A native of Kansas C<strong>it</strong>y, M<strong>is</strong><strong>so</strong>uri, <strong>Hale</strong> completedelementary and secondary schools in Topeka, Kansas, w<strong>he</strong>re <strong>he</strong> graduated from TopekaHigh School. <strong>Hale</strong> <strong>is</strong> a graduate of t<strong>he</strong> Univers<strong>it</strong>y of Nebraska w<strong>he</strong>re <strong>he</strong> was awardedt<strong>he</strong> B.A. and M.A. in Communication, Pol<strong>it</strong>ical Science, and Engl<strong>is</strong>h in 1950, and h<strong>is</strong>Ph.D. in Communication and Pol<strong>it</strong>ical Science from T<strong>he</strong> Ohio State Univers<strong>it</strong>y in 1955.He was a Br<strong>it</strong><strong>is</strong>h Council postdoctoral fellow in Engl<strong>is</strong>h L<strong>it</strong>erature at t<strong>he</strong> Univers<strong>it</strong>y ofLondon in 1960. He holds an Honorary Doctor of Human<strong>it</strong>ies (D.Hum.) from Wilberforce(Ohio) Univers<strong>it</strong>y, a Doctor of Humane letters (L.H.D.) from Shaw Univers<strong>it</strong>y (NorthCarolina), a Doctor of Human<strong>it</strong>ies degree (D.Hum.) from Cap<strong>it</strong>al univers<strong>it</strong>y (Ohio), aDoctor of Human<strong>it</strong>ies degree (D.Hum.) from t<strong>he</strong> Univers<strong>it</strong>y of Nebraska, a Doctor ofLaws (LLD) from La Sierra Univers<strong>it</strong>y (California) and a Doctor of Laws (LLD) fromAndrews Univers<strong>it</strong>y (Michigan).Serving in t<strong>he</strong> field of hig<strong>he</strong>r education for fifty-four years (1951 – 2005), <strong>Hale</strong> <strong>has</strong> <strong>he</strong>ldfull profes<strong>so</strong>rships at Central State Univers<strong>it</strong>y (Ohio), Oakwood College (Alabama) andT<strong>he</strong> Ohio State Univers<strong>it</strong>y. In 1957, <strong>Dr</strong>. <strong>Hale</strong> was a V<strong>is</strong><strong>it</strong>ing Profes<strong>so</strong>r of Communicationat Potomac Univers<strong>it</strong>y (Maryland) and later renamed Andrews Univers<strong>it</strong>y. He served asChairman and Profes<strong>so</strong>r of t<strong>he</strong> Department of Engl<strong>is</strong>h (1959-1966) at Central StateUnivers<strong>it</strong>y (Ohio). Before coming to Ohio State, <strong>he</strong> was President of Oakwood College(1966-1971) in Huntsville, Alabama. From 1971 to 1978, <strong>he</strong> was As<strong>so</strong>ciate Dean andChairman of t<strong>he</strong> Fellowship Comm<strong>it</strong>tee of t<strong>he</strong> Graduate School of T<strong>he</strong> Ohio StateUnivers<strong>it</strong>y. <strong>Dr</strong>. hale was appointed Vice Provost for Minor<strong>it</strong>y Affairs in 1978, a pos<strong>it</strong>ionwhich <strong>he</strong> <strong>he</strong>ld until h<strong>is</strong> retirement from Ohio State in 1988. He al<strong>so</strong> served as SpecialAss<strong>is</strong>tant to t<strong>he</strong> President of Kenyon College from 1989 to 1992. H<strong>is</strong> most recent publication include h<strong>is</strong> biography Angels WatchingOver Me (Winston/Derek Publ<strong>is</strong>hing Company, 1996), h<strong>is</strong> bestseller, What MakesDivers<strong>it</strong>y Work in Hig<strong>he</strong>r Education (Stylus Publ<strong>is</strong>hing Company, 2004), and BlackColleges Empower Black Students: Les<strong>so</strong>ns for Hig<strong>he</strong>r Education (Stylus Publ<strong>is</strong>hingCompany, 2006).As