Thefollowing factors shall be used to evaluate offers:

IAW FAR Clause 52.212-2, basis of award is “Low Price, Technically Acceptable”. Past performance isincluded in the technical acceptability determination and will be a “Go/No Go” responsibility determination.3. The Government contemplates contract award without discussions with Offerors, except for clarificationsas described in FAR Subpart 15.3. Offeror’s initial proposal should include accurate, estimated price and the besttechnical terms and conditions. The Government reserves the right to conduct discussions, if the ContractingOfficer determines discussions are necessary.B. FACTORS TO BE EVALUATED1. TECHNICAL ACCEPTABILITY: The following factors shall be used to determine technicalacceptability. Non-submission of one of these elements shall render the proposal technically unacceptable and shallnot be considered for award.(a) Technical Approach. Contractor shall include the following:(1) Describe offeror qualifications and corporate capabilities specifically related to performance ofthe work required in the PWS.(2) Describe offeror’s knowledge and understanding of the requirement(s) as outlined in the PWS.(3) Identify the methodology and analytical techniques offeror will use to fulfill the technicalrequirements. Technical approach shall clearly describe the following:(i) Oveview of offeror’s methodology guiding the performance of the requirements identified inthe PWS and a general description of how the technical approach will be applied to accomplishing the requirements.(ii) Logical sequence of tasks to be performed to accomplish the requirements. Identify anddescribe specific techniques and steps that will be applied during the accomplishment of all tasks identified in thePWS.(b) Resume of Key Personnel. Contractor shall submit the resume of the individual(s) proposedaddressing all the qualifications and experiences identified under Par 3.0 through Par 3.5.9 in the PerformanceWork Statement. Personnel who do not clearly meet the requirements identified in the paragraphs stated above mayresult in the interpretation of the offeror’s proposal to be technically unacceptable.(c) Past Performance. Offeror shall submit at least three (3) past performancereferences for the past three (3) years relevant to the solicitation. Past performance will be evaluatedon an “Acceptable” or “Unacceptable” In the case of no past performance, the evaluation will berated as “Neutral”. Offerors must have either an “Acceptable” or “Neutral rating. Data concerningthe prime offeror shall be provided first, followed by each proposed major subcontractor (ifapplicable) in alphabetical order.
