lorim Point East Wharf.NOTE: There is an agreed “common user“ arrangements procedure for Humbug Point WharfUsage – refer to Appendix 1 at the end of this handbook for details.2.3 TradeThe <strong>Port</strong> of <strong>Weipa</strong> handled 397 ships in 2010–11, carrying 22,235,783 tonnes of bauxite,which was another record figure. The townwas constructed by RTA in the 1960s to house its mining workforce and today is the regionalhub of the Western Cape, hosting many businesses and government services. Thecommunities of Napranum, Aurukun and Mapoon have all been developed on the site offormer Presbyterian mission stations.The nearest regional centre is Cairns which is about 804 km south-east of <strong>Weipa</strong>. Cairns hasa population of 168,251 (Australian Bureau Statistics 2010).2.4.1 AirportThe <strong>Weipa</strong> airport has daily flights to Cairns operated by Qantas. Cairns airport offers bothdomestic and international services.2.4.2 BusDue to the remote location of <strong>Weipa</strong>, there is no bus transport to larger centres.3.0 PORT AUTHORITY ROLE AT WEIPAAs the port authority for <strong>Weipa</strong>, NQBP’s key roles are to:manage and develop (or facilitate development by others) suitable port facilities andinfrastructure to cater for existing and future trade needs;work with port users and tenants co-operatively to promote port business growth;promote the <strong>Port</strong> of <strong>Weipa</strong> as the port of choice to service the Gulf communities;maintain appropriate levels of port security and safety;co-ordinate first strike ship-sourced marine pollution emergency response;protect the environment by minimising impact of development; andbe committed to, and have regard for the interests of the community.NQBP provides a key service in the port by maintaining shipping channels and swing basinsfor trading ships through a regular maintenance dredging program. Themine supplies bauxite to the <strong>Queensland</strong> Alumina Limited refinery and to RTA’s Yarwunrefinery, both located in Gladstone, <strong>Queensland</strong>. They also supply a growing export marketto Ukraine, Japan and China. These refineries produce alumina as feedstock for RTA’ssmelting operations and for sale on the international market.RTA supports Native Title rights and has continued its mining operations in consultation withthe traditional owners of the region. Main engine and propulsionunits must be at a state of readiness while alongside the terminal at all times. A permitmust be given by the terminal if the engines are to be immobilised while alongside theberth.d) Sailing is on the flood tide, normally about 1 hour before HW dependent on berthconditions and location.e) Minimum under keel clearance of 0.3 m is to be maintained while berthed.f) Minimum under keel clearance for <strong>Weipa</strong> South Channel is 1.2 m.(RTA Terminal Requirements and Transport and Main Roads 2010).7.5 Departure ChannelA departure channel has been established with a depth of 11.1 m at LAT. To view their requirements, visithttp://www.msq.qld.gov.au/Shipping/<strong>Port</strong>-procedures/<strong>Port</strong>-procedures-weipa.aspx.The Transport Operations (Marine Safety) Act 1994 specifies that, unless a current PilotageExemption Certificate (PEC) is held by the master of a ship, pilotage is compulsory for: a ship that is 50 m or more;a vessel towing another vessel where the combined length of the vessels is 50 m ormore;a ship whose owner or master asks for the services of a pilot; ora ship whose master is directed by the Harbour Master to use the services of a pilot(Transport and Main Roads 2010).7.7.2 Request for PilotThe requirements of the Transport Operations (Marine Safety) Regulation 2004 mustbe observed for all bookings. MSQ provides a pilotage service for ship arrivals, departuresand removals. All pilot transfers are carried out by pilot launch.Ships requiring the services of a pilot in the <strong>Port</strong> of <strong>Weipa</strong> are required to submit arrival,removal and departure notices no less than the indicated number of hours before the desiredmovement: Arrivals 48 hours Removals 24 hours Departures 24 hoursInitial notification should be made via the QSHIPS websitehttp://www.qships.transport.qld.gov.au/Public/PublicMovements.aspx (Transport and MainRoads 2010).It is best to confirm this information with MSQ. To view their requirements visithttp://www.msq.qld.gov.au/Shipping/<strong>Port</strong>-procedures/<strong>Port</strong>-procedures-weipa.aspx.7.8 Tides<strong>Weipa</strong> has a "diurnal tide range" which refers to a tide which has a cycle of about one tide perday, that is, one high and one low tide every 25 hours (Transport and Main Roads 2010).Tide height is affected by wind direction. Sustained south-easterly winds have the effect ofreducing the predicted tide and north-westerly winds increase them.The winter tidal range is a maximum of 2 m (Transport and Main Roads 2010). During thewet season (January – April), tides in the Embley River have been recorded as high as3.96 m– 4.27 m (Transport and Main Roads 2009).MSQ provides tidal estimations for pilotage areas. Contact details for Svitzer Australasia are in the shipping contacts section atthe end of this handbook.Most ship movements require the use of two tugs and there are four tugs based at <strong>Weipa</strong>.8.0 SERVICES - OPERATION8.1 Application to BerthAn ‘Application to Berth’ form must be received by <strong>Weipa</strong> VTS no later than 48 hours beforethe ship’s estimated pilot boarding time. The ship’s agent should send a blank ‘Application toBerth’ form to the ship seven to ten days before their arrival. This ensures up-to-datedocuments are always used. Contact the ship’s agent for the latest information on berthingapplications.8.2 BunkeringBunkering is only available to pre-approved customers by appointment. For Shell Marinecustomers please email OP-SMP-Oceania-International-Orders@shell.com for all enquiries.For