Study of Emergency Response Service (<strong>EMRI</strong> Scheme)Raju, the then CEO of Satyam Technologies. Initial funds came from the personal funds of ShriRaju with Satyam Technologies provid<strong>in</strong>g technical support. With the expansion of fleet andservices set to spread across more states, <strong>EMRI</strong> projected reach<strong>in</strong>g a goal of 10,000ambulances cover<strong>in</strong>g over a billion population by 2010. The value of the MOU alsodiffers between the states, with Rajasthan hav<strong>in</strong>g an MOU of Rs. 50 crores per year for fiveyears, represent<strong>in</strong>g both capex and opex, AP has 114 crores a year represent<strong>in</strong>g only opexcosts and Gujarat has 252 crores over 5 years (account<strong>in</strong>g for both capex and opex) . As perthe projections of <strong>EMRI</strong>, they are expect<strong>in</strong>g an annual MOU value of around Rs. 1500 croresper year from 2010 onwards.II. Context of the <strong>EMRI</strong> Appraisal Study5 The <strong>EMRI</strong> ambulances are operational <strong>in</strong> 9 states. However, MoU has been signed for 11 states – <strong>in</strong>clud<strong>in</strong>g Punjaband Madhya Pradesh along with the above mentioned 9 statesNational Health Systems Resource Centre (NHSRC)6
