Liaison services shall also beprovided as required by the Government to facilitate the planning, arrival, visit and departure of U.S.personnel to Colombian military bases and the production of documentation relative to the various specialprograms the Naval Mission is executing with the Colombian Marine Corps as part of its Country SecurityCooperation Plan.1.5 General In<strong>for</strong>mation1.5.1 Quality Control (QC): The <strong>contract</strong>or shall develop and maintain an effective QC program toensure services are per<strong>for</strong>med in accordance with this PWS. The <strong>contract</strong>or shall develop andimplement procedures to identify, prevent, and ensure non-recurrence of defective services. The<strong>contract</strong>or's QC program is the means by which he assures himself his work complies with therequirement of the <strong>contract</strong>. At a minimum, the <strong>contract</strong>or shall develop QC procedures addressing theareas identified in Technical Exhibit 1, Per<strong>for</strong>mance Requirements Summary." After acceptance of theQC plan by the <strong>contract</strong>ing officer (KO), the <strong>contract</strong>or shall receive the KO’s acceptance in writing of anyproposed change to his QC system.1.5.2 Quality Assurance: The government shall evaluate the <strong>contract</strong>or's per<strong>for</strong>mance under this<strong>contract</strong> in accordance with the quality assurance surveillance plan. This plan is primarily focused onwhat the government must do to ensure the <strong>contract</strong>or has per<strong>for</strong>med in accordance with theper<strong>for</strong>mance standards. It defines how the per<strong>for</strong>mance standards will be applied, the frequency ofsurveillance, and the minimum acceptable defect rates.1.5.3 Recognized Holidays: The individual per<strong>for</strong>ming services under this PWS shall take into accountmission requirements be<strong>for</strong>e scheduling leave or vacation time and all leave shall be coordinated inwriting with the COR. As a general rule, individual shall abide by U.S. and Colombian observed holidaysas specified in the Chief of Mission, U.S. Embassy annual holiday policy.1.5.4 Hours of Operation: Normal hours <strong>for</strong> oral translation and liaison services are from 0800 through1700 local time, Monday through Friday, with flexibility required to work additional hours in <strong>order</strong> to meetmission requirements. The Contracting Officer’s Representative (COR) is responsible <strong>for</strong> supervision ofhours worked, approving overtime hours, compensation time, and supervising in<strong>for</strong>mation in time cards.The <strong>contract</strong>or must at all times maintain an adequate work <strong>for</strong>ce <strong>for</strong> the uninterrupted per<strong>for</strong>mance of alltasks defined within this per<strong>for</strong>mance work statement (PWS) when the government facility is not closed<strong>for</strong> the above reasons. When hiring personnel, the <strong>contract</strong>or shall keep in mind that the stability andcontinuity of the work <strong>for</strong>ce are essential.1.5.4.1 Due to mission requirements such as the deployment of U.S. teams to Colombia, per<strong>for</strong>manceof oral translation and liaison duties shall often be required during nonstandard working hours and inexcess of 48 hours per week.1.5.4.2 Liaison personnel shall be on call after duty hours via cellular telephone provided by USMILGPColombia.1.5.5 Place of Per<strong>for</strong>mance. Written translation shall be per<strong>for</strong>med at a site determined by theContractor. Oral translation and liaison services shall be per<strong>for</strong>med at sites throughout Colombia and inother countries where the U.S. has a security cooperation interest as determined by the USMILGPColombia Commander.1.5.5.1 Substandard and/or Hostile Living and Work Conditions: Oral translation and liaison servicesas provided by this <strong>contract</strong> may require that Contractor personnel travel to remote sites within Colombia