all other customers making enquiries about requirements and availability, please contactAusfuel:Phone: 08 8935 1857Fax: 08 8931 1755Mobile: 0427 605 3778.3 Cargo CompletionShips must vacate the berth without delay, subject to tidal conditions.8.4 CommunicationsPilot vessel and tugs call on VHF Channels 12 and 16. The <strong>Port</strong> working channel is VHFCH12. Tugs utilise VHF channels 6 and 8.8.5 Cyclone ProceduresDetailed cyclone procedures are provided in NQBP’s Emergency Response Plan and areconsistent with MSQ’s Maritime Cyclone Contingency Plan for the <strong>Port</strong> of <strong>Weipa</strong>, which isissued by MSQ. Alert phases in the port provide a guide for action as a cyclone or severeheavy weather approaches an area. The alert will be announced by the Regional HarbourMaster over VHF Channel 16.8.6 Electrical PowerShore power connection is available. Contact Rio Tinto before arriving to ensure availability ofconnection.8.7 Emergency ServicesAll shipping emergencies should be reported to <strong>Weipa</strong> VTS on VHF 16 and the terminal andthey will coordinate the required response based on procedures detailed in the NQBPEmergency Response Plan for the <strong>Port</strong> of <strong>Weipa</strong>. Detailsshould include:name of ship;type of ship;estimated time of arrival;total cargo quantity required; andhatch loading sequence, Pour by Pour.NOTE:To avoid delays to berthing and tug cancellations, it is important that alladjustments to estimated time of arrivals (ETAs) are advised to all parties. Allhatches are to be clean/dry and opened before berthing. All loading is expressed inmetric tonnes of 1,000kg. Contact the ship’s agent for latest information onrequired arrival notices.8.9 Fresh WaterThere is fresh water available at all berths.8.10 FuelFuel is not publicly available.8.11 Gangway/Deck WatchmenAt all times when the ship’s gangway is deployed at the terminal, the ship’s crew will act asthe vessel’s watchmen.8.12 Garbage DisposalShips should dispose of all garbage ashore using the garbage reception facilities. This reference documentcontains instructions for the Orderly Conduct of Business and Public Safety in the <strong>Port</strong> of<strong>Weipa</strong>. RadioPratique is available. Send a message to the “Quarantine Officer” through the ship’s agent,not more than 24 hours before arrival (this stipulation is not enforced). The agent will keepthe ship advised. The message is in accordance with the advised procedure in the SailingDirectories for Entry to First Australian <strong>Port</strong>.8.19 Oil Spill ProceduresFor oil spill incidents, NQBP has a first strike response role in all of its ports. The first strikerole is typically considered to be around the first 12 hours of the response, after which outsideresources are provided by MSQ to take over the response.The first strike response will be under the direction of the MSQ Regional Harbour Master. Themost senior port operations officer in each port will act as team leader in the response, underthe direction of MSQ, unless an MSQ person assumes this role.NQBP’s obligations for first strike response are defined in the Oil Pollution First StrikeResponse Deed signed with MSQ for each port.NQBP is responsible for providing trained personnel and equipment for this first strikeresponse. The number of personnel and equipment is defined in the deed of agreement foreach port. Personnel in the first strike response team can include local NQBP staff, plus otherlocals who have been appropriately trained. NQBP is responsible for maintaining the oil spillequipment in a fit state for use.In the event of an oil spill, immediately notify the Regional Harbour Master on +61-7-4052 7400. If after hours, call 1300 551 899. You will also need to contact the NQBP <strong>Port</strong>Supervisor on +61-7-4069 7749 or 0428 885 022. Persons requiring access, crew membersor visitors, must wear safety hard hats, safety shoes, adequate eye protection and complywith all safety regulations. RTA is not responsible for accidents incurred by personnel whouse their wharf gangway.Pedestrian access along the wharf approach is not permitted. Special authorisation isrequired for private vehicles and visitors within the port for wharf access. Access to theremainder of the port site is strictly forbidden.8.22 Seaman’s ClubThere is no seaman’s club in <strong>Weipa</strong>.8.23 Ship’s ChandlerThe chandler will attend the ship if necessary. Bonded stores are also available. Refer to theport service providers at the back of this handbook for contact details.8.24 Shore LeaveThe crew is permitted to go ashore after immigration and customs clearance. The ship’sagent can arrange a minibus service to <strong>Weipa</strong> township and return.8.25 Time ZoneTime is Eastern Standard Time and equates to G.M.T + 10 hours. All ETA and othermessages should be made in local time.8.26 WasteThere are no waste or quarantine waste facilities available, however, there are garbagedisposal facilities.9.0 PORT SECURITYAs <strong>Weipa</strong> is a security regulated port under the Maritime Transport and Offshore FacilitiesSecurity Act 2003, NQBP has an approved Maritime Security Plan. This plan was officiallyapproved by the Office of Transport Security and is audited on a regular basis.Under International Maritime Organisation (IMO) legislation there is a procedure ships mustfollow when entering the port. If Rio Tinto Alcan (RTA), Toll Marine Logistics or <strong>North</strong> <strong>Queensland</strong> <strong>Bulk</strong> <strong>Port</strong>s<strong>Corporation</strong> (NQBP) are approached regarding access, the following will be advised toprospective users.Overarching Principles/ArrangementsRTA leases Humbug Wharf from PCQ on the basis of "common user" arrangements, i.e. RTAshall not refuse to berth any vessel approved by NQBP at Humbug Wharf for the purpose ofloading or discharging cargo unless the berths are fully used or occupied or committed for useand occupation.
