Mr. Kearns stated I’ll make a motion that weaccept the preliminary plat for Phase II of the Colonel’s Courtyard, the motion was seconded byMs. Erwin, all members were in favor, motion carried.The fifth item on the agenda was to consider a request by Errol Price, Zoning Administratorfor the Planning and Zoning Commission to determine the correct district classificationplacement for a recycling business. Mr. Price stated that is one of the businesses that we don’thave in any district and I’m asking the board to decide where they want to put one, if they wantone. I have somebody that inquired about opening up a recycling business full fledged, he’slooking at vehicles, boats, anything that he could buy and refurbish or re-sell. Mr. Breaud statedright now don’t we have a couple of people doing some recycling I the city? Mr. Price stated onethat I am aware of, on the corner of Plantation and Canal. Mr. Breaud stated that is the only placein town that is doing any kind of recycling. Mr. Price replied that I’m aware of, that is correct. Mr.Breaud stated that is not to aesthetic to have that on your main roadway coming through town, soI’m not in favor of that location personally. I looked through there and I know that in an “M-1” or an“M-2”, in an “M-2” they talk about raw materials and in M-1 they talk about transfer and storage asan activity and that is the only place that I can see it could possibly exist if we want to allow it at all.You know we’re talking about recycling, this could be something more massive than just aluminumcans, it could be any kind of steel structure, I don’t know if that would happen in the city but onceyou classify or put it. Mr. Kearns stated well my concern is what about items with contaminant,they could recycle transformers or anything else, what happens if he brings in, if he recyclesautomobiles what is he going to do with that oil? Mr. Price replied I don’t have that answerbecause the thing is it is a business and you all need to decide if you want a certain type ofrecycling, do you want it at all or do you want; I don’t want to, I told this gentleman that I was notgoing to give his name or anything because it is not his particular business, this is a zoning requestfor anybody that would want to put recycling in the city. Mr. Kearns I understand, yes he is notasking for a variance… Mr. Price stated no, what he is asking for is if he would get it, he’s asking torecycle everything and he said it will probably look like a dump yard. Ms. Erwin stated I think it isvery important that we have a definition of recycle before we get involved with saying which districtthat we want it in, I think recycling can be just left up to interpretation and I think we need to bespecific. Mr. Kearns replied I agree, think we need to define recycling. Mr. Faucheaux cameforward and stated I think Lafourche Parish right now, Byron Talbot is in the process of building arecycling plant and they have some pretty strict requirements as far as containment, nothing cantouch the ground but you are absolutely correct, it needs to be defined if there was to be anyrecycling allowed, there are various forms of recycling, it could be scrap metal, plastic containers,and so on. Ms. Erwin stated in lieu of the review of our zoning ordinance, I move to table, Mr.Kearns replied I second that. Mr. Breaud replied ok, it has been moved, and let’s clarify thatthat is a good point and later on the agenda today the City has hired South Central Planning to doa study of the zones in the city so I think this the perfect opportunity for South Central Planning toadd this to their task, to come up with some definition of recycling and like I said they’ve got somestrict recycling rules in containment and fence coverage where things are hidden, maybe we wouldconsider it but I think the starting point would be let’s get the definition of the recycling. Do wewant that to come back to this board or just delay action until South Central Planning makes theirreport, can we hold off that long? Mr. Price replied correct, he is aware of all of the issues and thelast I spoke with him it is leaning more on it not happening and I figured since he brought it up Ibrought the issue up anyway. Ms. Erwin stated I think it is a valid issue. Mr. Kearns stated thereare several important issues that are connected with it, like we’re talking right now about, well ifyou allow recycling, what type of recycling would you allow within the city limits and then whatrestrictions would you put on that recycling process, so it is not just so much as it takes an M-1 orM-2 and say yes, you can recycle there but it is to define what are we going to call a recyclingprocessing plant or yard or whatever the case may be and then what would you allow to happen inthere. So we need to look at what the parish, their restrictions and get some sort of guidelines,South Central Planning is going to come in with some sort of guidelines so. Mr. Breaud stated ok,Ms. Erwin your motion was to table, do you want to table until the next meeting or do you want totable it to defer action until South Central Planning comes back with their… Ms. Erwin stated Imove to defer action until the review is complete by South Central Planning, the motion wasseconded by Mr. Kearns, all members were in favor, motion carried.The sixth item on the agenda was to consider a request by Errol Price, Zoning Administratorfor the Planning and Zoning Commission to review suggested revisions to Article VIII, TownHouse Developments, Section 18-192 (4) Separation requirements with the addition of (4)-“c. No town house shall be constructed without a rear yard exit discharge. The exitdischarge shall provide a direct and unobstructed access to a public way. (Definition forexit discharge and public right of way: refer to Chapter 10 Means of Egress in the IBC 2006Code Book) The exit discharge shall be at least five (5) feet wide, level and paved to thepublic way.” Mr. Price stated this was basically brought up because when were looking at townhouses back to back, there is a possibility that someone can get trapped along the rear yards andthat is why I want to see this board have a little discussion on it to get some input. Mr. Breaudstated and what does the IBC code say, does it say that it is a requirement, do they talk about townhouses or how is that described in the IBC? Mr. Price replied no, the IBC code, that is thedefinition, it just gives you the definition exactly from leaving, let’s say the exit would be the door orthe entrance to the house through a public right of way, a street or alley, a public exit, not private568
