W913FT-11-T-0051Page 39 of 466.2 Specific Skills Based Knowledge6.2.1 Expertise: Contractor personnel assigned to per<strong>for</strong>m tasks under this <strong>contract</strong> shall have extensiveknowledge of the following:• Program management policies, concepts, practices and principles in <strong>order</strong> to analyze and developrecommendations <strong>for</strong> program operations and objectives. The position requires strong management,drafting, analytical and interpersonal skills and encompasses the major elements of programmanagement, including resource management, analysis, coordination, reporting and policy<strong>for</strong>mulation and execution orally and in writing in both English and Spanish.• Current knowledge of Colombian Government and military structures and functions to include currentknowledge of applicable Colombian laws, agreements, regulations and policies governing Colombianmilitary operations with an emphasis on Colombian Naval Forces and Colombian National Police.• Current knowledge of the political, economic, legal, and military environment of Colombia and theregional factors affecting the U.S. and Colombian counter-narcotics programs in <strong>order</strong> to adequatelyanalyze and coordinate program and mission objectives.• Current knowledge of the U.S. Department of Defense sponsored Defense Institution Re<strong>for</strong>mInitiative (DIRI) <strong>for</strong> the re<strong>for</strong>m of doctrine and education currently being implemented by both theColombian Ministry of Education and the Ministry of Defense.• Current knowledge of Colombian education and training programs and procedures, to include but notlimited to secondary, vocational, and university; curriculum development; and education and trainingre<strong>for</strong>ms currently being implemented by both the Colombian Ministry of Education and the Ministry ofDefense under the Sistema Educativo de las Fuerzas Armadas (SEFA).• Current knowledge of current U.S. Marine Corps and Naval Special Warfare missions, organizationsand deployment requirements.6.2.2 Functional Skills and Experience: Contractor personnel assigned to per<strong>for</strong>m tasks of this scopemust have extensive knowledge of the following:• Experience in planning and conducting Riverine and Supporting Operations and in military combatarms with an emphasis in infantry tactics and maneuver warfare in a combat arms unit.• Experience in the training of <strong>for</strong>eign military and police <strong>for</strong>ces, specifically units involved in counternarco-terrorist activities.• Experience in planning, coordinating, conducting, supervising and evaluating training provided byU.S. training teams to <strong>for</strong>eign military and police <strong>for</strong>ces involved in counter narco-terrorist activities.• Superior skill in applying complex analytical and problem solving methods to evaluate programs andrecommend appropriate corrections with experience as a skilled negotiator required in <strong>order</strong> tocoordinate sometimes widely divergent views that exist between U.S. Government agencies and thehost nation.• Skill in oral and written communication in both English and Spanish in <strong>order</strong> to prepare and presentcomplex analyses, recommendations and solutions, including reporting cables, speeches, proposalsand reports.• Knowledge of current Colombian Marine Corps development programs, to include LogisticsInfrastructure Re<strong>for</strong>mation, Military Occupational Specialties and Manpower Management System
