of Osama bin Laden: ―in late 2001, Sa‘ad bin Laden facilitated the travel of Usama binLaden‘s family members from Afghanistan to <strong>Iran</strong>. Sa‘ad made key decisions for alQaida and was part of a small group of al Qaida members that was involved in managingthe terrorist organization from <strong>Iran</strong>.‖ Ex. 30; see also Ex. 8, Clawson Affid 54, 62.The January 16, 2009 Treasury report further states that Mustafa Hamid, a senioral Qaeda member and the father-in-law of top-level al Qaeda commander Saef al Adel,―served as a primary interlocutor between al Qaida and the Government of <strong>Iran</strong>. . . .While living in <strong>Iran</strong>, Hamid was harbored by the Islamic Revolutionary Guards Corps(IRGC), which served as Hamid‘s point of contact for communications between al Qaidaand <strong>Iran</strong>.‖ Ex. 30. 80 Further, in the late 1990s, Mustafa Hamid passed communicationsbetween Osama bin Laden and the Government of <strong>Iran</strong> and, in late 2001, while in Tehran,Hamid negotiated with the <strong>Iran</strong>ians, on behalf of al Qaeda, ―to relocate al Qaida familiesto <strong>Iran</strong>‖ after the 9/11 attacks. Id; see also Ex, 8, Clawson Affid. 53.80 According to the U.S. Treasury Department designation:Ex. 30.In the mid-1990s, Mustafa Hamid reportedly negotiated a secret relationship betweenUsama Bin Laden and <strong>Iran</strong>, allowing many al Qaida members safe transit through <strong>Iran</strong> toAfghanistan.In the late 1990s, Mustafa Hamid passed communications between Usama bin Ladenand the Government of <strong>Iran</strong>. When tensions were high between <strong>Iran</strong> and Afghanistan,Mustafa Hamid traveled multiple times from Kandahar to Tehran as an intermediary forthe Taliban.In late 2001, Mustafa Hamid was in Tehran delivering messages from the Taliban to theGovernment of <strong>Iran</strong>. Hamid also negotiated on behalf of al Qaida in an attempt torelocate al Qaida families to <strong>Iran</strong>. As part of this effort, senior al Qaida member AbuHafs the Mauritanian traveled with Hamid and two IRGC members to Tehran formeetings.83
