W913FT-11-T-0051Page 37 of 46• As a Subject Matter Expert in infantry training and tactics, function as a consultant/advisor to theColombian Marine Corps making recommendations <strong>for</strong> improvement where needed with emphasis ondoctrine, personnel, unit readiness planning, operational planning, communications, maintenancemanagement, nobility and counter mobility operations and logistics.• Maintain close and continual professional liaison with the Commandant of the Colombian MarineCorps, his general staff, the Commanders and staffs of subordinate Colombian Marine Corps commandsthe various schools which fall under the Colombian Naval Forces Direction of Education and Doctrine,and the Colombian Military general staff sections responsible <strong>for</strong> education and training.• Provide liaison support to the USMILGP in the transition of programs which have been developedwith the assistance of USMILGP Colombia to a fully sustainable capability which can be utilized toprovide training and advisory support to regional partners.• Provide liaison support to the USMILGP in the development and implementation of initiatives totransition the Colombian Marine Corps to a regional partner capable of conducting stability, peacekeepingand humanitarian assistance operations on a regional and global scale.• Provide liaison support to the USMILGP in the trans<strong>for</strong>mation of the Colombian Marine Corps intoan expeditionary <strong>for</strong>ce in <strong>order</strong> to increase its influence in promoting regional stability.• Provide planning support and advice and assist in the communications, logistics and administrativesupport to U.S. training teams deployed in support of host nation units, to include required coordination<strong>for</strong> the delivery and receipt of personnel, services and equipment.• Provide liaison support to the MILGRP <strong>for</strong> the planning and execution of U.S. Marine Corps ForcesSouth funded exercises in which the Colombian Marine Corps participates.• Provide liaison support to the MILGRP in the U.S. Defense Institutional Re<strong>for</strong>m Initiative (DIRI)being implemented with the Colombian Ministry of Defense and Military Forces and the ColombianMinistry of Defense education re<strong>for</strong>m program (Sistema Educativo de las Fuerzas Militares – SEFA)being implemented with the Colombian Military Forces.• Assist the Colombian Marine Corps in planning <strong>for</strong> <strong>for</strong>ce structure, training, and equipping of its<strong>for</strong>ces and with the on-going Naval Mission and U.S. Marine Corps Forces South ef<strong>for</strong>ts involved inrenovating the Colombian Marine Corps logistics infrastructure and functions; establishing career pathsand military occupational specialties; re<strong>for</strong>ming the Colombian Marine Corps manpower managementsystem; implementing training management and unit readiness planning; establishing maintenancemanagement, supply and distribution policies and procedures; and assisting in establishing <strong>order</strong>s,directives and standards <strong>for</strong> motor transport operations and maintenance, bulk fuel operations andmaintenance, water survival, designated marksman, drill instructor, <strong>for</strong>mal instructor and martial artsprograms.• Assist the Colombian Marine Corps in the development of project plans <strong>for</strong> the establishment of theColombian Marine Corps Regional Training Center in Jesus del Rio, Zambrano, Bolivar or other locationas determined, to include master plan development, design and requirements determination, resourceutilization, budget development, socio-political impact studies, and infrastructure support studies.• Serve as a liaison and escort officer <strong>for</strong> official visits to Colombia by Distinguished Visitors andother personnel as required.• Attend required presentations and meetings with in<strong>for</strong>mation prepared prior to the event and withfollow up reports submitted within one week of end of event.5.1.3.2 The Contractor shall ensure that personnel assigned to per<strong>for</strong>m liaison services under this
