Thibodaux Zoning Review 2010Placement of New Activitiesin Appropriate ZonesDuring meetings with the city’s staff and the planningcommission issues and questions were raised concerning uses notidentified in the Thibodaux Zoning Ordinance. The following isa discussion of those topics brought to the attention of SCPDC,which have been of concern to the staff.Recreational Vehicle Parksand CampgroundsThis item is discussed first asmuch of the previous discussion onmobile and manufactured homesis relevant. A recreational vehicleis neither. The recreational vehicleis meant for temporary habitationand travel. It is never removed froma chassis. The recreational vehiclescould be a self contained vehicle ora trailer that is pulled. It might alsobe a modified van or truck. Recreational vehicles parks and/orcampgrounds might also allow tent camping. These parks orcampgrounds might be publicly owned and operated or a privateenterprise. At any rate, these are not residential uses.LouisianaDefinitions found in Louisiana Law for both motor homeand recreational vehicles specify the “temporary” nature of each.“Motor homes” are self-propelled and self-contained while“recreational vehicles” includes motor homes and those that aretowed. Such vehicles must be licensed for travel on public roadwaysjust like any other vehicle. The park or campground mustmeet all state building code requirements, in particular sanitaryand electrical codes as each pertains to provisions for the recreationalvehicles and campers.City of ThibodauxThe following definition is found in the Thibodaux ZoningOrdinance.“Travel Trailer: A vehicular, portable structure built on chassis,designed to be used as a temporary dwelling for travel and recreationalpurposes, having a body width not exceeding eight feet.”The Thibodaux definition for “Dwelling, Mobile Home”clearly states that “A travel trailer is not to be considered a mobilehome.” The Thibodaux zoning ordinance addresses parking ofmotorized and recreational vehicles in R-1 zones in Section 607.Mobile home park owners sometimes accommodate recreationalor motorized vehicles as many workers, who move from site tosite, in particular with the construction industry, are now usingthese when assigned to any one location for an extended periodof time. Although not specified in Thibodaux’s ordinance, recreationalvehicle campgrounds and similar facilities would probablybe best located into Thibodaux’s C-3 Commercial District wheremobile home parks and sales are allowed.Comparable Cities – Recreational Vehicle Parksand CampgroundsCity of HammondHammond distinguishes between municipal recreationand private recreation activities. Private recreation activities areallowed in their heaviest, highway commercial C-3 zone.City of PinevilleRecreational vehicles are identified as travel trailers and onlyallowed in travel trailer parks. Travel trailer parks are treatedthe same as mobile home parks and can only be located in theMobile Home Overlay District previously discussed.City of RustonRuston identifies recreational vehicles as a Camper or aTravel Trailer and only allows recreational parks or campgroundsin the M-1 or M-2 District previously described.30

Manufactured modular buildings, meeting the requirements of the City of Hammond adopted building codes….”Recreational Vehicle – A vehicle intended for temporary living quarters in a recognized recreational setting and not for occupancywithin the City of Hammond.Pineville Recreational VehiclesTravel trailer: A vehicular, portable structure built on a chassis, designed to be used as a temporary dwelling and to be towed behinda motor vehicle or powered independently, with an overall length of not more than thirty-two (32) feet.
