Thibodaux Zoning Review 2010Off Street ParkingRequirementsThe amount of off street parking required for various usesis always delineated in zoning ordinances. This is because mostpeople now use automobiles to get around especially in smalltowns or rural neighborhoods where public transit is lacking orinsufficient and distances between destinations make walkingor biking difficult. Even when the destination is not far, thepersonal difficulty encountered in biking or walking to it maymake driving an automobile a more practical solution. Also, useof the public right of way for parking is not really acceptable.As time passes streets may need to be widened, the volume andspeed of traffic on a street may make parking dangerous, parkingon a narrow street may hinder safe passage of other vehicles and,quite frankly, the street is a common space that belongs to all ofthe public and is not exclusive to one property owner or another.There isn’t enough room on the street to accommodate everyone’sparking needs so most appropriately, no one use can countit as their space. Automobiles take up substantial space, typically20 feet by 10 feet spaces are allowed per car. In some instances,as often seen in parking garages, smaller spaces may be reservedfor small vehicles. In addition to the spaces, driving lanes needto be provided to access multiple spots. All in all, parking cantake up substantial land in an urban area. One estimate indicatesthat six to 40 percent of the land in American cities is devotedto parking. 5 Zoning ordinances generally provide a range ofrequired parking spaces based upon various uses. A residentiallot may be required to have one or two off street parking spaceswhile a grocery store would have much more. Sometimes thenumber is based strictly on the kind of use, at other times therequired amount may hinge on the gross sales area or the numberof professional offices or service providers in the building.City of ThibodauxThe Thibodaux administrative staff has encountered severalquestions and issues regarding parking as required in the zoningordinance. In particular, they noted that sometimes the requiredparking is too much and at other times it is too little. The staffused the case of a medical clinic that has met the parkingrequirements as delineated in the city’szoning ordinance; however, the tremendousnumber of patients visiting the clinichas far exceeded the allotted parkingspace. The administration is concernedthat the required parking for a medicalclinic may not be enough for future development.Section 701.1 of the Thibodaux’szoning ordinance states the following:“No land shall be used or occupied, and no building or structureshall be erected, substantially altered, or its use changed unlesspermanently maintained off-street parking and loading spaceshave been provided in accordance with the provisions of this ordinance.”Thibodaux’s current zoning ordinance requires clinics to haveone (1) parking space for every 500 feet of gross floor area.Comparable Cities – Off Street ParkingCity of HammondThe City of Hammond requires medical clinics to have one(1) space for every 250 square feet of building.City of RustonIn the City of Pineville, the zoning ordinance stipulates thatmedical and dental clinics and offices must have three (3) spacesfor each doctor’s or dentist’s office plus one space for each examiningroom.City of PinevilleOne parking space for every 200 square feet of building isthe parking requirement for a medical clinic within the Cityof Ruston. Moreover, Ruston allows businesses with differentpeak times to share parking thereby reducing the number ofrequired parking spaces. The applicant must provide an analysisconducted by either the Urban Land Institute or the Institute ofTraffic Engineers shared parking guides.CommentsIt is difficult to determine if Thibodaux’s required parkingfor all medical clinics will need to be increased. One successfulmedical clinic that exceeds its parking requirements does notmean that all medical clinics will need more parking. There areseveral variables to consider (i.e. type of doctors within a clinic,number of doctors at a clinic, location, type of patients, etc.)Increasing the number of required parking spaces may be toomuch for some medical clinics and still not enough for others.A zoning study to look at the parking needs and trends of thevarious medical clinics throughout the city would help to determinethe parking demands of such facilities.City of PinevilleArticle 4.02. This shall bedecided upon by the Zoning Commission and the Zoning Administrator. The Central Business District is defined as Blocks42, West ½ of 43, 49, w½ of 48, 58, 59, 50, south half of 41, 57, 56, 55, 63, 62, 61, 72, 73, 76, and west half of 75 (as indicatedon the Official Zoning Map).NOTE: Some buildings combine two or more uses stated in Section 4.05 above (such as restaurant/bars or gas stations/conveniencefood store) and it will be the judgment of the building-zoning official to determine the proper number of parking spacesbased upon the primary use of the building. Conflicts in this determination will resolved by the Zoning Commission.NOTE: all required parking spaces for commercial properties must be paved with asphalt or concrete finished, as approved by theBuilding Department.RustonSec. 29-81. The study shall be provided by the applicantand must be performed by a registered professional engineer, licensed in the state of Louisiana, or other qualified professional.A legal agreement between property owners may be required, which shall be provided to the zoning administrator, if theparking is to serve two or more separate properties.On-street parking credit. For lots fronting existing public parking spaces within the public right-of-way, the number ofrequired on-site parking spaces may be reduced at the zoning commission’s discretion. The on-street parking credit shallnot exceed 20 percent of required parking. Zoning commission approval of the on-street parking credit does not confer anyparking preference to the lot fronting on-street, public parking spaces.51
