The incumbent will plan, organize, direct, and coordinate thedevelopment and maintenance <strong>of</strong> the Department’s information technology infrastructure,including, hardware and s<strong>of</strong>tware acquisition, maintenance and support, andtelecommunications support; supervise Information Technology (IT) staff; and function as akey advisor to the Executive Staff in the development <strong>of</strong> policies related to the Department’sinformation technology systems.As a key advisor, assist in formulating departmental policies, procedures, and strategic plansfor the technology required to meet the Department’s mission critical goals and statewideprograms; act as liaison on behalf <strong>of</strong> the Department with control agencies, <strong>State</strong> andConsumer Services Agency, and other departments on information technology projects, asdirected.ESSENTIAL FUNCTIONS:35% Infrastructure Management:Direct the overall operation <strong>of</strong> the Department’s information technology infrastructure.Develop and maintain a cost-effective information technology infrastructure, whichincludes establishing and implementing hardware, s<strong>of</strong>tware, and network architecturesthat provide flexibility, integration, and information sharing. Make recommendationsregarding the use <strong>of</strong> new technologies and end-user computing tools to improveoperational efficiencies.Direct and manage the administration <strong>of</strong> the Department’s electronic data systemsincluding the Case Management System, Legal Document S<strong>of</strong>tware System,Communication Center System, Echosign and other s<strong>of</strong>tware tools.20% Policy Development and ImplementationDevelop recommendations, and implement approved standards, policies, procedures,and measures recommendations to ensure consistent, effective delivery <strong>of</strong> informationsystems and technologies; and develop and implement standards, policies, andprocedures for security, backup, and recovery.


20% Staff ManagementManage subordinate supervisor and staff to increase efficiencies, and develop andmaintain an effective information technology team, which includes skills developmentand training, policies and procedures, prioritization and decision-making, performancemeasures, and systems support. Identify and implement best practices.15% Technical SupportAs a high-level specialist, will perform the most complex, technical tasks, such assupporting the most complex operating systems, or database s<strong>of</strong>tware. Providetelecommunications and database expertise to other technical specialists.Recommend procurement <strong>of</strong> hardware and s<strong>of</strong>tware needed for implementation andmaintenance <strong>of</strong> new database systems and <strong>of</strong>fice automation systems; and provideoversight <strong>of</strong> training activities in information systems used by the Department.10% Liaison and Reporting ActivitiesServe as the Department’s liaison with control agencies, and other departmentsregarding information systems issues and programs; serve as lead person inDepartment’s participation in e-government and other information systems initiatives.Develop, implement, and revise as necessary, the Department’s Agency InformationManagement Strategy (AIMS); and prepare Feasibility Study Reports and BudgetChange Proposals, as needed.KNOWLEDGE AND ABILITIES:Knowledge <strong>of</strong>: Principles, practices, and trends <strong>of</strong> public administration, includingmanagement, organization, planning, cost/benefit analysis, budgeting, and projectmanagement and evaluation; employee supervision, training, development and personnelmanagement; current computer industry technology and practices; principles <strong>of</strong> dataprocessing systems design, programming, operations, and controls; <strong>State</strong> level policies andprocedures relating to EDP; the department's goals and policies; department's AffirmativeAction Program objectives; a manager's role in the Affirmative Action Program and theprocesses available to meet affirmative action objectives.Ability to: Develop and evaluate alternatives, make decisions and take appropriate action;establish and maintain priorities; effectively develop and use resources; identify the need forand assure the establishment <strong>of</strong> appropriate administrative procedures; plan, coordinate anddirect the activities <strong>of</strong> a data processing staff; make effective use <strong>of</strong> interdisciplinary teams;reason logically and creatively and use a variety <strong>of</strong> analytical techniques to resolve managerialproblems; present ideas and information effectively, both orally and in writing; consult with andadvise administrators and other interested parties on a variety <strong>of</strong> subject-matter areas,translating technical data processing terms into everyday language; gain and maintain theconfidence and cooperation <strong>of</strong> others; and effectively contribute to the department's affirmativeaction objectives.


DESIRABLE QUALIFICATIONS:• Bachelor’s Degree or higher in computer science or a related field.• A broad knowledge <strong>of</strong> principles <strong>of</strong> project management, approval processes for ITprojects and IT systems design and best practices.• Direct experience leading IT projects; either in a Project Manager/Director role or a keyrole on large projects.• Knowledge <strong>of</strong> web and database technology.• The ability to work well under pressure, meet deadlines and adapt to changing priorities.• The ability to exercise a high degree <strong>of</strong> initiative, independence <strong>of</strong> action, and originality.• Exceptional tact and the ability to demonstrate good independent judgment.• Excellent communication, writing and analytical skills.WORK ENVIRONMENT, PHYSICAL OR MENTAL ABILITIES:The demands described here are representative <strong>of</strong> those that must be met by the incumbent tosuccessfully perform the essential functions <strong>of</strong> the job.• Requires dependable and good attendance.• Requires flexible working hours including weekends.• Requires daily use <strong>of</strong> a computer, keyboard, mouse, related s<strong>of</strong>tware applicationsand telephone at a workstation for 7 hours per day.• Requires prolonged sitting and or standing at a workstation for 7 hours per day.• Requires ability to complete tasks that require reaching, bending, grasping, andmaking repetitive hand movements in the performance <strong>of</strong> daily duties.• Requires ability to effectively handle stress.SUPERVISION RECEIVED:The Data Processing Manager II (DPM II) will receive direction from the Deputy Director,Administration.SUPERVISION EXERCISED:Supervise the Information Technology staff comprised <strong>of</strong> Senior Staff Information ServicesSupervisor, Staff Information Services Analysts, Associate Information Services, andInformation Systems Technicians. The position may supervise other IT classifications, asnecessary.ADMINISTRATIVE RESPONSIBILITY:The DPM II requires excellent communication, both verbal and written, and analytical skills; theability to work independently; to reason logically and creatively in resolving problems; skill indealing effectively with others; willingness and ability to accept responsibility and meetdeadlines; and ability to manage multiple projects with different timeframes. Additionally, mustadhere to the laws, rules, policies, and procedures as outlined in the Department’s Directives,Administrative Manual, Supervisor’s Manual, Clerical Manual, Case Analysis, Manual, and anydirections given by all appropriate Managers.