a scholar, researc<strong>he</strong>r, author, teac<strong>he</strong>r, admin<strong>is</strong>trator, consultant, and civil rightscrusader, <strong>Hale</strong> was t<strong>he</strong> engineer of many new in<strong>it</strong>iatives at T<strong>he</strong> Ohio State Univers<strong>it</strong>y.He founded t<strong>he</strong> Graduate and Professional Schools V<strong>is</strong><strong>it</strong>ation Days Program in 1971 and<strong>it</strong>s undergraduate counterpart, t<strong>he</strong> Minor<strong>it</strong>y Scholars Program in 1982. He al<strong>so</strong> foundedT<strong>he</strong> Ohio State Mu Xi Chapter of t<strong>he</strong> Alpha Kappa Mu Honorary Society. Through h<strong>is</strong>efforts, nearly $15 million in graduate fellowship awards were granted to approximately1,200 minor<strong>it</strong>y students. Eighty percent of t<strong>he</strong>se fellowship recipients earned master’sand /or doctoral degrees. W<strong>it</strong>h t<strong>he</strong> awarding of full tu<strong>it</strong>ion scholarships through t<strong>he</strong>Minor<strong>it</strong>y Scholars program to high school seniors, t<strong>he</strong> Univers<strong>it</strong>y was able to attract a“Commun<strong>it</strong>y of Minor<strong>it</strong>y Scholars” numbering more than 500 during <strong>Hale</strong>’s tenure. As acapstone to h<strong>is</strong> illustrious career, T<strong>he</strong> Ohio State Univers<strong>it</strong>y Board of Trustees voted himVice Provost and Profes<strong>so</strong>r Emer<strong>it</strong>us, naming in h<strong>is</strong> honor t<strong>he</strong> <strong>Frank</strong> W. <strong>Hale</strong>, <strong>Jr</strong>. BlackCultural Center and designated t<strong>he</strong> building in which <strong>it</strong> <strong>is</strong> housed as <strong>Hale</strong> Hall. <strong>Hale</strong>delivered t<strong>he</strong> 1988 Summer Commencement address to 1,700 graduates. He washonored by t<strong>he</strong> C<strong>it</strong>y of Columbus as 1,200 guests participated in h<strong>is</strong> retirement banqueton December 4, 1988 at t<strong>he</strong> Aladdin Shrine Temple. An endowed scholarship <strong>has</strong> al<strong>so</strong>been establ<strong>is</strong><strong>he</strong>d in h<strong>is</strong> name at T<strong>he</strong> Ohio State Univers<strong>it</strong>y.


<strong>Hale</strong> <strong>is</strong> married to Mignon Scott-<strong>Hale</strong>, a retired elementary school teac<strong>he</strong>r. <strong>Dr</strong>. <strong>Hale</strong> <strong>is</strong>an active member of t<strong>he</strong> Ep<strong>he</strong>sus Seventh-day Advent<strong>is</strong>t Church w<strong>he</strong>re <strong>he</strong> <strong>has</strong> servedas a local elder, Sabbath School Superintendent, Chairman of t<strong>he</strong> Education Comm<strong>it</strong>tee,President of t<strong>he</strong> Peter<strong>so</strong>n <strong>so</strong>ciety of Advent<strong>is</strong>t Men, and Building Fund Chairman for t<strong>he</strong>Ep<strong>he</strong>sus Seventh-day Advent<strong>is</strong>t Church in Columbus, Ohio. <strong>Hale</strong> was Chairman of t<strong>he</strong>Layman’s Leadership Conference, a civil rights lay organization in t<strong>he</strong> Seventh-dayAdvent<strong>is</strong>t Church, that was active in spear<strong>he</strong>ading t<strong>he</strong> crusade for t<strong>he</strong> rights of blacksw<strong>it</strong>hin t<strong>he</strong> Church in t<strong>he</strong> early 1960’s.
